THE ORANGE COUNTY BOARD OF HEALTH MET ON THURSDAY, JUNE 22, 2000 AT THE GOVERNMENT SERVICES CENTER IN HILLSBOROUGH, NORTH CAROLINA. CALL TO ORDER AND INTRODUCTION OF GUESTS Jonathan Klein called the meeting to order at 7:40 p.m. Rosemary Summers introduced the staff present. II. ACTION ITEMS - CONSENT A. APPROVE AGENDA (June 22, 2000) and MINUTES (May 31, 2000) The agenda of June 22, 2000 was amended to make the following additions: Section III, B. Item 2. Child Care Consultant Grant Section III, D. Nominating Committee Update Section III, E. Update on School Health Motion to approve the June 22, 2000 agenda as amended was made by Lee Werley, seconded by Sandra Quinn, and carried without dissent. Motion to approve the minutes of May 31, 2000 was made by Martha Stucker, seconded by Sandra Quinn and carried without dissent. III. REPORTS / ACTION FROM COMMITTEES A. Animal Control and Environmental Health Committee 1. Report on Quality Assessment of Environmental Health Orange County participated in a quality improvement program that consisted of a site visit by a team of state and regional representatives to local environmental programs. Mr. Andy Adams, Orange County Regional Representative, presented the results of the findings stating that Orange County, although it is understaffed, was a model program to hold up as an example to other counties, the only county to have an active mandated program for on-site wastewater treatment. Anne Miles 2 June 22, 2000 is 14 years, more than other counties, and the only county that has a certified on-site wastewater treatment operator. North Carolina is the number one state in the country for septic tank installations, 56,000 in the last year. Mr. Adams reviewed the recommendation that called for three additional staff members for environmental health programs. The site visit team felt that the division was severely understaffed for the level of work being accomplished. The Board recommended a letter of congratulations be sent to the environmental health staff for their high ratings and also a press release to increase public awareness. 2. Interim Report on Intensive Livestock Operations Ron Holdway, Environmental Health Division Director presented the baseline information gathered by staff from Soil and Water, Planning, Cooperative Extension and Environmental Health that will be considered by the task force when it meets in the fall. Representatives of the farming community requested that further meetings be delayed until the fall when farm work is not quite as heavy. B. Dental and Personal Health Committee 1. Pharmacy Services Contract This year the UNC School of Pharmacy indicated that it did not wish to renew the current contract primarily due to the time requirements imposed on the faculty member providing the services for the health department as required by the State. The proposed contract is with an individual pharmacist who will provide the services required for the health department to provide limited pharmaceutical services. These services allow the health department to come into full compliance with the state regarding pharmacy management and oversight. Motion to approve the contract subject to review by the county attorney, authorize the health director to sign and forward it to the commissioners for approval was made by Martha Stucker, seconded by Janet Southerland and carried without dissent. 2. Child Care Health Consultant Grant The North Carolina Department of Health and Human Services, Division of Child Development, has contracted with the University of North Carolina School of Public Health, Department of Maternal and Child Health to administer the Quality Enhancement Project for Infants and Toddlers. As part of this project competitive grants are being made available by providing funding to support Child Care Health Consultants (CCHC’s). The CCHC works in a consultant role with child care providers to enhance the health, nutrition and safety of infants and toddlers in regulated child care facilities. Motion to authorize the Health Department, Personal Health Services Division, to submit a proposal for funding for a Child Care Health Consultant position was made by Sandra Quinn, seconded by Martha Stucker, and carried without dissent. September Work Session The Board approved a fall work session to be held on Saturday, September 16, at the Southern Human Resources Center from 8:30 am until noon. The agenda will consist of examining current services and the strengths and weaknesses of the department in meeting state mandates, county mandates, and county desired services. 2. July Board of Health Meeting The Board of Health chose not to meet in July to facilitate summer vacations for staff and Board members. Motion to cancel the July meeting was made by Martha Stucker, seconded by Janet Southerland and carried without dissent. 3. Process for Health Director’s Annual Review A review will take place in August instead of July due to the cancellation of the July Board of Health meeting. The same procedure will be followed as last year. D. Nominating Committee Update There are still insufficient applications for the at-large candidate to take action. The committee will be sending letters to all state licensed veterinarians in Orange County to solicit applications to fill the vacancy created by Ron Cammarata’s resignation. Thirty letters have been sent out to professional engineers in Orange County to encourage applicants for the seat that will be vacated by Rick Marinshaw. E. Update on School Health The Health Director pulled one of the school nurses into the health department in April in order to provide better coverage for communicable disease and for clinical services. The Board was presented with a four year overview of the increase of communicable diseases that was used to make this decision. The continuing need through the end of the calendar year for increased rubella surveillance and action also indicated a need to continue this arrangement. The director made a decision to reallocate school nursing services to make this a permanent change. The full-time school nurse assigned to Orange County Schools will continue to be an internal health department staff nurse assigned half-time to communicable disease and half-time to clinic coverage. The nurse assigned to the Hepatitis B program (50-60%) time had been assigned for the remaining time to a Chapel Hill-Carrboro School. That nurse was reassigned for her remaining time (40-50%) to the Orange County system. The net loss to each school system was approximately the same. This negatively affects both school system’s student/nurse ratio, however the reallocation was necessary to adequately cover mandated services. The health department has offered to explore with each school system the development of school-based health centers where the department may play a more active, productive role. A review of the rat control problem in the Kennedy Circle area of Hillsborough was discussed along with the letter sent to community members by the Health Department outlining measures that should be taken to address the problem. The community has not responded to date. B. A recent news article regarding complaints against a summer day camp was discussed. Such camps are not covered by state regulations, therefore there is not much that the Health Department can do other than issue recommendations for checking out camps and avoiding future problems. C. Pine Knolls Community Center is being renovated and questions of whether child care services will reopen, have not been determined. There has been no request to Environmental Health to re-examine the facility. Examination would be advisory only since they are not at present a regulated child care facility. V. PUBLIC COMMENT There were no public comments. VI. ANNOUNCEMENTS A. Small Flows Quarterly. An article on “Onsite System Management” in the recent issue highlights Orange County’s onsite system management program and the rapid growth being experienced by the area. B. The Board was reminded about the NALBOH annual conference. C. The Board of County Commissioners has approved the Health Department budget for fiscal year 2000-2001. VII. ADJOURNMENT Motion to adjourn the meeting was made by Barry Jacobs, seconded by Lee Werley, and carried without dissent. The Board of Health meeting adjourned at 10:10 P.M.
