Public Comment for Items NOT on Printed Agenda-None III. Approval of February 27, 2013 Agenda Motion to approve the Agenda of February 27, 2013 was made by Susan Elmore, seconded by Tony Whittaker, and carried without dissent. IV. Action Items (Consent) A. Minutes approval of January 16, 2013 meeting Motion to approve Consent Agenda was made by Liska Lackey, seconded by Susan Elmore, and carried without dissent. V. Action Items (Non-Consent) Budget Presentation/Discussion-Colleen Bridger MINUTES ORANGE COUNTY BOARD OF HEALTH February 27, 2013 Board of Health Minutes Transcription completed by Lisa Smith February 27, 2013 Page 2 See attached Budget Packet Dr. Bridger pointed out the increases in the recommended budget that are county controlled: such as telephone expenses, the 2% COLA for employees, employee equity adjustments, medical insurance costs, retirement match, the new shared position with Planning and the position reclassifications (done every three years). Additional increases, covered entirely by non-county dollars include: a new Senior Public Health Educator position to oversee Board of Health priorities; increasing a part time dental hygienist from 50% to 80% giving us 2 hygenists work 32 hours, $50,000 to continue the free Nicotine Replacement Therapy program, increased training and development for staff and computer kiosks to allow patients to apply for Medicaid and eventually other health insurance coverage. The fee schedule is essentially unchanged as the cost report has not yet been done by the State. Two additional fees are being recommended: Lamaze classes (a new program) and Adult tetanus and diphtheria vaccine (no longer free from the state). Motion to approve the budget and fee schedule was made by Liska Lackey, seconded by Michael Wood and carried without dissent. VI. Reports and Discussion with Possible Action A. Outside Agency Grant Review Process Each year a number of non-profit agencies apply to the county for funding. A review along with a completed scoring sheet needs to be available to the Health Director for presentation to the County Manager when the departmental budget is presented for his review. Generally, this happens in mid to late March. The Health Department received 8 applications this year. Each BOH member has been assigned to review 2-3 applications. The applications, financial information, score cards, and instructions were given to each BOH Member to review and send back to Lisa Smith by March 22. Adjournment Alex White made a motion to adjourn the meeting at 7:55 pm seconded by Liska Lackey and carried without dissent.
