PURPOSE: To consider the recommendation of funding two full-time permanent Deputy Sheriff
I positions, replacing temporary positions at the Orange County Sheriff’s Office currently funded
in the FY2017/2018 budget.
BACKGROUND: Temporary staff is employed by the Orange County Sheriff’s Office to assist
in performing the essential duties and responsibilities of the Sheriff’s Office, including providing
security in the District and Superior Courts. In FY2017/2018, $576,240 was appropriated for the
hiring of temporary staff, and it has been the practice that retired deputies are often hired as
temporary employees to help meet these needs. Currently, the Orange County Sheriff’s Office
is experiencing difficulty in appropriately staffing temporary positions with retired deputies and
further retaining qualified personnel. These issues have complicated the ability to provide
essential services to Orange County residents.
FINANCIAL IMPACT: There is no additional financial impact to the FY 2017/2018 budget
associated with creating two permanent full-time Deputy Sheriff I positions because funds will be
transferred from temporary personnel funding to permanent personnel funding. The proposed
salary of each position is $38,051, with a total proposed salary and benefits of $54,490. The
total dollars to be transferred is $108,980, which includes salaries and benefits.
SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to
this agenda item:
• GOAL: CREATE A SAFE COMMUNITY
The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang
activity, substance abuse and domestic violence.
RECOMMENDATION(S): The Manager recommends that the Board approve the creation of
two permanent, full-time Deputy Sheriff I (Salary Grade 15) positions and $108,980 be
transferred from temporary personnel to permanent personnel in the FY 2017/2018 budget.

DESCRIPTION:
Responsible for providing protective service work in the Sheriff's Department.
EXAMPLES OF DUTIES:

Performs routine patrol operations in the county including: watching for unusual or suspicious activities,
responding to calls, preparing detailed reports, serving arrest warrants, summons, and subpoenas.
Provides traffic enforcement including traffic stops, writing citations, investigating and reporting traffic
accidents.
Serves as a School Resource Officer, ensuring a safe school environment by directing traffic at school,
responding to incidents that occur on school grounds, maintaining securing checks, and providing school
training in drug abuse resistance and gang resistance issues.
Supervision
Assignments are provided by indicating generally what is to be done. Quality and quantity expectations are
provided. Additional details are provided for new, difficult, or unusual problems. This classification typically
does not supervise.

This classification is an entry level patrol position.

Knowledge of federal, state, and local laws, criminal and traffic laws, and department policies and
procedures.
Knowledge of the boundaries and geography of the county.
Knowledge of procedures for logging and docketing warrants and civil papers.

Minimum Qualifications
Requires any combination of education and experience equivalent to a high school diploma. Must have
successfully completed required law enforcement courses and possess required law enforcement
certifications. Must possess a valid North Carolina driver's license. Ability to meet and maintain current
requirements set forth by the North Carolina Sheriff's Education and Training Standards Commission.
