ORANGE COUNTY HEALTH DEPARTMENT MISSION STATEMENT: To enhance the quality of life, promote

THE ORANGE COUNTY BOARD OF HEALTH MET ON December 16, 2004 at the Spice Street Restaurant,
Chapel Hill, North Carolina.
BOARD OF HEALTH MEMBERS PRESENT: Alice White, Chair; Alan Rimer, Vice-Chair; Tim Carey; Sharon
Freeland; Chris Harlan; Jessica Lee; Matt Vizithum; Sharon Van Horn; Kate Wilder
BOARD OF HEALTH MEMBERS ABSENT: Moses Carey, Jr.
STAFF PRESENT: Rosemary Summers, Health Director; Ron Holdway, Environmental Health Services
Division Director; Donna King, Health Promotion and Education Division Director; Wayne Sherman,
Personal Health Services Division Director; Anne Miles Cassell, Administrative Assistant

Welcome and Introductions
Alice White called the meeting to order at 7:00 P.M.
I. Approval of December 16, 2004 Agenda
The motion to approve the Agenda of December 16, 2004 was made by Jessica Lee, seconded by
Matt Vizithum, and carried without dissent.
II. Board Elections
The election of officers occurs prior to the end of the calendar year to allow for a smooth transition of
leadership for the next calendar year. The Nominating Committee reported in November that the slate
for the coming year as proposed is: Alan Rimer, for Chair; Jessica Lee, Vice-Chair.
A roll call voice vote was held for the position of Chair to be filled by Alan Rimer, and the vote was
unanimous of those present.

III. Contract with Dental Hygienist for Preschool Screening Project Services
The Smart Start Dental Grant has been funded through the Orange County Partnership for Young
Children to pay for services of the Smart Start Dental Screening, Educational and Referral Program
Project Coordinator for the preschool screening project and the “Give Kids a Smile” project.
Motion to approve the contract and forward it to the county attorney was made by Jessica Lee,

seconded by Chris Harlan, and carried without dissent.
IV. Nominations Committee Report
Alan Rimer reported that the Nominations Committee would like to defer the recommendation for
appointment to the pharmacist representative position until the January board meeting to enable the
committee to interview each applicant. A recommendation will be made in January.
V. BOCC Board Input Summary Sheet
The Board of Commissioners holds a planning retreat annually to consider priority issues for the coming
year. Their retreat is scheduled for January 22, 2005. The Commissioners asked that each voluntary
Board or Commission complete an informational sheet for their consideration.
Board members discussed the draft sheet in the Board packet and made no changes. Alan Rimer will
hold himself ready to present if Commissioners desire.
VI. Approve Minutes of November 18, 2004 Meeting
Motion to approve the minutes of November 18, 2004 meeting of the Board of Health was made by Tim
Carey, seconded by Alan Rimer, and carried without dissent.
VII. Announcements
Chris Harlan announced that her department has received funding that will enable eight students to
work in a public health setting in the underserved community.
VIII. Adjournment
Motion to adjourn the meeting was made by Alan Rimer, seconded by Jessica Lee, and carried without
dissent.
The next Board of Health meeting will be held on January 27, 2005 at the Government Services Center
in Hillsborough, North Carolina at 7:00 PM.
