THE ORANGE COUNTY BOARD OF HEALTH MET ON October 28, 2004 at the Century Center, Carrboro, North Carolina. Welcome and Introductions Alice White called the meeting to order at 7:00 P.M. II. Approval of October 28, 2004 Agenda Board Education: The motion to approve the Agenda of October 28, 2004 was made by Jessica Lee, seconded by Kate Wilder, and carried without dissent. Oral Health Access Issues for Preschool and School Age Children Jessica Lee, DDS, MPH, DrPH, UNC Dental School Inadequate access to dental care is commonplace among children of families living in poverty. Nationally, among parents who feel that their children have unmet health care needs, 57% report the unmet need is for dental care – nearly twice the number reporting the need for medical care. A lack of dental care for low-income and Medicaid eligible children often results in severe or persistent pain, inability to eat, failure to thrive, increased susceptibility to other medical conditions. Failure to prevent dental disease results in missed school days, dysfunctional speech and compromised nutrition. The presentation provided an overview of the access to dental care issue in North Carolina. Powerpoint slides available in file. III. Public Comment for Items NOT on Printed Agenda None IV. Minutes approval of September 23, 2004 meeting. B. Rabies Prevention Policies and Procedures for the Health Department The Health Director has statutory authority in the area of rabies prevention and control that have been an integral part of the Health Department operation through the communicable disease program and animal control. With the transition of animal control to a new county department, policies which had been informal needed to be committed to paper to ensure that the continuity of practice would continue to exist across departmental lines and preserve the principles of rabies protection. The Animal Control and Environmental Health Committee reviewed these policies at their October meeting and had no changes to the policies. C. Primary Care Grant Funds Acceptance The Orange County Health Department applied for and received $86,460 of one-time funding for FY 2004-2005 from the NC Office of Research, Demonstrations, and Rural Health Development in the Department of Health and Human Services to support the development of primary care services in Hillsborough. The Orange County Board of Health and the Orange County Commissioners supported the expansion to primary care services in the current budget. These funds will support 2.5 FTE temporary positions, counseling and nutrition services for non- Medicaid clients and a computer, printer, and software for the pharmacy. The temporary positions include a 1.0 FTE Public Health Nurse I, a 1.0 FTE Nursing Assistant, and a .5 FTE Laboratory Technician. D. Primary Care Fee Schedule Approval With the start of primary care, new services/labs will be added. These fees will enable the new program to earn revenue to partially support the program. These are consistent with the projections in the primary care proposal presented during the budgeting process. In the laboratory column, it should be noted that some laboratory charges are lower than the actual Medicaid rate. For those tests, OCHD uses the UNC Hospitals McLendon Labs and may only charge the actual charge to us from the lab. The sliding fee scale applies to these fees as well. The OCHD cannot bill for lab tests that are sent to reference labs. E. Contract with Triangle JCOG for Active Seniors grant Rosemary Summers requested Item IV.E. Contract with Triangle JCOG for Active Seniors grant be removed from the Consent Agenda for future consideration. Motion to approve the minutes of January 22, 2004 and items on the Consent Agenda as amended was made by Kate Wilder, seconded by Chris Harlan, and carried without dissent. Joint Meetings with Planning Board and Commission for Environment The Board of Health discussed having future joint meetings with the Planning Board and the Commission for the Environment at previous meetings this summer. The Committees discussed several topics and submitted suggestions for the Board to consider. It is anticipated that a joint Commission for the Environment will take place in January or February. B. Flu Update Rosemary Summers updated the Board on the current situation with flu vaccine. In recent years, distribution or manufacturing problems with flu vaccine have occurred the have caused widespread public concern about vaccinations. This year, Chiron, one of two major manufacturers of vaccine licensed in the US, experienced problems in production, reducing the nation’s supply by 50%. Staff shared how the department is responding. The Board considered developing a resolution to be forwarded to federal legislators to alter vaccine production policies to improve our situation on a more reliable basis and discussed elements to be included in the resolution. C. Community Awards Program The Health Department and Board of Health have had the fortune of having excellent community partners over the years that have contributed significantly to improving the health of residents of our communities. A recognition program would bring awareness to the broader community of the efforts of public health and provide a small measure of recognition to the individual or agency that contributes. Healthy Carolinians in interested in joining the Board in developing this effort. Sharon Van Horn, Sharon Freeland, and Chris Harland volunteered to serve on a special board committee to consider the development of such a program and define program parameters. D. Informational Items 1. Sickle Cell Disease Awareness Stamp Donna King, Health Promotion and Education Services Division Director, represented the Health Department at the recent dedication ceremony held at the Hillsborough main post office on September 30, 2004. This U.S. postage stamp is being issued to raise awareness and promote early testing for sickle cell disease, a disease that affects more than 80,000 Americans. Healthy Carolinians Recertification Rosemary Summers reported that the Governor’s Task Force Committee for Certification- Recertification recently met for review of Healthy Carolinians of Orange County’s application for recertification and approved the application. The Recertification Award was presented to Healthy Carolinians of Orange County on October 8th at the Annual Healthy Carolinians Conference in Greensboro. 3. Child Fatality Prevention Team/Community Child Protection Team Annual Report The Child Fatality Prevention Team’s charge is to review the records of all child fatalities in the county. Community Child Protection Teams (CCPT) were established with the mandate to review selected active cases in which children are being served by child protection services. Both teams are required by statute to submit an annual report to the Board of County Commissioners with any recommendations and to advocate for system improvements and needed resources where gaps and deficiencies may exist. A copy of this report was distributed to board members for informational purposes. 4. Annual “Give Kids a Smile” Program Angela Cooke gave an update to the Board of the “Give Kids a Smile Program”. 5. Report on Board Chairs Meeting Alice White reported on the meeting between the Board of County Commissioners and board chairs of all Orange County services that are overseen by the Commissioners. The meeting was held to establish a more proficient working relationship between all parties. VI. Board Comments/Announcements Rosemary Summers announced the selection of Jack Ball by the County for the Emergency Management Director position. Motion to move to Closed Session was made by Kate Wilder, seconded by Matt Vizithum, and carried without dissent. VII. Closed Session (ref. NCGS 143-318.11(a)(6) to consider the qualifications, competence, performance, fitness, conditions of appointment, of an individual public officer or employee. Motion to move out of Closed Session was made by Kate Wilder, seconded by Jessica Lee and carried without dissent. VIII.
