ORANGE COUNTY HEALTH DEPARTMENT MISSION STATEMENT: To enhance the
quality of life, promote the health, and preserve the environment for all people in the
Orange County community.
THE ORANGE COUNTY BOARD OF HEALTH MET ON August 28, 2013, at the
Orange County Health Department, 300 West Tryon Street, Hillsborough, NC.
BOARD OF HEALTH MEMBERS PRESENT: Matthew Kelm, Chair; Corey Davis,
Vice-Chair; Liska Lackey; Tony Whitaker; Susan Elmore; Michael Wood; Commissioner
Bernadette Pelissier, and Paul Chelminski.
BOARD OF HEALTH MEMBERS ABSENT: Michael Carstens and Alex White
STAFF PRESENT: Colleen Bridger, Health Director; Donna King, Public Health
Education Director; Pam McCall, Public Health Nursing Director; Christy Bradsher,
Financial and Administrative Services Division Director; Stacy Shelp, Communications
Manager; Keith Walker, Senior Public Health Educator; Meredith Stewart, Senior Public
Health Educator; Tiffany Mackey, CDC Intern; Mike Fliss, Health Informatics Manager;
Roberto Diaz, Environmental Health Specialist; Tracey Langley, Environmental Health
Specialist; Connie Pixley, Environmental Health Supervisor; and Vondra Jones,

I. Welcome New Employees
Dr. Bridger introduced new staff members: Tiffany Mackey, CDC Public Health
Associate ; Roberto Diaz, Environmental Health Specialist; Tracey Langley,
Environmental Health Specialist; and Vondra Jones, Administrative Assistant to the
Health Director.
II. Public Comment for Items NOT on Printed Agenda: None
III. Approval of September 25, 2013 Agenda
Motion was made by Commissioner Bernadette Pelissier to approve the
September 25, 2013 Agenda, seconded by Liska Lackey, and carried without
dissent.
IV. Action Items (Consent)
A. Minutes Approval of August 28, 2013 Meeting
Motion was made by Tony Whitaker to approve the August 28, 2013 meeting
minutes, seconded by Commissioner Bernadette Pelissier, and carried without
dissent.

V. Action Items (Non-Consent)
• Committee to Select New Board Member – Matthew Kelm
• The Search Committee will be comprised of: Matthew Kelm and Michael W ood.
Health Director Evaluation Process – Matthew Kelm
Discussions centered on the audience to be involved with this process. It was
decided that because last year’s evaluation was so rigorous, this year’s process
will use a modified 360 degree feedback method. Mr. Kelm will reach out to the
former County Manager and other key staff at the county to solicit feedback. Ms.
Lackey asked that all staff be given an opportunity to comment. After some
discussion about Board members’ preference for closed versus open session, it
was decided that the review will be conducted in closed session at the end of the
October meeting.
VI. Educational Sessions
A. Visioning Results – Colleen Bridger
• Leadership Team Retreat held August 23, 2013
• Defined the vision of the Health Department in 4 ways:
o Innovative
o High Quality
o Customer Centered
o Efficient/streamlined
• This vision will be achieved through a focus on the following areas:
o Technology
o Engagement
o Environment (i.e., work environment)
B. SFPP Update – Keith Walker
• Presentation on the progress and success of the Smoke Free Public Places (SFPP)
Rule, along with some of the challenge encountered, and future plans. Progress on
the Subcommittees’ efforts in the areas of communication, cessation, signage, and
enforcement was discussed.
C. Innovations Grants – Meredith Stewart
• In August 2012 the Board of Health passed a resolution expressing support for a
culture of innovation at the Orange County Health Department. To provide
opportunities for employees to identify challenges and explore solutions to health
department service and programming challenges, the Board of Health allocated
$20,000 per year for an “Innovation Grant” program. Staff applied for funding
through a formal application process, identifying the need for and the intended
results of their grant.
• In January 2013, four (4) projects were approved as the first round of grants. The
projects included:
1. Nicotine Dependence Satellite Center
2. Computer Integrated Medical Equipment
3. OCHD Video Technology
4. Lead Outreach Programming
The presentation was a summary of the progress to date on these projects, including
accomplishments and challenges.

D. Teen Health Advocates – Tiffany Mackey
• In 2012-2013, the Orange County Health Department and Cedar Ridge High School
worked together to develop a Teen Health Advocate (THA) program at Cedar Ridge.
The Health Department received a $10,000 grant from JBS International, Inc. to
implement this as a pilot program at Cedar Ridge and funded the program through
the first 9 months. After the first year, plans are to implement the program in the
other Orange County High Schools while continuing the program at Cedar Ridge.
• The successes, challenges, lessons learned/best practices, evaluation and
measureable outcomes were presented, along with a PSA by the Teen Health
Advocates from Cedar Ridge High School.
E. Substance Abuse Dashboard – Mike Fliss
The Substance Abuse and Mental Health dashboard is 2nd in our series of three (3)
dashboards, and incorporates changes from last month’s discussion. This
represents the next step in our iterative process to create dashboards to
communicate and monitor BOH priority health issues. Time was spent discussing
the dashboard, and input was sought from the BOH on how to improve it.

a. Health Director’s Report
i. OCHD Culture Survey Results
1. Noted that 25% of the staff had worked at the Health
Department less than 1 year
2. Overall results were very favorable with improvements shown
for every question.
ii. PHield Trip – September 13, 2013
1. Forty-seven (47), first-year Masters of Public Health Students
from UNC Chapel Hill attended a “field trip” at the Whitted
facility. This PHield Trip was held to educate students on a
variety of public health ‘practice pathways’ as they work
alongside local practitioners to better understand what public
health looks like at the local level.
iii. North Carolina Public Health Association (NCPHA) Annual Fall
Conference held September 17th-20th, 2013 – Asheville, NC
b. BOCC/BOH Joint Meeting – October 8th, 2013

IX. Adjournment
A motion was made by Susan Elmore to adjourn the meeting at 8:50pm, was
seconded by Paul Chelminski, and carried without dissent.
The next Board of Health Meeting will be held October 23rd, 2013 at the Orange
County Health Department, 300 West Tryon Street, Hillsborough, NC at 7:00 p.m.
