BACKGROUND: The following information is for Board consideration:
• Appointment to a first full term (position #2) “Town of Carrboro” for BOCC Selection

Re: Reappointments for the Animal Services Hearing Panel Pool
The terms for a number of members of the Animal Services Hearing Panel Pool (Hearing Panel
Pool) expire on March 31, 2018. Fortunately, three of these members are available for and
interested in reappointment. They are:
1) George Goldbeck: Mr. Goldbeck was recently appointed to the Hearing Panel Pool and
he has shown a strong interest in serving in this capacity.
2) Beth Grooms, DDS, PA: Dr. Grooms is one of the three members of the Animal Services
Advisory Board (ASAB) serving on the Hearing Panel Pool, and as such, she chairs
hearing panels. The ASAB unanimously and enthusiastically recommends her
reappointment to the Hearing Panel Pool.
3) Brenda Baldwin Scott: Ms. Scott has been an active member of the Hearing Panel Pool,
serving often as a member of hearing panels since she was appointed.
Two other eligible members have declined reappointment. Bartholomew Barker indicated that
he hopes to become a member of the Arts Commission in the near future and Marcia Adams
indicated that her work schedule has changed.
I am currently working with the Clerk’s office to confirm the continued interest of applicants in
serving on the Hearing Panel Pool. We intend to bring forward to the Board of County
Commissioners interested applicants eligible for the four vacant positions sometime in April.

I have trained and supervised dog training with assistance dog and search and rescue
organizations. As a part of my work, I utilize behavioral profiles to evaluate dog temperament. I
have also consulted with local pet owners who have dogs with bite histories and aggressive
behaviors to develop training and management plans to keep people in contact with their dogs
safe.
Relevant professional and educational experience:
Eyes Ears Nose and Paws, Program Director 2008-present Train and place assistance dogs
with people who have disabilities. Work with inmate population, with a variety of dog training
backgrounds, to use positive reinforcement to train assistance dogs.
Assistance Dogs International Trainers Conference, September 2017 - Training to assess
behavioral profiles for dogs using the Behavioral Check List.
Clothier Animal Response Assessment Tool, 2010- 2015 - Attended series of 3 seminars to
utilize evaluations to create behavioral profiles for dogs.
Assistance Dog Education, Associate of Science, Aug 2007-May 2008 - Worked with leading

Dogs hold a special place in our homes and communities. At times, the safety and welfare of

familiar with interactions between animals and humans as I retired Nurse I spent many hours
listening to people and discerning what was actually happened

for the care and actions of their animals weather pets or livestock

I currently volunteer with 2 nonprofits assisting in rescue and/or keeping animals in their homes
and providing a safe environment. I’ve taught dog training classes and have worked as a
veterinary technician.
Reasons for wanting to serve on this board:
Providing animals with a safe , healthy environment is very important to me. Working to keep
animals in their current homes -if possible- is beneficial to the animal & community. I enjoy living
in Hillsborough and want all residents both human & animal to feel safe and taken care of.
