THE ORANGE COUNTY BOARD OF HEALTH MET ON THURSDAY, MARCH 25, 1999 AT THE SOUTHERN HUMAN SERVICES CENTER, CHAPEL HILL, NORTH CAROLINA. BOARD OF HEALTH MEMBERS PRESENT: Tim Ives, Ron Cammarata, Beverly Foster, Barry Adler, Jonathan Klein, Richard Marinshaw, and Barry Jacobs BOARD OF HEALTH MEMBERS ABSENT: Brenda Crowder-Gaines, Barbara Chavious, Melvin Hurston, and Janet Southerland. STAFF PRESENT: Rosemary Summers, Health Director; Ron Holdway, Environmental Health Division Director; Eileen Kugler, Personal Health Division Director; Cornelia Ramsey, Health Education; Patsy Bateman, Administrative Assistant GUESTS PRESENT: Buster Dellinger, John Tripp, Paul Weller, David Hutson (Orange/Durham County Well Drillers). I. CALL TO ORDER AND INTRODUCTION OF GUESTS Dr. Ives called the meeting to order at 7:30 p.m. Rosemary Summers introduced the staff and guests present. II. ACTION ITEMS - CONSENT A. APPROVE AGENDA (March 25, 1999) and MINUTES (February 25, 1999) The agenda of March 25, 1999 and minutes of February 25, 1999 were approved with no corrections. The motion to approve the items on the consent agenda as stated above was made by Beverly Foster, seconded by Jonathan Klein and carried without dissent. III. ACTION ITEMS - DECISION A. ADOPTION OF REVISED WELL RULES Ron Holdway presented the revised well rules to the Board of Health. Following his presentation, the Board presented questions and comments. The public present was asked for comments. The Board adopted Rule (A), (1), (G); Allows for the 50 foot setback from a structure to a well to be reduced on sites which won’t allow the 50 foot setback to be met. The distance must be the maximum feasible distance no less than 25 feet. The structure must already be existing for this provision to apply. The Well Drillers present expressed concern with the depth requirement proposed in the rule. They agreed with the need to case off unsuitable water above three sections of casing (63 feet) but felt that adding another section was going to add costs to the homeowner. Environmental Health staff expressed concerns about the quality at shallow depths – often the water has biological and chemical limitations. Bateman 2 March 26, 1999 The Board requested that Ron Holdway and the Well Drillers attend the April Board of Health meeting to further discuss and present options. The motion to approve and adopt Rule (A), (1), (G) of the Revised Well Rules was made by Beverly Foster, seconded by Barry Jacobs and carried without dissent. B. N.C. CONSOLIDATED CONTRACT FOR 1999-2000 The Consolidated Contract between the N.C. Department of Health and Human Services and the Orange County Health Department for 1999-2000 was approved by the Board to be presented to the Board of County Commissioners for signature. The motion to approve and accept the N.C. Consolidated Contract for 1999-2000 was made by Jonathan Klein, seconded by Ron Cammarata and carried without dissent. C. PUBLIC HEALTH MONTH PROCLAMATION Included in the Board packet was the Public Health Month Proclamation and a list of events being sponsored by the Health Department. The goal is to raise community awareness regarding public health programs and activities. The motion to adopt the resolution and endorse the planned activities for Public Health Month was made by Barry Jacobs, seconded by Jonathan Klein and carried without dissent. III. HEALTH DIRECTOR’S REPORT A. Budget and Position Update The budget was submitted on time to the budget office. The department will be including only the environmental health educator for 2/3 of the year funding for WTMP Expansion. Remaining positions (Environmental Health Specialist and Database Specialist) will be phased in at a later point in time. The billing clerk and receptionist position have been withdrawn with an outsourcing potential. The total budget requested was $4,344,244 (nearly $400,000 less than the Board of Health reviewed last month). John Link supports the Environmental Health Specialist and the time increases. Mr. Link had linkage questions regarding Intensive Home Visiting, especially as regards Healthy Carolinians objectives. He had serious concerns regarding health education positions and is not sure he will recommend those. Specific outcomes have been developed and resubmitted. Healthy Carolinians Council members will be writing letters of support for the positions to Mr. Link. New position hearings with Commissioners are slated for April. The Health Director will be asking some Board members to attend and lend support to the positions. B. Healthy Carolinians Update Cornelia Ramsey is in the process of working with UNC Hospitals for them to submit a grant application to Duke Endowment to fund the implementation of several projects for each of the Healthy Carolinians Committees. Funding, if granted, would begin late summer 1999 and be for a period of two years. This will be the primary grant that supports the Health Education Project Manager position. Bateman 3 March 26, 1999 The Behavioral Factor Risk Surveillance Survey (BFRSS), funded by UNC Hospitals, is in the process of being conducted. Results are expected by late summer. There is a possibility of the Needs of Children Committee working with the new juvenile justice advisory council. Considerable progress in the next few months is expected on better coordination between the Youth Services Advisory Council, Youth Voices, the juvenile justice group and needs of children. C. Pharmaceuticals for Elders Durham County has a program called PharmAssist that provides partial support for medicines for older adults in need and offers a comprehensive review of all medicines an older adult is taking. A group called together by the Aging Department has met to explore starting a similar program in Orange County. Timothy Ives is participating in that group, as is the Health Director. D. CDC Proposal for Public Health Prevention Specialist A proposal was submitted March 12, 1999 for the Orange County Health Department to become a “placement site” for a CDC-sponsored Public Health Prevention Specialist. The Centers for Disease Control and Prevention (CDC) would place an individual that is a master’s prepared person in further training here at the health department. The CDC pays the person’s salary for two years. There is no expectation that the person will be continued after that time. The local department’s obligation is to provide office space, a computer, supervision, local travel, and the funds for the individual to attend one national meeting each year. There were 417 letters of intent submitted to CDC. Of that pool, the Orange County Health Department was one of 77 local and state health department’s asked to submit a full application. There are 26 prevention specialists that will be placed. The Orange County Health Department should hear in early April if the full proposal has been accepted. Enclosed in the Board packet was an excerpt from the proposal submitted. E. North Carolina Health Choice for Children The Orange County Task Force will be meeting March 29th for an update. Hope for Kids, a Durham-based community group will be distributing the new Health Choice flyers in neighborhoods the Orange County Health Department identifies as having lower income folks. Revised Dental Benefits (attached) are being submitted to N.C. Legislature for approval. F. Pending Work The Health Director is continuing working on the Emergency Response Plan, reorganization of Personal Health Division, and the Board Conflict of Interest Policy.
