Privette 1 September 23, 1999 ORANGE COUNTY HEALTH DEPARTMENT MISSION STATEMENT: To enhance the quality of life, promote the health, and preserve the environment for all people in the Orange County community. THE ORANGE COUNTY BOARD OF HEALTH MET ON THURSDAY, October 28, 1999 at the Government Services Building in Hillsborough, North Carolina. BOARD OF HEALTH MEMBERS PRESENT: Tim Ives, Rick Marinshaw, Barry Adler, Janet Southerland, Beverly Foster, Jonathan Klein, Barry Jacobs, Ron Cammarata, BOARD OF HEALTH MEMBERS ABSENT: Mel Hurston, Barbara Chavious and Brenda Crowder- Gaines STAFF PRESENT: Rosemary Summers, Health Director; Ron Holdway, Environmental Health Division Director; Eileen Kugler, Personal Health Division Director; Cornelia Ramsey, Health Education, Joyce Lee Administrative Officer GUESTS PRESENT: Gerald Horton, Regina Brown, Wanda Moore, Katrina West I. CALL TO ORDER AND INTRODUCTION OF GUESTS Dr. Ives called the meeting to order at 7:30 p.m. II. ADOPTION OF AGENDA (October 28, 1999) AND APPROVAL OF MINUTES (September 23, 1999) A. APPROVE AGENDA (October 28, 1999) and MINUTES (September 23, 1999). The minutes of September 23, 1999 were approved with no corrections The motion to approve the Agenda of October 28, 1999 and approve the Minutes of September 23, 1999 as stated above was made by Barry Adler, seconded by Beverly Foster and carried without dissent. III. HEALTH DIRECTOR’S REPORT Please refer to the attachment in the Board packet for the basic report. A few updated items: • two environmental health specialists are in Nash county two days this week and three are scheduled to go next week. • to date have given about 1800 flu shots and 110 pneumonia shots. • 908 flu shots have been given in Chapel Hill and of those 501 have been to clients 65+ years of age. • Please note the upcoming community events where we need your participation: November 18 Great American Smoke-out November 30 World Aids Day Kick-off December 9 Safe Kids Coalition Kick-off December 13 Healthy Carolinians Annual Meeting IV. Reports A. Environmental Health 1998-99 Data and Trends. Ron Holdway presented the attached overheads as a report of activities of the division. Intensive Livestock Operations At the September 23, 1999 Board of Health work sessions, the Board began an exploration of issues surrounding the development of Intensive Livestock Operation Rules. Because of time constraints at the work session, it was agreed that further discussion would occur at this Board meeting. The Board discussed how to proceed with this initiative. Rick Marinshaw felt that if a report or decision were to go forward, a deadline should be established to put parameters around the project for the staff. Questions were raised as to whether the Commissioners must approve this effort or whether this was informational. Both Commissioner Jacobs and Rosemary Summers stated that the Commissioners need to be kept well informed and a part of the development process since this is anticipated to be a volatile community issue. Jonathan Klein offered a motion with a second from Barry Adler that a report on the intensive livestock operations be forwarded to the Board of Commissioners with the notification that an ad hoc work group will be formed to further study this issue and make specific recommendations to the Board of Commissioners and the Board of Health. Composition of the work group would include but not be limited to representatives from the Board of Commissioners, Board of Health, Planning Department, Cooperative Extension Service, Soil and Water Conservation Board, and the Agricultural Preservation Board. Environmental health staff will coordinate the work of the ad hoc work group. The motion to approve was made by Jonathan Klein, seconded by Barry Adler and carried without dissent. B. Videotaping Board Meetings Board members in general expressed mixed reactions to the idea of televising board of Heath meetings. There was a general desire on the Board’s part to increase citizen participation and/or knowledge about the health department’s activities. In a straw vote half of the members present were for taping and half were against. The Board agreed that it would like to hear more options discussed by the Commissioners’ committee. C. Legislative Agenda Development The Board briefly reviewed the final status of bills identified as high priority last year. The health director was asked to bring back a proposal for Board consideration of legislation to support in the short session. D. Board of Recruitment Roles/Elections Beverly Foster suggested that “Board of Health Member Responsibility” be categorized into several areas: policy development, advocacy, administrative work of the board to get better clarity around responsibilities. The director will re-draft and bring back. There was some discussion regarding the need for board members to play more active advocacy roles but there was lack of agreement as to exactly how that would be defined. Privette 3 September 23, 1999 Three changes were recommended to be incorporated into “Recruitment Procedures” for the Board of Health. • Process should start four months prior to the member’s term of expiration. . \ • Application period should remain open for 3 weeks (15 working days) after mailing of letters. • Consideration be given to adding a transition period/training period between “old” and “new” members. Beverly Foster moved approval of these changes to the Recruitment Procedures, Jonathan Klein seconded and the motion was approved without dissent. E. No reports from the Board liaisons VI. Move to Adjourn The motion to adjourn the meeting was made by Janet Southerland, seconded by Barry Jacobs and carried without dissent.
