THE ORANGE COUNTY BOARD OF HEALTH MET ON THURSDAY, JANUARY 25, 1996, AT THE PLANNING/AGRICULTURAL/ENVIRONMENTAL HEALTH BUILDING, IN HILLSBOROUGH NORTH CAROLINA. BOARD OF HEALTH MEMBERS PRESENT: Timothy Ives, PharmD, MPH, Chair; Brenda Crowder-Gaines, MSA, At Large, Vice Chair; Cleon Currie, At Large; Richard J. Marinshaw, PE; Beverly Foster, RN, PhD; Jonathan E. Klein, M.D.; Janet H. Southerland, DDS, MPH; Ronald J. Cammarata, DVM; Barry Lynn Adler, OD; Brenda Crowder-Gaines, MSA, At Large; Alice Gordon, PhD, Commissioner. BOARD OF HEALTH MEMBERS ABSENT: Barbara Chavious, MPH, At Large STAFF PRESENT: Ann Hill, Administrative Assistant VISITORS PRESENT: Dr. Margaret Carlson, Institute of Government 1. CALL TO ORDER AND RECOGNITION OF GUESTS Tim Ives, Chair called the meeting to order at 7:35 and introduced the above staff and visitor who were present. 2. ADDITIONS OR CHANGES TO THE AGENDA At 8:35 p.m. the Board voted to remain in Executive Session for the remainder of the evening. Item’s 4 and 5 were postponed until the February meeting. 3. CLOSED SESSION: The Evaluation of the Health Director Executive Session for Personnel Issue Dr. Beverly Foster motioned to go into closed session pursuant to G.S. 153A-98 for discussion of a personnel issue. The motion was seconded by Janet Southerland and passed unanimously. At the conclusion of the closed session, a motion was made by Brenda Crowder-Gaines and seconded by Dr. Alice Gordon to close the executive session. The motion carried unanimously. 4. REVIEW OF THE MINUTES - Postponed until the February Board meeting. 5. Health Director’s Report - Postponed till the February Board meeting. 5.1 Community Diagnosis Report. 5.2 Budget Kick-Off 5.3 Healthy Carolinians Task Force 6. Board Member Concerns 6.1 Board of Health Retreat, February 7, 1996 At the December Board of Health meeting it was decided to hold a retreat on February 7, 1996. The Board Officers with the addition of Dr. Beverly Foster and Dr. Margaret Carlson were asked to plan the retreat. This was done at a meeting on January 16, 1996. The overall objective of the retreat is to help the board improve its functioning by clarifying its roles and working relationships. All Orange County Board of Health members and the Health Director will participate in the retreat. The retreat will be held at the UNC Hospital Administrative Office Building (behind the Friday Center) on Wednesday, February 7. The retreat will begin at 5:00 p.m. and end at 10:00 p.m. h:admin/ann/boh/196mins.doc 2 JANUARY 25, 1996 6.2 Other The 1996 Meeting Calendar needs to be on the February agenda. Dr. Adler noted that due to a prior conflict he would not attend the February 22nd meeting. Executive Session for Personnel Issue At the conclusion of the closed session, a motion was made by Brenda Crowder-Gaines and seconded by Dr. Alice Gordon to close the executive session. The motion carried unanimously. 7. Adjourn There being no further business, Dr. Beverly Foster moved and Dr. Alice Gordon seconded to adjourn the meeting. The motion carried unanimously.
