THE ORANGE COUNTY BOARD OF HEALTH MET ON August 28, 2013, at the Orange County Health Department, 300 West Tryon Street, Hillsborough, NC. BOARD OF HEALTH MEMBERS PRESENT: Corey Davis, Vice-Chair; Liska Lackey; Tony Whitaker; Susan Elmore; Michael Wood; Commissioner Bernadette Pelissier, Michael Carstens;:and Paul Chelminski. BOARD OF HEALTH MEMBERS ABSENT: Matthew Kelm; Alex White, and Carol Haggerty (resigned effective August 28, 2013). STAFF PRESENT: Colleen Bridger, Health Director; Donna King, Public Health Education Director; Pam McCall, Public Health Nursing Director; Christy Bradsher, Financial and Administrative Services Division Director; Tom Konsler, Environmental Health Director ; Stacy Shelp, Communications Manager; Annette Moore, Attorney- Orange County Legal Department, Meredith Stewart, Senior Public Health Educator; Ann Zellmer, Public Health Nurse II; and Vondra Jones, Administrative Assistant. GUESTS PRESENT: None. I. Welcome New Employees Dr. Bridger introduced new staff members: Ann Zellmer, Public Health Nurse II and Meredith Stewart, Senior Public Health Educator; II. Public Comment for Items NOT on Printed Agenda: None III. Approval of August 28, 2013 Agenda Motion was made to approve the August 28, 2013 agenda and carried without dissent. IV. Action Items (Consent) A. Minutes Approval of June 26, 2013 Meeting Motion was made to approve the June 26, 2013 meeting minutes and carried without dissent. B. Minutes of June 26, 2013 Closed Session Minutes Approved with correction of typo in Section I – “regular” should be “regulate” and carried without dissent. Fee and Eligibility Policy - Christy Bradsher Concerns were raised regarding this action being a barrier to women’s health services; the homeless population; migrant workers; and other persons who can’t verify a permanent residence and/or income. Christy Bradsher stated no one would be denied any medical services. Corey Davis asked that Dr. Bridger issue an internal Health Department policy regarding the administration of this Fee Policy change that would ensure that Orange County citizens will not be refused medical services. Motion was seconded and carried without dissent. B. Adoption of Revisions to Orange County Wastewater System Rules and Resolution for Adoption – Tom Konsler MINUTES ORANGE COUNTY BOARD OF HEALTH August 28, 2013 Page 3 Discussions centered around the usage of the term DWQ (Division of Water Quality) versus DWR (Division of Water Resources) which is thought to be the new terminology. A motion was made by Corey Davis to approve the rule with directions to Staff and Legal Counsel to clarify the usage of DWQ and to add the appropriate nomenclature as needed. The motion was seconded and carried without dissent. VI. Educational Sessions A. Affordable Care Act 101 – Corey Davis and Dr. Colleen Bridger • North Carolina received $4M to employee Health Navigators to assist residents with the upcoming ACA Plan • E-Pass System requires Navigators o Government has established training programs for Navigators and other personnel that will be required o Certification Applications Specialist training enrollment will begin October 1st, 2013 • Corey’s presentation can be found on the Health Department S;/ drive • Dr. Bridger updated the Board on the ACA Planning meetings spearheaded by the Health Department which include multiple organizations and groups • The newly-formed Orange County ACA Oversight Group will meet monthly beginning September 2013 B. Substance Abuse/Mental Health Committee Update – Meredith Stewart • The Mental Health & Substance Abuse Subcommittee met on August 20th. Topics of discussion included a review of the strategic plan timeline and upcoming action steps; presentation of draft data dashboard; and review and selection of substance abuse prevention strategies. Subcommittee members elected to explore two options for preventing prescription drug abuse and overdose. The first is to review available data to identify providers in need of pain management training and registration with the Controlled Substance Reporting System (CSRS). The second strategy is to explore the creation of a policy for screening of prescription drug misuse/abuse and prescription and/or distribution of naloxone at the OCHD. Naloxone reverses the effects of an opioid overdose, is not a controlled substance, and has no abuse potential. MINUTES ORANGE COUNTY BOARD OF HEALTH August 28, 2013 Page 4 C. Dashboards – Mike Fliss • Mike presented an electronic presentation of the Billing dashboard prototype • Child and Family Obesity dashboard final draft handout was reviewed. VII. Reports and Discussion with Possible Action A. Informational Items a. Health Director’s Report- See attached Health Directors Report. No additional information to report. b. Media Items were reviewed which focused on Orange County’s events, particularly our new “No Smoking” policy c. Healthy Carolinians 2013 Annual Meeting – September 27th, 2013 VIII. Board Comments - No additional comments given IX. Adjournment A motion was made to adjourn the meeting at 9:01pm and was seconded and carried without dissent.
