PURPOSE: To consider making new appointments to the Efland/Mebane Small Area Plan
Task Force.
BACKGROUND: There are three volunteer vacancies on the Efland/Mebane Small Area Plan
Task Force. The Clerk's Office has received a recommendation from Commission for the
Environment of Michelle Kempinski. Alois Callemyn and Keith Cook, from EDC, have
expressed interest in being appointed to this board. Appointees will be serving a full term,
which will end on Dec. 31, 2006.

EDC and CfE has been asked to recommend members to serve on the following board. Please respond
with your board's recommendation.
Efland/Mebane Small Area Pain Task Force
This committee will work with the Orange County Planning Department to develop a Corridor Study for the
Efland/ Mebane area and make recommendations for the Land Use Element Update. Meetings will
include discussion of: residential development, changes in land use policies, locations for economic
development, etc.
The geographic extent for the Efland/Mebane Small Area Plan Task Force includes the area bounded to
the north by W Lebanon Road, but also includes the Fairfield Rural Neighborhood Activity Node
designated by the Comprehensive Land Use Element to include a % miles radius at the intersection of
Lebanon Road and Efland Cedar Grove Road. It is bound to the east by the I-85/US 70 Connector and
Upper Eno Watershed Critical Area and to the south by West Ten Rd, and Bowman Rd. It is bound to the
west by the Orange/Alamance County line and City of Mebane Extra Territorial Jurisdiction (ETJ).
