BACKGROUND: In accordance with the Schools APFO MOUs (Memorandum of Understanding), the Board of County Commissioners shall approve the School Districts November 15 membership and capacity numbers within fifteen (15) days after receiving the numbers from the School Districts. Both School Districts submitted their membership and capacity numbers in accordance with the MOUs. The SAPFOTAC, comprised of representatives of both school systems and the Planning Directors of the County and Towns, is tasked to produce an annual report for the governing boards of each Schools APFO partner. The full annual SAPFOTAC report, which will include 10-year student membership projections, will be completed in early 2007. The building capacities used this year are unchanged from the capacities used last year. Reduced class size capacities related to State of North Carolina class size reduction .mandates in grades kindergarten through 3 (K-3) will be implemented in both school districts when Elementary School #10 in the Chapel Hill-Carrboro school district opens. The anticipated opening date for Elementary School #10 is the 2008-09 school year. Smaller class sizes in grades K-3 will result in less building capacity in the elementary schools. REVISED 12/12/06 The following chart shows the Capacity and Membership for each school level in both school districts. It also shows the increase (or decrease) over the November 15, 2005 membership. Justification: An incease in capacity has been generated as a result of the completion of Gravelly Hill Middle School. This school has added an additional 700 middle school student seats. Justification: Partnership Academy Alternative School (P.A.A.S.) is temporarily located at Fairview Baptist Church which allows limited capacity for alternative school students. Upon completion of the permanent site for P.A.A.S. we anticipate approximately 40 student seats added to the high school capacity.
