I. Welcome and Introductions Jonathan Klein called the meeting to order at 7:10 P.M. and welcomed the guests II. Approval of September 19, 2002 Agenda The motion to approve the Agenda of September 19, 2002 was made by Alice White, seconded by Janet Southerland, and carried without dissent. III. Public Comment for Items NOT on Printed Agenda None IV. Action Items on CONSENT Agenda A. Minutes approval of July 25, 2002 meeting. Correction to the minutes as follows: Addition of Janet Southerland to Board of Health members present at the meeting. Item V.B.1. ¶2: grammatical correction to read “The new contract wi th UNC Family Practice specifies Dr. Mike Fisher as Medical Director, and Dr. Valerie King will serve as his back up.” B. Annual School Health Agreements with both School systems C. Jail Health Psychiatric Services Contract D. Volunteer Coordination Grant Proposal E. Renewal of Dental Resident Contract with UNC School of Dentistry Motion to approve the items on the Consent Agenda and the minutes as amended was made by Moses Carey, seconded by Alice White, and carried without dissent. PHEADS Committee 1. Recommendation on Food from Non-commercial Sources in Schools Ron Holdway reported that during the 2001-2002 school year, Robeson County experienced an e-coli outbreak that involved several hundred students in multiple schools throughout the school system. Through an extensive epidemiological investigation, the source of the outbreak was traced to a food that was brought into the school from a non-commercial source and shared in a classroom setting. The particular food was contaminated with e-coli and the outbreak spread from there through person to person transmission. An advisory came through the Health Department late last spring and was shared with the school nurses, however no formal action was endorsed or considered by this board. The committee considered the matter at its last meeting and is recommending that the Board endorse a letter of recommendation and authorize the letter to be sent to both school system superintendents and the chair of each school board. Jonathan Klein suggested that the letter also be sent to private schools in the county as well as public schools. Motion to endorse a letter of recommendation to be sent to all schools in Orange County and offer help in developing an appropriate policy was made by Moses Carey, seconded by Alice White, and carried without dissent. 2. Whitted Renovation Update Rosemary Summers reported the HVAC replacement and the planned clinic renovation for both personal health and dental health in the Whitted Building was approved by Commissioners. Work has already begun in the Parks and Recreation wing of the building. An update was provided to Board members with information on when health department services will be curtailed due to staff relocation to temporary quarters during the renovation of the B Building where the department is located. B. Updates on Previous Items of Interest • Budget update Rosemary Summers reported on the potential impacts of budget cuts on the department’s operations. It is possible that what is being proposed for state budget cuts will not affect the department as badly as the worst case scenario. At this time the department is aware of approximately $82,000 that will be cut. The Medicaid rate reduction is not included in that amount and could possibly be an additional $33,000 in a budget deficit for the department. We also do not know what the reduction in case management services will be, whether it be a rate reduction or core funding. Anne Miles 3 September 19, 2002 state moves closer to final budget approval. • Drought Response Planning Update The department has been involved with other county, state, and federal agencies, and the water suppliers to develop a coordinated public education effort and public information to the drought situation in the county. Donna King presented the information packet that was developed for distribution to raise public awareness and reported actions and goals of the committee. A web site has been developed for public education and reference regarding water restrictions and links to drought information and other educational resources. Tip sheets in English and Spanish have been developed that give sources for water saving devices and helpful tips for home and outdoors to conserve water. The environmental health division is working with area restaurants and is distributing a water conservation checklist for their use. The division is mailing and distributing the checklist during inspection visits. Water suppliers are all stepping up efforts with educational flyers in their water bills and OWASA has provided tent cards with a water conservation message for area hotel rooms to remind guests of water restrictions and that we are in a drought situation. Low flow devices for county residents are available through the Orange County Cooperative Extension. Committee members are also looking into possible federal grants and loans for individuals that have a dry well and cannot afford replacement. • Employee Recognition Breakfast Confirmation The breakfast to recognize outstanding health department employees is scheduled for October 23 at 7:30 am at Southern Human Services Center. There are seven employees being recognized this year. • Report from Human Services Advisory Commission Forum The Orange County Human Services Advisory Commission held its annual community forum September 10 on the topic of abuse to children and adults. Wayne Sherman provided the Board with an update of issues considered to date. • Comprehensive Land Use Planning Task Force Update The Comprehensive Land Use Planning Task Force has met several times in the past months. Mel Hurston is the Board’s representative to the Task Force and Alice White is the alternate. Staff also attends those meetings. Moses Carey provided the Board with an update of issues considered by the task force, population growth in the county and water issues. Anne Miles 4 September 19, 2002 • State of County Report and Presentation Update Healthy Carolinians in conjunction with the Board of Health is planning for a brief State of the County Health Report and a presentation breakfast on November 14th from 7:30 to 9:00 am at the UCC Church on Airport Road. Jonathan Klein and Alice White have been meeting with the committee pulling the report together. VI. Board Comments/Announcement s A. Alan Rimer suggested the Health Department arrange for a display to chronicle the history of public health in Orange County in conjunction with the County’s 250th birthday celebration. Motion to move to closed session was made by Alan Rimer, seconded by Moses Carey, and carried without dissent. VII. Closed Session Pursuant to G. S. 143-318.11(a)(3) ref: Performance, fitness, conditions of appointment, of an individual public officer or employee Motion to move to open session was made by Alan Rimer, seconded by Alice White, and carried without dissent.
