Board Comments Adjournment 1 Charge of the OUTBoard(from Section I, Part C of the adopted Rules and Procedures) 1.The OUT Board is charged with advising the Board of County Commissioners on the planning and programming of transportation infrastructure improvements and other County transportation planning initiatives, as directed by the Board. 2.From time to time the OUT Board may be directed to provide input on regulations on which the Planning Board has primary statutory and local ordinance advisory duties. In such instances, the OUT Board shall serve in an advisory capacity to the Planning Board. Meetings (from Section IV, Part C of the adopted Rules and Procedures) C. Date, Time, and Location of Regular Meetings 3.Regular meetings of the OUT Board shall be held as needed to address items that require Board action consistent with its Charge and Duties identified herein. Meetings are held on the third Wednesday of the month. The start time and location of the meeting shall be included on the agenda and shall typically be 7:00 p.m. at the Orange County West Campus Office Building located at 131 West Margaret Lane, Hillsborough. Seconded by Jeff Charles.29 VOTE:Unanimous30 31 AGENDA ITEM 4:Consideration of Additions of the Agenda32 33 Discussion about Alex Castro presenting at the Chapel Hill Transportation and Connectivity Advisory Board on 34 Complete Streets on March 22, 2016 at 7:00 pm at Town Hall in Chapel Hill. 35 36 AGENDA ITEM 5:MPO and RPO Methodologies for ranking Transportation Improvement Program 37 (TIP) Project Request (Max Bushell)38 39 OUTBoard Action: Receive and review information. 40 41 Max Bushell delivered his presentation.42 43 Abigaile Pittman explained that a revision was made to the NC HWY 54 project when it was reviewed by TARPO and 44 the DCHC MPO, which resulted in it being brokenup into sections of intersection improvements, instead of widening 45 it. A corridor study has been added to the current STIP that will to help determine feasible alternatives for the project. 46 47 Alex Castro questioned what the continuity is since NC Hwy 54 is in the MPO, but then goes into TARPO. Matt Day 48 explained that was the original problem and discussed how the RPO and MPO didn’t support each other’s plan and 49 he expressed that they’re coordinating much more closely now to avoid running into that type of problem again. Matt 50 Day informed the Board that the county plan and the RPO wantedto widen NC Hwy 54and Carrboro opposed. 51 3 DRAFT 2 52 Max Bushell noted that some of the projects originally reviewed were not takenthrough the MPO or the RPO 53 because they’re only allowed to take ten projects per mode forward, so a lot of the more rural Orange County 54 projects were not carried forward because they didn’t score well. He stated that with the way the scoring works it 55 heavily favors urban projects. There were unanimous concerns about the Board’s efforts not going anywhere, but 56 Max Bushell explained that it’s still very important to have all of these plans on paper because that’s the only way 57 they are eligible at all. Amy Cole suggested re-wording the scoring methodology to incorporate rural bike/pedestrian58 projects. To which Matt Day advised that in order to do that all of the MPO’s, RPO’s in severalNCDOT divisions 59 comprising our region would all have to agree to be able tomake that change. 60 61 AGENDA ITEM 5b:SPOT 4.0 PRO and RPO Project Lists (Abigaile Pittman)62 63 OUTBoard Action: Receive and review information. 64 65 Abigaile Pittman informed the Board of a Commissioners meeting on April 19, 2016. She stated that they maybe 66 able to get on that agenda if the staff abstract is written and turned in on April 4, 2016. Max Bushell advised that it 67 would depend on whether NCDOT gets the scores to them onor beforeMarch 31, 2016 or not. Abigaile Pittman 68 suggested that the Chair, Heidi Perry, call a special meeting to do the Bicycle Task Force and if they receive the 69 score from NCDOT by then they can just add that to the agenda. 70 71 AGENDA ITEM 5c:Bicycle Safety (Abigaile Pittman) –Recommendations of Bicycle Task Force 72 Membership73 74 OUTBoard Action: Receive and review information, provide comments and recommendations on Task Force 75 Membership, charge and term.76 77 Abigaile Pittman discussed the application form that she created to try to recruit people with an interest in bicycle 78 safety to join the Bicycle Task Force. It was discussed and decided that the Chair, Heidi Perry, will be in charge of 79 writing a blurb explaining the proposed Task Force for distribution with the application in email blasts. The intent of this agenda item is to solicit the feedback of the OUTBoard on these staff-suggested priority project lists for each MPO/RPO and discuss any applicable changes. Upon the receipt of the scores from the SPOT office, transportation planning staff will use the OUTBoard’s approved priority list to reconcile the scores. If possible, the OUTBoard-approved priority lists will not be altered. Orange County Prioritization: The process used by Orange County transportation planning staff to evaluate projects for consideration under this iteration of the SPOT prioritization process examines the five factors listed below in order of importance. 1) Added capacity/mobility projects of local significance, 2) Added capacity/mobility projects of statewide/regional significance, 3) Transit/rail projects, 4) Roadway modernization/bikeway projects of local significance exceeding $1,000,000, and 5) Pedestrian and bicycle projects. Once scores are received, it may become clear that the OUTBoard-recommended priority lists do not optimize scoring output and corresponding funding probability after considering the state scoring rubric, funding tier eligibility, and projects’ need for loc al input points. To the extent possible, the rankings suggested by staff and approved by the OUTBoard will be retained. However, if there is a clear opportunity to maximize the competitiveness of Orange County projects under the SPOT P4.0 process, transportation planning staff may adjust the scores. Any changes will be documented. It is important to note that pedestrian and bicycle projects are funded at the Division Needs level. While a prioritized list of projects for each MPO/RPO will be created for all projects at this time; these lists will be revisited upon receipt of the Regional Impact scores from NCDOT in early August 2016 and considered for reprioritization, if applicable, at that time. Essentially, there will be another opportunity to reprioritize projects in early August. Following any reprioritization, the remaining unfunded projects will be resubmitted for funding in the next prioritization process. As indicated at the last meeting, the lists of projects submitted by DCHC MPO, TARPO, and B-G MPO in November 2015 were evaluated by NCDOT using a completely data- driven process. The input provided by transportation planning staff, the OUTBoard, and the BOCC in the form of the project priority ranking lists attached to this abstract are intended to suggest project funding at the Regional Impact level. The process to select projects for funding in this category is conducted at the NCDOT Funding Region level and is allocated by population. Orange County, as part of NCDOT Division 7, will compete for project funding in Funding Region D, which includes Divisions 7 and 9. These divisions include Orange, Alamance, Caswell, Guilford, Rockingham, Stokes, Forsyth, Davidson, Davie, and Rowan Counties. The Regional Impact process uses a 70 percent data-driven approach and includes a 15 percent weight given to input from Division Engineers and a 15 percent weight given to input from MPOs/RPOs. Attachments: The attachments to the abstract include a prioritized ranking list of projects for each MPO/RPO and a map of all projects for each MPO/RPO. BACKGROUND:The Resolutionauthorizing the creation of a Bicycle Safety Task Force and future appointment of members to serve on the task forcewas approved by the Board of County Commissioners (BOCC) atits March 1, 2015 meeting (Attachment 1). The BOCC requested that the OUTBoard to return to them at its May 5 meetingwith a recommended list of names to be appointed to the Task Force.At its March 16, 2016 meeting the OUTBoardfinalized the application form for the Bicycle Safety Task Force. With the assistance of OUTBoard members and county staff, PSAs for the task force application process have been circulated on social media very heavily in thecountynewsletter, to multiplelocal newsgroups and othermedia sources, to the chambers of commerce and the school system, and specifically categorically targeted to membership groups identified in the Resolution, and those groups previously expressing interest in the topic of bicycle safety. The Resolution provides guidelines that the size and composition of the Task Force be limited to 15 people, and that stakeholders from the following groups be included in the membership: x Law enforcement agencies (Sheriff’s Dept. or Highway Patrol) x School representative x Orange County Visitors Bureau x NCDOT staff x County and regional Planning staff x County business x Hillsborough/Orange County Chamber of Commerce x Chapel Hill/Carrboro Chamber of Commerce x Bicycle advocacy groups 17 x Those who work with driver’s education classes and/or traffic offenders x Interested and concerned Orange County residents Applications received to date are provided in Attachment 2.A total of 16 applications have been received, representing 9 of the 11 membership groups. Noapplications, verbal or written,have been received for the following stakeholder groups: x Law enforcement agencies (Sheriff’s Dept. or Highway Patrol, or any other law enforcement agency) x Chapel Hill/Carrboro Chamber of Commerce Based on communications with OUTBoard members and other sources, there is thepossibility applications for these membership groups will be received prior to the Board’s meeting on Monday, April 4th. The OUTBoard has the option toeither: 1. Postpone its recommendation oftask force appointments to the BOCC’s June 7, 2016 meeting to allow moretime to seek additional applicants; or 2. Move forward with its recommendation of appointments from the applications received to date. Staff believes that some flexibility with regard to the membership groups is reasonable given that the adopted resolution states that these are guidelines. Additionally, although law enforcement agencies have not identified any participants, staff will keep them informed via email of task force meetings and discussions on topics, and they are welcome to participate at any time. Further, one of the applicants is a retired NC Highway Patrol Trooper. Staff maintains that a good faith effort has been made towards fulfilling the intent ofthe BOCC’s guidelinesfor Task Force composition.
