a. Review of St. Mary’s Road as a regional bicycle route – A segment of St. Mary’s
Road between US 70 Bypass and the Durham County line was identified as a
Regional Bicycle Facility on the Durham-Chapel Hill-Carrboro MPO draft
Metropolitan Transportation Plan (MTP) On-Road Bicycle Facilities Map. The
Planning staff asked that this designation be removed in favor of a preferred
alternative consistent with Orange County’s approved bicycle routes. The DCHC
TAC opted to: “Maintain St. Mary’s Road as a regional bicycle route in the MTP
for the time being. As part of the DCHC MPO Comprehensive Transportation
Plan (CTP), review other regional route alternative to St. Mary’s Road. If a route
other than St. Mary’s Road is selected, amend the MTP to reflect the preferred
regional route.”

Next Steps for Safe Routes to School (SRTS) Plan Adoption and Implementation.The 24
Planning staff has received authorization from the BOCC to proceed with initial SRTS 25
Action Plan adoption steps. Following adoption, the staff is recommending that the future 26
SRTS Advisory Committee be a sub-committee of the OUTBoard, supplemented by 27
additional staff as needed from the County, Orange County Schools, and the Town of 28

Abigaile Pittmanreviewed the Safe Routes to School Plan and advised therole of advisory committee wouldbe a 34
subcommittee of the OUTBoard responsible for advocating plan implementation and assistingwith programing, 35
evaluating plan progress and assessing plan priorities. The subcommittee with include interested OUTBoard 36
member, representatives for the schools, the Town of Hillsborough, and planning staff as needed. Others will be 37
brought in as necessary, such as NCDOT regarding road improvement, etc. and consultation from engineers and so 38
forth. Staff is meeting on April 30th.39

Jeff Charles commented that it is a good segueto the WalkBike NC Plan because you can’t do the SRTS Program 41
by itself, it has to be integrated into the bigger plan because of connectivity issues and you can use the SRTS to help 42
defend trying to get financing from NCDOT on the bicycle issues where they are trying to upgrade the monies. He 43
noted his cautionary point is to make sure it is not in its own bunker working on just this little issue, and talk about 44
more interconnectivity as it might relate to WalkBike NC Plans that NCDOT frees up these additional funds. It is 45
certainly a long term plan that doesn’t mean you don’t certainly do what you can around the schoolsbut make sure 46
that there is a plan for interconnectivity somewhere down the road and think it through.47

WalkBike NC Plan –a North Carolina Statewide Pedestrian and Bicycle Plan50
WalkBike NC is North Carolina’s first statewidemaster plan to define a vision, goals 51
and strategies for improving walking and bicycling for residents andvisitors.The Plan 52
identifies current conditions for walking and bicycling in North Carolina and serves as a 53
policy guide for state agencies, local governments, and private sector interests to develop 54
a transportation system that safely and efficiently accommodates walking and bicycling.55

The review period is short and the State is only accepting comments until April 30th.56
Therefore, the Plan has been pre-reviewed by OUTBoard Vice-Chair, Jeff Charles, and by 57
planningstaff member Abigaile Pittman. Related documents, including Draft Plan 58

Abigaile Pittmanreviewed the WalkBike NC Plan noting that WalkBike NC is North Carolina’s first statewide master 64
plan to define a vision, goals and strategies for improving walking and bicycling for residents and visitors. She 65
shared the comments from staff and Jeff Charles.66

Jeff Charles noted that there was a lot of work put into this plan and he thinks the OUTBoard needs to give NCDOT 68
staff kudos for doing a pretty good job. He added that he thinks it’s important to tell them the positives and say ‘oh by 69
the way’ there are other things. Jeff elaborated that they took very unique approach, a good one, in that they looked 70
at economic factors, how it would improve tourism if we became a destination state for bicycling. They talked about 71
health issues, the obesity rates of young children, we rank fifth or sixth in the nation in obesity in children. They also 72
talk about economic benefits of health, safety, savings, environmental issues, increasing the use of these things. He 73
would like to come up with a general statement applauding their efforts in highlighting the need for bicycle and 74
pedestrian for all of these good reasons with the OUTBoard and staffs comments on how it can be improved.75

Abigaile Pittman advised that in her researchonline, that most other states have a safe routes for seniors programs.77

Jeff Charles noted that in the plan there is a benchmark reporting by the alliance for biking and walking from 2012. 79
Safest states to bicycle, the safest state in the US is South Dakota, North Carolina is 44th, safest state for walking is 80
Vermont and North Carolina is 41st. We are so far behind and we have to recognize they are taking an enormous 81
step forward with this new approach. 82

Paul Guthrie added that he thinks the plan is deficient in one way,it doesn’t sufficiently indicate that for any of this to 84
have any major long-term significance it has to integrated with the broader picture of transportation. That is 85
especially true for this county where walking and biking will be the feeders to future transportation systems. We are 86
beginning to look at the infancy of transportation systems across the entire county. One thing we need to is can that 87
be the beginning of feeding for bus transportation, rail transportation and it doesn’t speak to that in this plan.Paul 88
referencesthe statistic of 6.7% of residents without automobiles in the report and suggested that in rural areas of the 89
county that rate is probably higher as high as 13%.90

Paul Guthrie suggested that the report should show examples.92

Jeff Charles elaborated that this is an enormous step. He noted that this is becoming a big issue in respect to 94
bicycling infrastructure because we are looking for new modes of transportation in Orange County and we are seeing 95
these scooters that can only go 30 mph in 55 mph zones and they are going to flow into the 4 foot bike lanes as 96
bailout to allow vehicles to pass them. He noted that while Segways are not going to catch on but new technology, 97
organic transit, they are 36 to 42 inches wide, so when you talk about a 4 or 5 foot lane that is a problem. He added 98
that they are also designing a truck that could carry 850 lb.loads so you could envision that being used for pizza 99
delivery or grocery delivery and meals on wheels. Jeff noted that the report cites a shift in demographics to 65 from 100
13% today to about 20% and we need to broaden the thought process forthe upright bicycles, scooters and other 101
competing technology in these four foot bike lanes we are arguing for.102

Abigaile Pittman added that in some communities residentstool around in golf carts.104

Alex Castro agreed with Jeff’s comments and staff’s comments. Alex Castro moved to approve the submitted 106
comments and the additional comments discussed at the meeting. Ted Triebel seconded the motion.107

Ted Triebel added that his thoughts run parallel with Alex’s and he was happy to see the work staff and Jeff did and 109
commended both. He particularly agrees with comment number 6 as going to the critical core to keep in mind going 110
forward.111

Abigaile Pittman updated the OUTBoard that she and Craig Benedict met with the NCDOT Rail Division, the NCDOT 131
Planning Branch, and their consultant, Florence and Hutchinson on March 15th to review the remaining issues and 132
questions regarding the purposed rail crossing closing. NCDOT has responded in writing and there is a letter and 133
meeting minutes included in the packet.In the spring NCDOT will be completing the environmental assessment and 134
in the summer they will be conducting traffic impact analysis for extending Byrdville Road and Walter Clark Drive at 135
NC 86. In the fall they will finalize crossing improvement in the final environment assessment document. Final 136
design and right-of-way acquisitions will begin in early 2014 and in early 2015 they will begin construction.137

Abigaile Pittman updated the Board on a proposed new scenic byway in the county. She noted that there are three 139
existing scenic byways in Orange County, the Colonial Heritage Highway along NC 86 north of Hillsborough; the 140
Football Road, Old Greensboro Road west of Carrboro; and the Scots-Welsh Heritage Byway, Old NC 86, Arthur 141
Minus, Orange Grove, and Dairyland Roads. Over the past two years DEAPR has worked on this byway which will 142
link downtown Chapel Hill to Jordan Lake. The proposed byway is 15 miles long and features a number of locations 143
with historical, natural, recreational, and educational values.144

Abigaile Pittman updated the Board on the Triangle Air Quality Report released by the DCHC MPO for public 146
comment and the TAC approved the key components at their December meeting. She noted that staff has reviewed 147
it and has no comments. 148

Abigaile Pittman noted that the DCHC MPO 2040 MTP written report was released and approved back in December 150
2012 but the maps were released a few weeks ago and they had a mess of names for projects without real 151
descriptions and complicated financial spreadsheets but no maps. She reported that the bike map had several 152
issues and planning staff made comments to DCHC MPO TAC and as a result TAC approved changes to plan last 153
Wednesday when they met. Abigaile further noted that this is a compromise as some parts they wouldn’t change 154
and some they did. 155

Jeff Charles noted that in his communications he agreed that it is a good compromise regarding Old NC 86.157

Sam Lasris asked about the route alternative to NC 86 N around Coleman Loop Rd and Abigaile offered to bring all 159
the maps to the next meeting for the OUTBoard’s review of the changes.160

Abigaile Pittman advised the OUTBoard on the workshop for TARPOfor locally coordinated human services 162
transportation. The workshop will be held on April 16th from 9 am to noon at Southern Human Services in Chapel 163

Hill. She advised it will focus on the needs of rural Orange and Chatham Counties as part of the larger TARPO 164
region and will not focus on the urban transit services provided by Chapel Hill Transit or Triangle Transitbut more 165
rural services provided by Orange Public Transit and Chatham Transit Network. This plan ensures that transit 166
systems and other transportation providers in the region remain eligible for certain federal funds. Abigaile noted this 167
plan is required by law in order to get federal funds and is needed to identify the specific areas of need for individuals 168
with disabilities, seniors, and low income.169

Alex Castro advised that he will be attending and will put together a report for the OUTBoard.171

Abigaile Pittman updated the OUTBoard regarding the Eno EDD Access Management Plan that she will be heading 173
up and noted the plan will provide better transportation system and capacities to serve the US 70 and Hwy 10 area. 174
Staff will be asking approval to move forward at the May 7 BOCC meeting. Abigaile noted she anticipates that the 175
OUTBoard will review that plan in September and make comments for the BOCC.176

PURPOSE: To review materials related to the bicycle route classification of St. Mary’s Road,
and provide input to the Planning staff on the preferred regional bicycle route.
BACKGROUND: TheDCHC MPO Transportation Advisory Committee (TAC) approved the key
components of the 2040 Metropolitan Transportation Plan (MTP), such as the highway, bicycle
and transit projects and the financial plan, at their December 2012 meeting. The TAC is the
MPO’s policy board and is the ultimate decision-making body on MPO plans.Then several
months ago the DCHC MPO released the full report for the 2040 Metropolitan Transportation
Plan (2040 MTP) and the related Air Quality Analysis and Conformity Determination report (AQ
Conformity) for public comment, and the maps related to the MTP (including the On-Road
Facilities Map).
Upon reviewof the DCHC MPOdraft Metropolitan Transportation Plan (MTP) On-Road Bicycle
Facilities Map (Attachment 1) staff noted that asegment of St. Mary’s Road between US 70
Bypass and the Durham County line was identified as a Regional Bicycle Facility. The Planning
staff asked that this designation be removed in favor of a preferred alternative consistent with
Orange County’s and the Town of Hillsborough’s approved bicycle routes (Attachments 2, 3, 4
and 5). In response, the DCHC TAC opted to: “Maintain St. Mary’s Road as a regional bicycle

REVIEW OF EXISTING APPROVED ALTERNATE ROUTES
Orange County/NCDOT and Town of Hillsborough bicycle related plans are summarized below.
Together, these plans support an alternate route utilizing New Sharon Church Road and Guess
Road to connect northern Durham to Hillsborough.
NCDOT/Orange County
The 2010 Orange County/NCDOT Bicycle Map (Attachment 3), reviewed and recommended by
the OUTBoard, and approved by the Board of County Commissioners (BOCC) supportsa route
other thanonly St. Mary’s to connect northern Durham to Hillsborough.The map depictsSt.
Mary’s Road to New SharonChurchRoad, toGuess Road, to the County line.
The Comprehensive Transportation Plan (CTP) prepared by NCDOT for rural Orange County
was reviewed and recommended by the OUTBoard and approved by the BOCC in March. The
approved CTP Bicycle Map (Attachment 4) depicts a bicycle route along New SharonChurch
Road.
Town of Hillsborough
In 2009 the Town of Hillsborough adopted a Bike Lane and Recommendations Map as part of
its Community Connectivity Plan (Attachment 5). The Town’s map supports a route other than
St. Mary’s to connect northern Durham to Hillsborough. The map depictsSt. Mary’s Road to
New SharonChurchRoad(which would then connect to Guess Road and then to the County
line).
OUTBOARD ACTION
It is the OUTBoard’s prerogative to review and comment on the DCHC MPO’s designation of St.
Mary’s Road as a regional bicycle route from Hillsborough to downtown Durham. Thestaff
requests that the OUTBoard provide input to the staff to:
1. Endorse the St.Mary’s Road/New Sharon Church Road/Guess Road route as the preferred
bicycle route to connect northern Durham to Hillsborough; OR
2.Endorse St. Mary’s Road as the preferred bicycle route to connect northern Durham to
Hillsborough; OR
3. Opt not to endorse anyregionalbicycle routeconnectingnorthern Durham to Hillsborough.
The staff also requests that the OUTBoard provide rationale for its chosen route, such as
consistency with previously approved Orange County/NCDOT and Town of Hillsborough bicycle
maps, safety of the route vs alternatives, right-of-way width or grade, etc.

NC 54 (Orange Grove Road to Neville Road/DCHC MPO), Local ID ORAN0002-H:
NC 54 from Orange Grove Road (SR 1006) to Neville Road (SR 1945) (the DCHC MPO boundary) is projected to exceed
Level of Service (LOS) D by 2035. Improvements are needed in order to relieve anticipated congestion and to maintain a
minimum LOS D on the existing facility. This section of NC 54 is currently a 2-lane, 24-foot undivided cross section, with a
continuous center turn lane in some segments.
The CTP project proposal is to provide a 4-lane divided cross section for this facility. The addition of a median will allow for
better access control, thereby providing higher mobility for the facility.
NC 86 (Coleman Loop Road/DCHC MPO to Caswell County), Local ID ORAN0001-H:
NC 86 from Coleman Loop Road (SR 1334) (the DCHC MPO boundary) to Walnut Grove Church Road (SR 1001) is projected
to exceed Level of Service (LOS) D by 2035. Improvements are needed in order to relieve anticipated congestion and to
maintain a minimum LOS D on the existing facility.
In addition, NC 86 throughout northern Orange County is identified as a recommended expressway on the Strategic Highway
Corridor Vision Plan, in order to maintain regional
and statewide mobility and connectivity. This section of NC 86 is currently a 2-lane, 24-foot undivided cross section.
The CTP project proposal is to provide a 4-lane divided expressway cross section for this facility from Coleman Loop Road
(SR 1334) (the DCHC MPO boundary) to Caswell County. This includes the section of NC 86 that is concurrent with NC 49.
The conversion to an expressway is consistent with the Strategic Highway Corridors Vision Plan. Refer to the draft DCHC
MPO 2040 Metropolitan Transportation Plan (MTP) and CTP for the preferred concept for NC 86, which will connect this CTP
project segment to I-40 with a consistent expressway cross section around the Town of Hillsborough.
The CTP was temporarily delayed in the spring of 2010 due to local concerns with this project proposal and the Strategic
Highway Corridors designation. However, while traffic on NC 86 is still projected to exceed capacity, CTP traffic projectionsto
2035 do not warrant a full expressway cross section within the planning horizon of this CTP.
Ultimately, it was decided to move forward with the CTP, including this project proposal, with the understanding that the
proposed cross section is ultimately driven by vision and not yet by traffic. NC 86 will be improved as needed, with the ultimate
vision of an expressway. As with all projects, any improvements to NC 86 must also be submitted and programmed through
NCDOT’s Project Prioritization process in order to enter project development. This project proposal overlaps with NCDOT
project W-5318 to provide geometric improvements, paved shoulders, and rumble strips to NC 86 from NC 57 (inside the
DCHC MPO) to the Caswell County line. NCDOT project W-5318 is scheduled to begin right-of-way in January, 2012 and
construction in January, 2013.
Buckhorn Road Extension, Local ID ORAN0008-H:Buckhorn Road (SR 1114) and Dairyland Road (SR 1177) are currently
primary choices for travel in southwest Orange County. However, the two roadways are discontinuous at their shared
intersection with Orange Grove Road (SR 1006),another primary carrier throughout the area. The CTP project proposal is to
provide a new location 2-lane cross section at Orange Grove Road (SR 1006) to extend Buckhorn Road (SR 1114)
(ORAN0004-H) into Dairyland Road (SR 1177). This will provide better connectivity and improve traffic flow for this area of the
county.
Little River Church Road Extension, Local ID ORAN0005-H: Northern Orange County contains very few options for
continuous east-west travel beyond the primary route along Carr Store Road (SR1004 / SR 1352), Sawmill Road (SR 1545),
and Little River Church Road (SR 1543). However, Sawmill Road (SR 1545) and Little River Church Road (SR 1543) are
discontinuous at their shared intersection with Walnut Grove Church Road (SR 1001). The CTP projectproposal is to provide
a new location 2-lane cross section at Walnut Grove Church Road (SR 1001) to extend Little River Church Road (SR 1543)
into Sawmill Road (SR 1545). This will provide better east-west continuity and connectivity for this area of the county.
Minor Improvements
Not all of the following facilities are projected to exceed Level of Service (LOS) D by2035, but improvements such as turn
lanes, minor widening, and/or surfacing are idealfor better mobility and more streamlined facilities as growth occurs.
Arthur Minnis Road (SR 1115), Local ID ORAN0003-H:Arthur Minnis Road(SR 1115) from Dodsons Cross Road (SR
1102) to Rocky Ridge Road / ArthurMinnis Road (SR 1113) is currently an unsurfaced, 20-foot cross section. TheCTP project
proposal is to provide a surfaced, 24-foot cross section suitable forpublic traffic use. The CTP committee identified the
importance of this facility foreast-west connectivity in this area of the county.
Buckhorn Road (SR 1114), Local ID ORAN0004-H:Buckhorn Road (SR 1114)from Orange Grove Road (SR 1006) to
Bradshaw Quarry Road (SR 1115) iscurrently an unsurfaced, 20-foot cross section. The CTP project proposal is toprovide a
surfaced, 24-foot cross section suitable for public traffic use. The CTPcommittee identified the importance of this facility for
north-south connectivity inthis area of the county.
(North) Efland-Cedar Grove Road (SR 1004), SPOT ID # 559:Efland-CedarGrove Road (SR 1004) from Highland Farm
Road (SR 1332) to Carr Store Road(SR1004 / SR 1352) is currently a 2-lane, 20-foot cross section. The CTPproject
proposal is to provide a 24-foot cross section with improvements to turnlanes and straightening of the roadway where
needed. This project proposaloverlaps with NCDOT project W-5143 to improve the horizontal alignment of thecurve on
Efland-Cedar Grove Road (SR 1004) north of the intersection withHighland Farm Road (SR 1332). NCDOT project W-5143 is
scheduled to beginright-of-way in April, 2013 and construction in April, 2014.
Mebane Oaks Road (SR 1007), Local ID ORAN0006-H:Mebane Oaks Road(SR 1007) from NC 54 to Alamance County is
currently a 2-lane, 22-foot crosssection. The CTP project proposal is to provide a 24-foot cross section with wideshoulders
and turn lanes where needed.

There are currently no existing rail facilities or recommendations within the CTP planning area; Orange County’s existing
rail lines are contained within the MPO areas.
Bus Routes
“The Bus and Rail Investment Plan in Orange County”, adopted by the Orange County Board of County Commissioners
on October 2, 2012, was utilized in the development of the bus element of the Orange County CTP. The CTP bus
Recommendations are listed below. More detailed information regarding “The Bus and Rail Investment Plan in Orange
County” is available through Orange County.
x Local ID ORAN0001-T:Bus route along NC 54 from Alamance County to Neville Road (SR 1945) (the DCHC
MPO boundary). The draft DCHC MPO 2040 Metropolitan Transportation Plan (MTP) and CTP identifies this
recommendation as Express Bus projects B6a and B6b.
x Local ID ORAN0002-T:Bus route along NC 86 from Coleman Loop Road (SR 1334) (the DCHC MPO boundary)
to Caswell County.
Park-and-Ride Lots
The CTP proposes the following potential park-and-ride lots to provide access to the proposed bus routes (ORAN0001-T
and ORAN0002-T). All locations are based on current available information and are subject to change based on further
study in the future. In addition,specific information such as number of spaces, surface of lot, and additional amenities
would be developed at a later date. The CTP recommendation identifies general areas where lots are anticipated to be
needed, with the intent of initially small lots with relatively minor amenities that grow as ridership increases.
x Local ID ORAN0003-T:The CTP project proposal is to provide a park-and-ride lot at the intersection of NC 54 and
White Cross Road (SR 1951). This project would provide access to the bus routealong NC 54 (ORAN0001-T), for
users of both vehicles and bicycles.
x Local ID ORAN0004-T:The CTP project proposal is to provide a park-and-ride lot at the Cedar Grove Park on NC
86.This project would provide access to the bus route along NC 86, for usersof both vehicles and bicycles
(ORAN0001-B).
