THE ORANGE COUNTY BOARD OF HEALTH MET ON June 28, 2007 at the Southern Human Services Center, Chapel Hill, North Carolina. BOARD OF HEALTH MEMBERS PRESENT: Chris Harlan, Vice-Chair; Tim Carey; Jim Stefanadis; Jessica Lee; Ernie Dobson; Moses Carey, Jr.; Sharon Freeland; Anissa Vines; DeWana Anderson BOARD OF HEALTH MEMBERS ABSENT: Sharon Van Horn; Matt Vizithum, out of town/vacation STAFF PRESENT: Rosemary Summers, Health Director; Wayne Sherman, Personal Health Services Division Director; Tom Konsler, Environmental Health Services Division Director; Donna King, Health Promotion and Education Services Division Director; Letitia Burns, Business Officer; Anne Miles Cassell, Administrative Assistant; GUESTS PRESENT: Nikie Sarris, Senior Public Health Educator; Kaitlyn Stubblefield, Landon Hawkins, Shannen Jacobs, Tonisha Lashley, TRU members; Delores H. Clark, citizen. I. Welcome and Introductions Chris Harlan, Vice Chair, called the meeting to order at 7:00 P.M. and introduced the guests. II. TRU (Tobacco Reality Unfiltered) Presentation TRU is a national organization of high school students working to educate their peers and middle school students on the health risks of smoking. Each of the TRU members discussed their own personal reasons that compelled them to join TRU and some of the projects they had worked on during the school year. They also responded to questions from Board members. III. Approval of June 28, 2007 Agenda The minutes were amended after Board of Health packets had been mailed to include information on the Man for Health Presentation and therefore moved from the Consent Agenda to V. Reports and Discussions with Possible Action. The motion to approve the Agenda of June 28, 2007 as amended was made by Jim Stefanadis, seconded by Jessica Lee, and carried without dissent. Action Items on CONSENT Agenda A. Contract with UNC School of Dentistry for Dentist The Health Department with the assistance of the Personnel Department began re-recruitment for this position in January and made an offer to a dentist from Michigan who accepted and later rescinded his acceptance due to personal circumstances. Re-recruitment has yielded a candidate that would like to maintain state retirement benefit options. This contract is a way to allow that to be retained. B. Acceptance of funds for Primary Care at Whitted and SHSC The department has received notice that funds for Year 2 continuation for the Southern Human Services primary care program and Year 3 for primary care at the Witted Center were awarded in the amounts requested, $44,769 for SHSC and $43,346 for Whitted. If the Commissioners decide not to support the Primary Care program in the 07- 08 budget, the funds will be returned to the state. Motion to approve the items on the Consent Agenda was made by Anissa Vines, seconded by Jim Stefanadis, and carried without dissent. V. Reports and Discussion with Possible Action A. Minutes Approval of May 24, 2007 Meeting Motion to approve the minutes as amended was made by Tim Carey, seconded by Moses Carey, Jr., and carried without dissent. B. Board Policy Discussion on Ethics A requirement of the State contract stipulates that each Board of Health have a defined policy on ethics and each Board member must sign that they understand and abide by the policy. Board members were asked to consider what should be included in the ethics policy. Moses Carey inquired if the Board of Health has ever had an ethics policy. Rosemary Summers responded that a rough draft of an ethics policy had been worked on in the past but never completed. MINUTES ORANGE COUNTY BOARD OF HEALTH June 28, 2007 Board of Health Minutes Transcription completed by Anne Miles Cassell 3 June 28, 2007 Tim Carey commented that the example given was too complicated and a draft more tailored to Orange County’s specific situation and close working relationship the University be drafted and suggested that the policy be kept to one page in length. Moses Carey stated that if an issue causes a split second of thought, the Board member should abstain from voting. He also suggested expanding the statement on personal interests to include personal interests of immediate family members. Chris Harlan asked if there was a difference between an elected Board and a volunteer Board. Moses Carey stated that there was no technical difference. The Board agreed to move this topic to a later meeting for further discussion. They requested that other health departments be polled for their policies. C. Board Committee Reports The two Board of Health sub-committees meet monthly or as needed. Jim Stefanadis reported that the Clinical and Community Program Committee met and discussed dental policy and the primary care grant. Ernie Dodson reported that the Environmental Health, Dental Health and Health Promotion Programs Committee did not meet this month, as there was no outstanding business. D. Informational Items Legislative Items: Rosemary Summers reported that House Bill 24 has passed the Senate and will go to the Governor for signature. The bill regulates smoking in or near Public Buildings and will allow policies to ensure Public Buildings are smoke free. She also reported that the Raw Milk bill is still in committee and recommended Board members to help stop the bill. Aid to County: There has not been an increase in the amount since 1972. This bill is still alive but has been reduced from $25 M to $1 M. HIS $: Funds are in the budget now that will allow the state to finish the data system which will replace the Health Information System with a new software system throughout the state. MINUTES ORANGE COUNTY BOARD OF HEALTH June 28, 2007 Board of Health Minutes Transcription completed by Anne Miles Cassell 4 June 28, 2007 The Food and Lodging fees bill that would have allowed Health Departments to charge fees died because the Restaurant Association lobbied strongly against the bill. During the interim session the legislators are going to take a closer look at the issue. Budget Update: Rosemary Summers reported that the County budget for 07-08 was approved. The Health Department was approved for the environmental health specialist for food and lodging starting in January 08, the environmental health specialist for the well program also starting in January, and the environmental health technician for the well program and air quality program was approved for the full year. The Volunteer Coordinator for the Medical Reserve Corp and CERT was approved for one additional year. The Families in Focus Intensive Home Visiting Program was converted to permanent County support for the position. We did not get a clear decision on Primary Care at Southern Human Services Center. Healthy Carolinians: Rosemary Summers reported that Bobbie Jo Munson has accepted the position of Healthy Carolinians Coordinator. She will begin work in July and her first task will be to complete the community assessment. Award: Rosemary Summers reported that Prevention Partners recognized the Healthy Carolinians of Orange County for Coalition Excellence for 2007. Sandy’s Retirement: Sandy Garrett, Risk Management and Quality Assurance Coordinator, will be retiring at the end of June. Staff will be holding a reception for her on the 29th at Southern Human Services Center. Board members are invited to attend. Rosemary Summers reminded everyone that there is no July Board of Health meeting. She also stated she will be on vacation July 18 through August 3, and either Wayne Sherman or Tom Konsler will be designated as acting health director. E. Tracking Form Review The Tracking Form gives the Board members a look at upcoming items. There were no changes. VI. Board Comments/Announcements None VII.
