ORANGE COUNTY BOARD OF HEALTH
DECEMBER 12, 1996
ORANGE COUNTY HEALTH DEPARTMENT MISSION STATEMENT: To enhance the quality of life,
promote the health, and preserve the environment for all people in the Orange County community.
THE ORANGE COUNTY BOARD OF HEALTH MET ON THURSDAY, DECEMBER 12, 1996, AT THE
ORANGE COUNTY LIBRARY CONFERENCE ROOM IN HILLSBOROUGH, NORTH CAROLINA.
BOARD OF HEALTH MEMBERS PRESENT: Timothy Ives, PharmD, MPH, Chair; Brenda Crowder-Gaines,
MSA, Vice-Chair. Jonathan E. Klein, MD; Barry Lynn Adler, OD; Cleon Currie, BS, At Large; Richard J.
Marinshaw, PE; Ronald J. Cammarata, DVM; Beverly Foster, RN, PhD; Margaret Brown, Commissioner;. Janet H.
Southerland, DDS, MPH; Barbara Chavious, MPH, At Large.
BOARD OF HEALTH MEMBERS ABSENT: Alice Gordon, PhD, Commissioner.
STAFF PRESENT: Daniel B. Reimer, MPH, Health Director; Ann Hill, Administrative Assistant.
VISITORS PRESENT: none
1. CALL TO ORDER AND RECOGNITION OF GUESTS
Dr. Ives, Chair called the meeting to order at 7:30 and asked Health Director, Mr. Reimer, to introduce the above
staff
who were present. A special introduction was given to new Board Commissioner, Margaret Brown. Ms. Brown
will
alternate with Dr. Gordon on the Board.
2. ADDITIONS OR CHANGES TO THE AGENDA
Announcements were added to the agenda.
Ann Hill, Administrative Assistant has been promoted to Accounting Technician in the Health Department. Board
members expressed appreciation to Ms. Hill for her work with the Board.
Mr. Reimer distributed a brochure on a upcoming videoconference titled “Passport to Health Policy Information.”
Board members are encouraged to attend.
Board of Health members are invited to attend the Health Department Holiday party on December 20, 1996, at
the Recreation and Parks Department Activity room in Hillsborough at 12:00 p.m.
The first case of rabies reported in a skunk has occurred in Orange County.
Halifax County lost appeal in circuit court on authority of Board of Health to impose rules regarding smoking
control.
.
A motion was made by Ms. Chavious to accept the agenda. The motion was seconded by Dr. Adler and
passed unanimously.
3. REVIEW OF THE MINUTES
Item 6.1 Election of Officers, Ms. Crowder-Gaines would like the minutes to show that she would be willing to
relinquish her seat on the Environmental Health Committee to anyone interested.
A motion was made by Dr. Adler to accept the minutes as amended. The motion was seconded by Dr. Klein
and passed unanimously.

4. CLOSED SESSION FOR THE EVALUATION OF THE HEALTH DIRECTOR
Dr. Adler motioned to go into closed session pursuant to G.S. 153A-98. The motion was seconded by Dr.
Cammarata and passed unanimously.
At the conclusion of the closed session, a motion was made by Barbara Chavious and seconded by Dr. Klein to
close the session and passed unanimously.
5. ADJOURN
With no further business, a motion was made by Ms. Crowder-Gaines and seconded by Dr. Southerland to
adjourn the meeting. The motion carried unanimously. The next regular Board of Health meeting will be
January 30, 1997 at 7:30 p.m. in the Orange County Government Services Building in Hillsborough.
