Anne Miles 1 November 14, 2002 ORANGE COUNTY HEALTH DEPARTMENT MISSION STATEMENT: To enhance the quality of life, promote the health, and preserve the environment for all people in the Orange County community. THE ORANGE COUNTY BOARD OF HEALTH MET ON November 14, 2002 at the Richard E. Whitted Human Services Center, Hillsborough, North Carolina. BOARD OF HEALTH MEMBERS PRESENT: Jonathan Klein, Chair; Mel Hurston, Vice Chair; Barry Adler; Moses Carey, Jr.; Alan Rimer; Lee Werley; Kate Wilder; Alice White BOARD OF HEALTH MEMBERS ABSENT: Martha Stucker, Sharon Van Horn. STAFF PRESENT: Rosemary Summers, Health Director; Donna King, Health Promotion and Education Services Division Director; Ron Holdway, Environmental Health Services Division Director; Anne Miles, Administrative Assistant GUESTS PRESENT: Lori Haigler, UNC School of Public Health student Rosemary Summers gave Board members and guest a guided tour of the Health Department offices and clinic located in the Richard E. Whitted Human Services Center and discussed the renovations that are planned. I. Welcome and Introductions Jonathan Klein called the meeting to order at 7:30 P.M. and introduced the guest. II. Approval of November 14, 2002 Agenda The motion to approve the Agenda of November 14, 2002 was made by Kate Wilder, seconded by Moses Carey, and carried without dissent. III. Public Comment for Items NOT on Printed Agenda None IV. Action Items on CONSENT Agenda A. Minutes approval of October 24, 2002 meeting. Motion to approve the minutes of October 24, 2002 was made by Kate Wilder, seconded by Moses Carey, and carried without dissent. B. Appeal of Harrod Durham on Denial of Septic Permit Harrod Durham appealed the staff’s decision to deny an Improvements Permit issued for a property he owns and also to have the site reclassified to a usable status. The permit denial and the denial to reclassify are based on unsuitable soil characteristics on the site evaluated. The ACEH Committee held a hearing on October 24th. The Board has the authority to affirm, modify or reverse the staff decision in the appeal according to NCGS§130-A-24. Anne Miles 2 November 14, 2002 Motion was made for denial of an Improvements Permit by Alan Rimer, seconded by Kate Wilder, and carried without dissent. V. Reports and Discussion with Possible Action A. Approval of 2003 Board of Health Meeting Schedule The Orange County Board of Health has traditionally met on the fourth Thursday of every month. Following this same pattern the meetings for 2003 have been scheduled with the exception of November and December due to the holidays. Motion to approve the schedule as presented was made by Alan Rimer, seconded by Kate Wilder, and carried without dissent. B. Nominating Committee Report 1. Election of Officers for 2003 The election of officers occurs during November to allow for a smooth transition of leadership for the next calendar year. The Nominating Committee contacted the proposed officers, Mel Hurston for Chair and Alice White for Vice Chair, and secured their agreement to serve. There were no nominations from the floor for either position. Motion to vote for the position of Board of Health Chair was made by Barry Adler, seconded by Moses Carey, Jr., and carried without dissent. A voice vote was held and the votes were unanimous in favor of Mel Hurston to serve as Chair. Motion to vote for the position of Board of Health Vice Chair was made by Barry Adler, seconded by Moses Carey, Jr., and carried without dissent. A voice vote was held and the votes were unanimous in favor of Alice White to serve as Vice Chair. 2. Board of Health Vacancies Dr. Janet Southerland now resides in Durham County rather than Orange and therefore has created a vacant position on the Board of Health for a dentist representative. The Committee has received an application for this vacant position from Dr. Jessica Y. Lee. Dr. Lee also has a strong interest in serving on the Board of Health and also has a degree in Public Health. The Committee is also looking proactively to Board members whose terms of service are ending June 30, 2003 in order to anticipate recruitment for those vacancies in a timely manner. Anne Miles 3 November 14, 2002 Motion to forward the recommendation for appointment of Dr. Jessica Y. Lee to the Board of Health dental representative to the Board of Commissioners for approval was made by Kate Wilder, seconded by Lee Werley, and carried without dissent. C. Board Committees for 2003 Both the current committee assignments for Board members and the proposed assignments were presented for Board discussion. Martha Stucker requested she be moved to the PHEADS Committee this year. Jonathan Klein will also serve on the PHEADS Committee. Alan Rimer will replace Mel Hurston as liaison to the Human Services Advisory Commission Forum. VI. Board Comments/Announcements Rosemary Summers advised that the Board of Commissioners had several open dates in 2003 for a joint dinner meeting with the Board of Health. After brief discussion the March 5, 2003 date was chosen. State of the County Report: The report was prepared by the Orange County Health Department and Healthy Carolinians of Orange County and was presented at the recent breakfast meeting. Copies were distributed to Board members unable to attend the breakfast. There were 115 people in attendance at the breakfast. HSUS Study: Rosemary Summers distributed copies of the HSUS proposal for onsite consultation and review of APS and preparation of a report to Board members. The Commissioners will receive this for review at their next meeting. In addition, an estimate was received from the Dispute Settlement Center which will do the focus group portion of the public input that this Board recommended. The cost will be approximately $2000 - $2300 for the focus groups. The total cost of the two pieces of this study would be about $21,000.00. VII. Adjournment Motion to adjourn the meeting was made by Alan Rimer, seconded by Jonathan Klein, and carried without dissent. The next Board of Health meeting will be held on December 19, 2002 at the Government Services Center in Hillsborough, North Carolina at 7:00 PM. Respectfully submitted, Rosemary L.
