ORANGE COUNTY HEALTH DEPARTMENT MISSION STATEMENT: To enhance the
quality of life, promote the health, and preserve the environment for all people in the
Orange County community.
THE ORANGE COUNTY BOARD OF HEALTH MET ON November 28, 2012, at the
Orange County Health Department, 300 West Tryon Street, Hillsborough, NC.
BOARD OF HEALTH MEMBERS PRESENT: Tony Whitaker, Chair; Matthew Kelm,
Vice Chair; Commissioner Steve Yuhasz; Corey Davis; Susan Elmore; Carol Haggerty;
Michael Wood; Liska Lackey; Mike Carstens; Alexander White
BOARD OF HEALTH MEMBERS ABSENT: Paul Chelminski
STAFF PRESENT: Colleen Bridger, Health Director; Pam McCall, Nursing Director;
Christy Bradsher, Finance and Administrative Services Director; Donna King, Health
Promotions and Education Director; Lisa Smith, Administrative Assistant; Sue Young,

GUESTS PRESENT: Dr. Bridger introduced new staff members: Gricelidy Marrero,
Medical Office Assistant; Vilma Ferrell, Public Health Nurse; Tara Hubbard, Registered

I. Approval of November 28, 2012 Agenda
Motion to approve the Agenda of November 28, 2012 was made by Steve Yuhasz,
seconded by Matthew Kelm, and carried without dissent.
II. Public Comment for Items NOT on Printed Agenda: none
III. Action Items (Consent)
A. Minutes approval of September 26, 2012 meeting
B. Board of Health Meeting Schedule 2013
Motion to approve Consent Action Items was made by Susan Elmore, seconded
by Carol Haggerty, and carried without dissent.
IV. Action Items
C. Board Officer Nominations 2013
The positions of Chair and Vice-Chair are open. It's our custom of choosing a Vice-
Chair that will have at least two or more years on their term with the anticipation
that they will move into the Chair position. Not a requirement but nice for

consistency and continuity. The Custom for current Vice-Chair put in Chair position
because of the experience gained as Vice-Chair. A majority vote is needed for
each decision.
Carol Haggerty nominated Matthew Kelm for Chair (nomination accepted by
Matthew Kelm)
Motion to appoint Matthew Kelm to Chair for the 2013 calendar year was made by Steve Yuhasz seconded by Michael Wood and carried without dissent. Carol Haggerty nominated Corey Davis for Vice Chair (nomination accepted by Corey Davis) Motion to appoint Corey Davis for Vice Chair for the 2013 calendar year was made by Steve Yuhasz seconded by Mike Carstens and carried without dissent.
V. Reports and Discussion with Possible Action
A. Gap Analysis Final Presentation
As a follow-up to Part 1covering the Health literacy portion of the Access to Care
Gap analysis presented in September.
We got community perspective by conducting a survey
11 different service provider categories were used; 58% response rate from the
survey.
B. Child And Family Obesity sub-committee report
We have started on the 24 recommended national strategies, staff reviewed and
came up with 5 BOH county strategies, presented to childhood obesity BOH sub-
committee. BOH liked all suggestions. We broke into policy and program and
looked at ones we wanted to do now, those we want to explore and those we
want to defer.
Dr. Bridger reviewed policy and program obesity strategies
1. Work with Sportsplex- take french fries off menu and offer more healthy
options. Target date is 2014 but may be able to get done earlier.
2. Work with billboard companies to limit types of ads they display around
Schools and influence them not to put up McDonalds's ads around schools.

3. Encourage breastfeeding: policy change with OC government and then
reach out to other companies in OC For the short term, create clinic lactation
rooms by Feb. 2013
4. Encourage physical activity and limit sedentary activity among children and
youth
5. Create safe communities that support physical activity:
C. Patagonia HER overview/update
Mike Fliss explained the process for choosing Patagonia. HIS is the current
system (health information system) NCHIS state required.
• No trend reporting
• Few updates
• Impact- drop in revenue
• Never fixed, always fixing it
• Can't use for strategizing (service model not strategy model)
We got 50 different hospital software systems; we chose the top 5 and narrowed
down to the top 3.
Did surveys and demos with staff
Patagonia: Major Factors
• Most important- whether system can coordinate with state (in order to
apply for certain money)
• Has 7 or 8 counties already- they are educated already in public health
• Scheduling works better
• Functionality
• Local company
• They want to get into public health
• Growing coalition of public health depts.
• They are excited about some of the design pieces Mike has worked on
• Costs: subscription model (new trend) pay a smaller amount monthly and we
can stop at any time
• Federal government. has money set aside for those who use electronic records/offsets cost
• Should get a check for $60,000+ from government.
• Billing at 40-70% of capacity now- increased revenue with Patagonia
• More efficient billing

D. Smoke Free Public Places update
Smoke free public places rule passed and will go into effect January 1, 2013 with soft
implementation until June 1, 2013. During this six month period we will be pulling
partners into work groups to help with the implementation. It was asked if municipalities
needed to vote to approve, Dr Bridger’s said no this is a Board of Health Rule that was
approved by the Board of County Commissioners, not a Commissioners Ordinance.
Sidewalks that are constructed in public rights of way but not maintained by a public
entity but a home owners association is not affected by this rule.

b. Frameworks Training
Advocacy training part 2 (framing issues that capture people’s attention so that
they feel there is a solution in site) we will go through a 2 hour online training in
December. We will offer the opportunity to do at home on your own time or
schedule a group to learn training.

Chair Tony Whitaker presented Commissioner Steve Yuhasz with a plague thanking
him for all his service and level of commitment to the Board of Health.
VII. Adjournment
Motion to enter into closed session at 8:35 p.m. was made by Alex White,
seconded by Steve Yuhasz, and carried without dissent.
The next Board of Health Meeting will be held January 16 28, 2013 at the Orange
County Health Department, 300 West Tryon Street, Hillsborough, NC at 7:00 p.m.
