SUBJECT: Online Interactive Tool - Transportation Projects Map and
Website Update
This memorandum from Orange County Transportation Planning staff is to inform the
Board of County Commissioners of the Draft Transportation Projects Map and website
update.
The Draft Transportation Projects Map is used as an internal and external information
tool identifying all transportation projects planned and programmed, from concept
through construction. The map is divided into planned and funded projects for the
various regional transportation planning organizations in Orange County:
Planned Projects - Projects must first be illustrated as a line on a map, in order to be
considered for any Federal or State funds, typically in an adopted Comprehensive
Transportation Plan (CTP). Projects with detailed scope, termini, cost, administration
etc. advance into the agency’s financially constrained Metropolitan Transportation
Plan (MTP). These projects are also identified on the map, with the exception of
Triangle Area Rural Planning Organization (TARPO), which is not required to adopt
an MTP.
Funded Projects - The map also identifies state approved projects that are
scheduled to receive funding through North Carolina Strategic Transportation
Investment (STI) Law. These projects are illustrated as adopted 2018-2027 Strategic
Transportation Improvement Program (STIP), from SPOT 4.0. Projects awaiting
funding approval through 2020-2029 STIP, from SPOT 5.0, are also illustrated on
the map as submitted projects. Other significant projects relevant to Orange County
are also illustrated but not submitted due to STI process restrictions.

This map is currently being made user friendly so users (general public, advisory board
members, elected officials, etc.) can stay informed of transportation efforts throughout
the county. Future map improvements will seek to include ways the public can submit
online comments on any specific project or in general.

The County’s Transportation Planning website is also an excellent source of information
and is regularly updated. The website is organized into the following four sections:
1. Agencies – lists all governments responsible for transportation projects.
a. Links are updated and moved to the first section.
2. Projects – resources all current projects in process.
a. Listed with the current one in process and others that are in the works.
3. Resources – lists various state, regional and local plans and programs.
a. List only those of significance other links are on the agency’s website.
4. Web links – lists additional online resources for the general public.
a. Made consistent with each other.
