4. PUBLIC CHARGE
The Board of Adjustment pledges to the citizens of Orange County its
respect. The Board asks its citizens to conduct themselves in a
respectful, courteous manner, both with the Board and with fellow
citizens. At any time should any member of the Board or any citizen
fail to observe this public charge, the Chair will ask the offending
person to leave the meeting until that individual regains personal
control. Should decorum fail to be restored, the Chair will recess the
meeting until such time that a genuine commitment to this public charge
is observed. All electronic devices such as cell phones, pagers, and
computers should please be turned off or set to silent/vibrate.

WITH THE JANUARY 10, 2011 MEETING MATERIALS)
Mr. and Mrs. Thomas and Delois West are requesting the issuance of a Class B
Special Use Permit to allow for the development of a Class II Kennel – Canine
Boarding Facility at 4645 Old Greensboro Highway (PIN 9748-11-2864)
The property in question is ten (10) acres in area and is currently zoned Agricultural
Residential (AR) and Haw Creek Protected Watershed Overlay. A Class II Kennel, as
defined within the Orange County Zoning Ordinance, is a permitted use of property
within the AR zoning district subject to the issuance of the Class B Special Use
Permit.
The applicant is proposing to board approximately sixteen (16) canines at the facility
at this time. The facility is designed to have a small grooming area. There are two
(2) dog runs on each side of the facility to allow animals to exercise, which are
enclosed by a six (6) foot high chain link fence.
