Board Comments Adjournment Charge of the OUTBoard (from Section I, Part C of the adopted Rules and Procedures) 1. The OUT Board is charged with advising the Board of County Commissioners on the planning and programming of transportation infrastructure improvements and other County transportation planning initiatives, as directed by the Board. 2. From time to time the OUT Board may be directed to provide input on regulations on which the Planning Board has primary statutory and local ordinance advisory duties. In such instances, the OUT Board shall serve in an advisory capacity to the Planning Board. Meetings (from Section IV, Part C of the adopted Rules and Procedures) C. Date, Time, and Location of Regular Meetings 3.Regular meetings of the OUT Board shall be held as needed to address items that require Board action consistent with its Charge and Duties identified herein. Seconded by Jeff 33 Charles. 34 VOTE:UNANIMOUS35 36 37 AGENDA ITEM 3: CONSIDERATION OF ADDITIONS TO AGENDA38 39 Heidi Perry asked if they could add picking a date for the discussion of OPT marketing to the November 16 40 OUTBoard agenda. 41 42 AGENDA ITEM 4: REGULAR OUTBOARD AGENDA (ACTION ITEMS)- NONE 43 44 AGENDA ITEM 5: INFORMATIONAL ITEMS45 46 AGENDA ITEM 5A.SAFE ROUTES TO SCHOOL PLAN –(ABIGAILE PITTMAN)47 48 Abigaile Pittman Presented 49 50 51 3 DRAFT 2 Abigaile Pittman informed the OUTBoard that she had been in communication with Margaret Hauth who advised her 52 that they were enforcing their Connectivity Plan which is not entirely consistent with the Safe Routes to School Plan. 53 There was a unanimous concern that the sidewalks planned in the Safe Routes to School Plan are still not being 54 implemented. Jeff Charles suggested getting somebody in a political position behind it to get the political will they 55 need for it to get done. There was also the suggestion of petitioning for it. Max Bushell explained that since Orange 56 County doesn’t build or maintain sidewalks they would need to enter into a maintenance agreement with the Town of 57 Hillsborough. Abigaile Pittman added that a right-of-way easement would also be needed from NCDOT. 58 59 60 AGENDA ITEM 5A.PRESENTATION ON SAFE ROUTES TO SCHOOL PLAN BY WALKABLE HILLSBOROUGH –(AMY COLE)61 62 Amy Cole Presented 63 64 Abigaile Pittman spoke of the buses cutting the corner on Grady Brown Road and how they had rutted the ground so 65 badly that students walking to school had to go around the rutting by way of walking in the street, which is dangerous. 66 At staff’s request, NCDOT had come to repair it but that this would just going to keep happening. After further 67 discussion Max Bushell had advised that those interested could also attend the DCHC MPO Board meeting and state 68 their case there as well. 69 70 Heidi Perry made suggestions on possible courses of action. She suggested contacting the school principal and the 71 PTA president to try and get support from the parents. Amy Cole told her the principal is waiting to get approval on 72 whether or not she can do that. So Heidi suggested handing out information on the Bike/Walk to School Day program 73 to avoid having to get approval or go through to school. She also suggested getting video of the paths the children 74 are taking, of the corner where the bus is cutting the corner, and all the other risks and dangers. This can then be 75 shown to the BOCC and the media. Another suggestion she made was to invite the elected officials of Hillsborough 76 and the BOCC to actually do the Bike/Walk to School Day with the children so that they can have a much better 77 understanding of the situation. And lastly, she suggested having the children attend the meetings. There was further 78 discussion of how effective it would be to have the children attend and having at least a couple speak. 79 80 Max Bushell informed the Board that he’s contacted the NCDOT Traffic Safety Unit to obtain a strip analysis report, 81 which will provide an overview of all crashes from Churton Street to Ode Turner Road along Orange Grove Road. 82 83 Abigaile Pittman explained to the Board that because they are staff, they cannot work on something unless they’ve 84 been directed to do so. Jeff Charles responded to this, saying that they need to get into the politics of it and ask the 85 BOCC to have staff work on the SRTS project. 86 87 88 MOTION by Art Menius to request the BOCC to direct a planning staff to study the Safe Routes to School. Seconded 89 by Erie Smith. 90 VOTE:MOTION WITHDREW BY ART MENIUS91 92 After a discussion on the motion Art Menius withdrew his motion. 93 94 Heidi Perry suggested making a presentation to the BOCC and presenting a petition. Jeff Charles asked Abigaile 95 Pittman if concerned residents could petition the BOCC in an open session. Abigaile Pittman answered that any 96 resident can address the Board subject to a three minute time limit. She explained the different aspects of making 97 the presentation and the order in which it would be done. 98 99 Members of the Walkable Hillsborough Coalition petitioned the OUTBoard to make the Safe Routes to School Plan 100 a high priority and to present this request to the BOCC. Jeff Charles agreed with the petition from Walkable 101 Hillsborough. 102 103 4 DRAFT 3 MOTION by Jeff Charles to accept the petition from Walkable Hillsborough Coalition. Seconded by Art Menius. 104 VOTE:UNANIMOUS105 106 MOTION by Jeff Charles that the OUTBoard’s request be placed on a future County Commissioners agenda to talk 107 about the petition just received. Seconded by Art Menius. 108 VOTE:UNANIMOUS109 110 AGENDA ITEM 5C: OUTBOARD ANNUAL REPORT AND WORK PLAN 2016-2017–(ABIGAILE PITTMAN)111 112 Abigaile Pittman presented. 113 114 Max Bushell pointed out that the SPOT process will be coming to a close this round but will reopen in June 2017 and 115 asked the Board members to keep in mind any transportation deficiencies they notice or any projects they’d like to 116 suggest. 117 118 Jeff Charles voiced his concern of not having bike or walkability up to Whitfield and its residents not having access to 119 Chapel Hill and wants to prioritize that issue. Max Bushell explained that it’s an issue of who pays for the sidewalk 120 and of liability and maintenance and that’s the next step. 121 122 Abigaile Pittman asked the Board for suggestions for emerging issues including Bicycle Safety Task Force, Safe 123 Routes to School, and other issues they want to work on. Amy Cole requested to have pedestrian access on the 124 bridge that’s going to be rebuilt on new 86 by the Walmart. 125 126 Amy Cole inquired about the Strategic Transportation Investments legislation methodology for funding projects and 127 asked if it could change again when there’s a change in legislation. Max Bushell answered that that was very 128 possible. 129 130 Max Bushell presented the Board with the information that some areas have changed the weights for specific factors 131 in the methodology for prioritizing and funding their projects. There was discussion about this strategy being 132 successful in funding more projects in Wilmington, but changing the methodology for factor weights was ultimately 133 unsuccessful in changing the distribution of funding in the Northeastern part of the state in Division 1. Max Bushell 134 recommended that the Board remove item 7, which states “Promote development of new regional/division 135 prioritization criteria for highway modernization projects,” as this will be very difficult to implement. 136 137 MOTION by Jeff Charles to remove item 7. BACKGROUND: At its August 17th meeting, the Orange Unified Transportation Board (OUTBoard) and Transit Services Group requested some information on current marketing initiatives at Orange Public Transportation. Marketing Materials In order to address service changes to routes, Orange County Transportation Planning staff has created two tri-fold brochures for OPT, one for the Hillsborough Circulator and the other for the Orange-Chapel Hill Midday Connector route. Each brochure contains a route map, timetable, riding tips, and supplemental information. The brochures are provided in Attachment 1. Additionally, staff created a flyer to provide more information about using OPT services, which can be found in Attachment 2. These materials have been reviewed by OPT staff. Information Dissemination In order to inform the public about OPT services, the brochures and flyer should be placed at strategic locations around Orange County. Staff brainstormed some locations for the new materials, including on OPT buses, at high-ridership stops, at County Human Services facilities such as the Health Department and the Senior Center, at civic centers, and at the Orange County Visitor Center. Staff would welcome suggestions for locations to place the materials from the OUTBoard/Transit Services Group. OPT has approximately $3,000 per year to spend on marketing. New Technologies While paper brochures and flyers are useful tools in any transit marketer’s toolbox, transit users are increasingly looking to online sources to find information about transit. In particular, integration with Google Maps, other route planning software, and associated apps, e.g. Waze, etc., can reach audiences that may not traditionally consider riding transit. Additionally, the implementation of new fareboxes on OPT buses can allow for seamless integration with other transit systems via the regional GoPass. This is achieved through 23 coordination with other transit providers to allow charges to be processed through a central system and allows users to scan their “GoPass” and board the bus without having to pay out-of- pocket when switching between regional transit systems. Naturally, staff would welcome any additional suggestions to help OPT integrate with local transit systems and take advantage of new technologies to improve ridership. One route is the Hillsborough Circulator, which serves major origins and destinations in Hillsborough with hourly headways during the hours 8:00am-5:00pm, Monday through Friday. This route is operat- ed using one (1) wheelchair accessi- ble vehicle (with an electric wheel- chair lift) that is 100% accessible to and usable by persons with disabili- ties. No fare is collected for riding the Hillsborough Circulator service. The other route is the Or- ange-Chapel Hill Midday Connect- or service, which connects major origins and desti- nations in Hills- borough, Chapel Hill, and Cedar Grove (northern Orange County) with hourly service provided in both the northbound (Chapel Hill-Hillsborough-Cedar Grove) and southbound (Cedar Grove-Hillsborough-Chapel Hill) direc- tions Monday - Friday, 9:45am - 3:50pm. To apply for the service, individuals must demonstrate that: 1)He or she is unable to board, ride or dis- embark from the accessible vehicles used to provide the Hillsborough Circulator and Orange-Chapel Hill Midday Connector ser- vices as a result of his or her disability; or 2)He or she cannot travel to or from a bus stop because his or her disability prevents it. Box 8181 Hillsborough, NC 27278 MEMORANDUM TO:Orange Unified Transportation Board FROM:Max Bushell, AICP, Orange County Transportation Planner DATE:November 16, 2016 SUBJECT: Hillsborough Train Station Update The Hillsborough Train Station is currently funded in the adopted 2016-2025 State Transportation Improvement Program (STIP) with construction slated to begin in 2019 at a cost of approximately $7 – 8 million. Funding Challenges Recent language in the 2016 Appropriations Act under Section 35.12.(c) (http://www.ncleg.net/Sessions/2015/Bills/House/PDF/H1030v6.pdf) capped State funding for light rail, intercity rail, and commuter rail transit projects at only 10 percent of the total project cost. With initial concern about the funding for the Hillsborough Train Station project, Orange County Transportation Planning staff has been given to understand that this cap will not have an effect on the committed funds in the STIP for this project. This is based on the fact that this project is funded through rail project funds, as opposed to transit funds, which are subject to the State funding cap. Funding History A train station (Amtrak) in the Town of Hillsborough was proposed in 2009. Town of Hillsborough staff, the Rail Station Small Area Plan Task Force, and other contributors prepared the Hillsborough Rail Station Small Area Plan and considered a number of funding options, including applying for a 2010 American Reinvestment and Recovery Act (ARRA) grant. This grant was not awarded to the Station project. Consideration was also given to the Hillsborough Train Station project during the development of the Orange County Bus Rail Investment Plans (OCBRIP). This led to discussion about making an application to the Transportation Investment Generating Economic Recovery (TIGER) competitive grant program, based on the familiarity of the North Carolina Department of Transportation (NCDOT) Rail Division with these grants and the likelihood of receiving a grant in Hillsborough. The OCBRIP provided a breakdown of the cost split in the case of receiving a TIGER grant. Under this funding scenario, 80 percent of the total project cost would be covered by federal funds, 10 percent by state funds, and 10 percent by local funds. Local funds for the project were anticipated to be generated from the ½ cent sales tax. ,WHPE 57 After the Board approved the OCBRIP and Orange County voters approved the transit funding referendum in 2012, the Legislature in 2013 enacted the Strategic Transportation Investments (STI) law (HB 817) which implemented a data-driven process for selecting transportation projects statewide. Following discussions between the NCDOT Rail Division, the North Carolina Railroad (NCRR) company, the Town of Hillsborough, and Orange County, it was determined that the Station project would be eligible for entry into the funding competition established by STI. The project was submitted, performed well under the relevant criteria, and was added to the STIP, with construction scheduled to take place in 2019 and 2020. In the current STIP, the Station project is scheduled to be funded with about 90 percent state funds and 10 percent local funds, including revenue from the ½ cent sales tax. Current Status Discussions with regard to the design and layout of the Hillsborough Train Station have been ongoing between Town of Hillsborough staff, Orange County Transportation Planning staff, and local transit providers. It was initially determined that an environmental process would be required, but based on the fact that this project has no federal funding and does not exceed a cost of $10 million, an environmental process was deemed unnecessary. After a recent meeting, the Town of Hillsborough’s consultant on this project prepared a final concept schematic indicating proposed parking layout and circulation (Attachment 1). With this concept as a basis, planners at the Town of Hillsborough are preparing a Request for Qualifications (RFQ) for architecture firms to bid on designing the station building.
