BOARD OF HEALTH MEMBERS PRESENT: Matthew Kelm, Chair; Paul Chelminski; Liska Lackey; Tony Whitaker; Susan Elmore; Michael Wood; Mike Carstens; Commissioner Bernadette Pelissier BOARD OF HEALTH MEMBERS ABSENT: Corey Davis, Alex White, Carol Haggerty STAFF PRESENT: Colleen Bridger, Health Director; Pam McCall, Nursing Director; Christy Bradsher, Finance and Administrative Services Director; Tom Konsler, Environmental Health Director ;Donna King, Health Promotions and Education Director; Lisa Smith, Administrative Assistant; Stacy Shelp, Communications Manager; Terry Brooks, Medical Office Assistant; Pushti Patel, Medical Office Assistant; Ashley Mercer, Senior Public Health Educator; Nigar Hasanaliyeva, Intern GUESTS PRESENT: Flicka Bateman. I. Welcome New Employees Dr. Bridger introduced new staff members Terry Brooks, Pushti Patel, Ashley Mercer, and Nigar Hasanaliyeva II. Public Comment for Items NOT on Printed Agenda Flicka Bateman, Director of the Refugee Support Center in Carrboro asked the board to make a recommendation to the Board of County Commissioners putting a cap on the fee charged to refugees completing the I-69 form when applying for permanent resident status that is filled out by public health officials documenting vaccination status. Currently, the health department charges a $25.00 fee per person and Flicka has asked for a $ 100.00 cap per family for the larger families making it more affordable. Chair Kelm asked that staff gather information on the volume and how much time staff spends on this for the June meeting and have a discussion. III. Approval of May 22, 2013 Agenda Motion to approve the Agenda of May 22, 2013 was made by Mike Carstens, seconded by Liska Lackey, and carried without dissent. IV. Action Items (Consent) A. V. Action Items (Non-Consent) A. Environmental Health Write-Off of Delinquent and Uncollectable Accounts Motion to request approval to move $3,830 in uncollectable Environmental Health accounts from “active” to “inactive” status was made by Susan Elmore, seconded by Liska Lackey, and carried without dissent. B. Board Terms of Service Motion to have Mathew Kelm, Dr. Carol Haggerty, and Dr. Paul Chelminski to be reappointed to an additional term of service for the period July 2013-June 30, 2016 was made by Michael Wood, seconded by Susan Elmore, and carried without dissent. VI. Educational Sessions Potential Benefit of Physical Activity Food Labeling- Time for Local Action- Dr. Anthony Viera See attached PowerPoint Bills of Interest in the General Assembly- Dr. Colleen Bridger Dr. Bridger went over some bills in the general assembly that were up for consideration that the Health Department should keep an eye on and she will send some talking points and who to contact. None of these have reached a level of resolution yet from the Board of Health. • The helmet law passed crossover and would allow anyone over the age of 18 to not be required to wear a helmet. • Bill 703 did not make crossover and would limit local regulations for outside smoking. • Bill 132 requires teachers to talk to students about abortion. Health Director’s Report See attached Health Director’s Report MINUTES ORANGE COUNTY BOARD OF HEALTH May 22, 2013 Board of Health Minutes Transcription completed by Lisa Smith May 22, 2013 Page 3 Dr. Bridger made board members aware of a possible rabies exposure involving an owned dog with an unexplained wound. The dog was not current on his rabies vaccinations and is not able to be caught by his owners or the animal control officer. It had been more than 2 weeks at this point with all other methods and alternatives used to try and capture Lucky. The concern is the possibility that Lucky could be incubating and ultimately break with rabies since an animal could be incubating for months after an exposure this public health risk. The statue mandates us that a dog or cat be destroyed immediately by its owner or animal control officer unless the animal is currently vaccinated and receives a booster vaccination within 96 hours of a possible exposure. The only alternative at this point would be for the animal control officer to shoot Lucky as all other efforts to capture him have failed. Board members agreed that while no one wants to make this decision they support the health director’s authority to sign and order to uphold the statue. VIII. Board Comments IX. Adjournment Susan Elmore made a motion to adjourn the meeting at 8:35 pm seconded by Paul Chelminski and carried without dissent.
