PURPOSE: To approve the creation of a 1.0 full-time equivalent (FTE) time-limited position to
address the work load of a multi-year Erosion Control and Sedimentation Control project and
approve Budget Amendment #6-B.
BACKGROUND: Orange County has delegated authority to enforce the state sedimentation
and erosion control ordinance. This authority creates county-wide jurisdiction through interlocal
agreements with Hillsborough, Carrboro and Chapel Hill. Mebane also permits Orange County
authority in the portion of its jurisdiction within Orange County.
Development projects are assessed fees for permit review and inspections that cover the cost of
personnel related to inspection activity. Since the recession, development activity and
associated revenue has increased to support additional staff (Erosion Control Officer I)
throughout the County. The Collins Ridge 103 acre high disturbance (greater than 50% of land
area) multi-year project is projected to continue through 2022. The preconstruction meeting has
been held and land grading preparation is underway.
FINANCIAL IMPACT: An assessment of ongoing activity will also be conducted on an annual
basis. Planning and inspections will revise revenue projections to include recent receipt of this
multi-year project fee which will cover the cost of the new position. This request is consistent
with the County Managers directive that new positions be revenue supported.
Annual salary and benefits is estimated at $58,774. Approximately $2,800 is spent on operating
annually and one time capital includes a computer and vehicle for $23,400, which will be paid
from prior Hillsborough area NPDES (National Pollution Discharge Elimination System) funds.

A $125,000 land disturbance fee has been received for the support of this position for multiple
years. Additional fee and associated duties received in this year’s budget from smaller projects
will also be assigned to this position. This time-limited position is contingent on the receipt of
sufficient annual erosion control funds to continue funding the total cost of the position through
FY 2021-22. Since only a partial personnel expenditure for the remaining 2017/18 year is
necessary, the majority of the revenue will be deferred to 2018/19 and subsequent years, as
necessary. Revenues to date are in excess of annual budget projection. (i.e. $320,000 to date
vs. $270,000 annual budget).
SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable
to this item:
• GOAL: CREATING A SAFE COMMUNITY by supporting policies, procedures,
regulations and programs that reduce harassment, exclusion, intimidation, and violence
against Orange County residents.
• GOAL: ESTABLISH SUSTAINABLE AND EQUITBALE LAND USE AND
ENVIRONMENTAL POLICIES The fair treatment and meaningful involvement of people
of all races, cultures, incomes and educational levels with respect to the development
and enforcement of environmental laws, regulations, policies, and decisions. Fair
treatment means that no group of people should bear a disproportionate share of the
negative environmental consequences resulting from industrial, governmental and
commercial operations or polices.
RECOMMENDATION(S): The Manager recommends that the Board approve the creation of a
1.0 full-time equivalent (FTE) time-limited position to address the work load of a multi-year
Erosion Control and Sedimentation Control project and approve Budget Amendment #6-B.

General Statement of Duties
Performs entry-level plan review and site inspections to enforce erosion control and
stormwater portions of the Unified Development Ordinance (UDO) and supports the
Engineering group in performing various duties related to utility infrastructure in Orange
County.
Distinguishing Features of the Position
An employee in this position enforces the erosion control and stormwater portions of the
Unified Development Ordinance (UDO). Work is performed under regular supervision
of the Engineering and Stormwater Division Supervisor, with technical direction and
oversight provided by the Erosion Control Officer II position.
Illustrative Examples of Work
Part of the regulatory team that ensures land development in Orange County complies
with the Unified Development Ordinance of Orange County.
Evaluates and reviews applications for subdivision and other development proposals by
engineers, developers and home owners for compliance.
Facilitates the regulatory and approval processes by answering questions from and
coordinating with stakeholders, including the applicant, the general public, construction
personnel and other government entities.
Performs surface water identifications (SWID’s).
Ensures other contingent permits have been issued.
Schedules and conducts pre-construction meetings to issue land disturbance permits and
performs site inspections during construction to ensure compliance with the approved
plans and specifications.
Issues notices of violation (NOV’s) and stop work orders including revocation of land
disturbance permits.
Ensures data in land management central permitting system (LMCPS) and other
departmental information systems are accurate and up-to-date.
Adheres to the department’s safety rules and regulations.
Performs other related duties as required.

Knowledge, Skills and Abilities
Knowledge of modern office practices and procedures, including modern office
technology.
Knowledge of those portions of the County’s UDO and local municipalities’ ordinances
regulating erosion control and stormwater management and be familiar with general land
use regulations.
Knowledge of the principles and practices of geology and hydrogeology.
Knowledge of civil engineering principles and practices.
Knowledge of surveying and drafting techniques and methods.
Knowledge of relevant state laws and regulations.
Skill in planning and prioritizing work.
Skill in reading plans, drawings, and maps.

Ability to walk over rough terrain and move around undeveloped property, as well as

Physical Requirements
Must be able to physically perform the basic life operational support functions of
standing, walking, stooping, typing, talking, sitting, bending, kneeling, grasping, hearing,
handling, reaching and repetitive motions of the hands/wrists/feet.
Must be able to perform light work exerting up to 20 pounds of force occasionally and/or
up to 10 pounds of force frequently or constantly to lift, carry, push, pull, or otherwise
move objects including the human body.
Must possess the visual acuity to operate a passenger vehicle, prepare and analyze data
and figures, perform accounting, work on a computer terminal, perform extensive
reading, use measurement devices and observe construction activities, evaluate end
product and the parameters associated with surface water identification.
Worker is subject to inside and outside environmental conditions including extreme hot
and cold temperatures.
Worker may be subject to noise sufficient to require shouting in order to be heard.

Worker is subject to fieldwork hazards including moving construction equipment,
encounters with electrified fences and road/traffic hazards, as well as water hazards,
wildlife, insects and poisonous plants.
Worker is subject to respiratory hazards including fumes, gases, chemicals, dust or dirt.
Education and Experience
Requires any combination of education and experience equivalent to a high school
diploma and five years of related experience or college degree and one year of related
experience.
Possession of or ability to readily obtain an unrestricted, valid Type C driver’s license
issued by the State of North Carolina.
Functionally literate with Windows-based personal computers and MS Office software.
Ability to type 25 words per minute.
Licenses and/or Certifications
Surface Water Identification (SWID) Training and Certification within one year of hire.
Stormwater BMP Inspection & Maintenance Professional within one year of hire.
Stormwater BMP Reviewer within two years of hire.
