Eubanks Road Master Plan 2001 Possible Transfer Station Area PURPOSE: To discuss and provide direction to staff regarding a location for an Orange County Transfer Station. BACKGROUND: The existing landfill on Eubanks Road will reach capacity in 2010, at which time the County will be required to transport its municipal solid waste out-of-county for disposal through the use of a Transfer Station. The BOCC has previously determined by resolution that there will be no new mixed solid waste landfill sited in Orange County. Depending on the location of the transfer station site ultimately selected by the Board, staff estimate that 3 to 3.5 years will be needed to take the site through the pertinent local government and State development review, regulatory, and permitting .processes, and to have the facility constructed and ready for operation. Accordingly, time is of the essence in reaching a decision on the siting of a transfer station. At the February 8, 2005 joint work session between the County Commissioners and the Solid Waste Advisory Board, the SWAB was asked to look at where a transfer station could be locafied. At the March 15, 2006 BOCC work session, the SWAB presented a recommendation that a transfer station be sited on existing landfill property on Eubanks Road. In 2001, the BOCC approval of the Eubanks Road Solid Waste Facilities Master Plan did not include the proposed North Eubanks Road site for a future transfer station, so that other options for locating such a facility could be examined. Exploration of alternative waste transfer station options involving discussion with Alamance County and. the City of Durham have proven unsuccessful. At the October 24, 2006 BOCC work session, the Board eliminated further discussion of a City of Durham option and agreed to revisit the issue of a local transfer station location at a future meeting. It was determined that the BOCC would decide from among three options: • to endorse the Eubanks Road site recommended by the SWAB • to direct the establishment of a transfer station site search process, including selection criteria 2 • to schedule a public meeting of the Eubanks Road area neighborhood to discuss transfer station siting. The SWAB Work Group that is developing the recommended update to the County's Ten Year Solid Waste Management Plan is -among many other tasks -assessing options related to expanding the County's capabilities to process a greater volume and broader stream of recyclable materials. The Work Group's recommendations are expected to be presented to the County and municipal governing boards in 2007. It should be noted that the BOCC's decisions related to transfer station siting may ultimately affect future Board decisions about the location of any future processing facility sites, such as a materials recovery facility. Subsequent to the October 24 meeting, the County was contacted by a property owner indicating the availability of his parcel in the Eno Economic Development District as a potential location for a transfer station. The table of permitted uses for Economic Development Districts specifically includes, under "Government," on page 2.2.12 of the EDD Design Manual: "Governmental facilities and office buildings (Including solid waste collection centers)". Staff have not undertaken any detailed assessment of the feasibility and implications of considering that parcel as a transfer station, but could do so if directed accordingly by the Board. FINANCIAL IMPACT: There is no direct financial impact associated with discussion of this topic. Board decisions regarding transfer station. development would be funded through future appropriations in the Solid Waste/Landfill Enterprise Fund. RECOMMENDATION(S): The Manager recommends that the Board direct staff to schedule a public meeting of the Eubanks Road area neighborhood to discuss transfer station siting. Solid Waste Advisory Board RESOLUTION TO RECOMMEND THE LANDFILL PROPERTY LOCATED NORTH OF EUBANKS ROAD AS THE FUTURE SITE OF THE ORANGE COUNTY TRANSFER STATION WHEREAS, the Interlocal Agreement confers responsibility to Board of County Commissioners for providing for future waste disposal; and WHEREAS, the Board of County Commissioners has previously adopted an ordinance affirming that there will be no future Municipal Solid Waste Landfill located in Orange County; and WHEREAS, the Eubanks Road site is located nearby the center of county waste generation; and WHEREAS, the Eubanks Road site is adjacent to Interstate 40, providing for easy access for the transferring of waste to distant disposal facilities; and WI3EREAS, it is regulatorily and operationally feasible to develop a Transfer Station in the area of the existing landfill property located to the north of Eubanks Road; and VVIIEREAS, long established waste transportation patterns from throughout the county could be maintained, with virtually no changes in traffic flow or quantity of vehicular traffic; and WHEREAS, the properly is already host to all existing waste disposal and processing facilities, including the operational and environmental monitoring infrastructure; and WHEREAS, the property is located in an urban services district and eligible to receive public water and service services; and WHEREAS, the site is relatively distant from substantive residential development; and WHEREAS, Orange County would not have to initiate a divisive and arduous siting process or expend solid waste enterprise fund capital to purchase additional property; and WHEREAS, the Solid Waste Advisory Board has been requested by the Board of County Commissioners to consider and make recommendations regarding the location of a new Transfer Station; NOW, THEREFORE BE IT RESOLVED that the Orange County Solid Waste Advisory Board unanimously recommends to the Board of County Commissioners that a Municipal Solid Waste Transfer Station to service future Orange County waste disposal needs be developed on existing landfill property, north of Eubanks Road.
