PURPOSE: To consider making new appointments to the OPC Area Programs Board
BACKGROUND: There are two vacant Consumer/Family member positions on the OPC Area
Programs Board. There are three applicants that fit the requirement for membership on the
board. Both appointees would be serving first full terms, ending 12/31/2008.

Several yeas ago, my husband and I began to navigate the process of finding safe and
appropriate care for ane of our children, who was developing severe and persistent
mental illness. During that process, it became clear that, at times, both the local and
state level mental health systems struggled to ensure that appropriate care was available
far those in the target population. As we advocated for our child, my husband and I
began to work with OPC and Division staff to provide input and feedback to them
regarding the strenghts and gaps of their current policies and practices, as well as those
being developed. Up to now, the primary focus of my work has been at the division level,
and in the process, I have learned about and worked on a variety of issues impacting the
broader MH/DD/SA community. If chosen to be a member of the OPC Area Programs
Board and I will look forward to the opportunity to work with OPC more directly on local
issues.. Note: According to the Conflict of Interest adopted by the SCFAC, it may not be
possible for me to serve simultaneously on bath the OPC Area Boad and the SCFAC. If
chosen to be a member of the OPG Area Board, I will resign from the SCFAC. STAFF

I have taught Public Finance at the UNC Institute and School of Government for a little
over 30 years. This had involved providing advice to county budget, finance, and
administrative staff. In the 1960's, I lived and worked in Venezuala for 2.5 years. Our
oldest child was born there, At that time, I became fluent in Spanish. Although my
Spanish is rusty, I am able to converse with Hispanics and Lationas in Spanish.

For the last six years I have been on the County's Nursing Home Community Adv.
Committee, serving as chair three years ago. I rotated off this board June 30,

Our family is bi-racial, My wife and I have 3 children and 8 grandchildren. Of the 8
grandchildren, four are bi-racial (African-American and Caucasian) and four are
Caucasian, This family background and a familiarity with the Spanish language underlie
my interest in serving on the Human Rights Commission. If that is not availiable, prior
