Approval of November 20, 2013 Agenda Motion was made by Corey Davis to approve the agenda, seconded by Paul Chelminski and carried without dissent. IV. Action Items (Consent) A. Minutes Approval of October 23, 2013 Meeting Motion was made by Michael Wood to approve the October 23, 2013 meeting minutes, seconded by Tony Whitaker and carried without dissent. YRBSS/Chapel Hill/Carrboro Schools Overview Stephanie Willis, CHCCS Coordinator of Health Services & Programs presented the survey highlights and some additional collaboration between the Health Department and Chapel Hill/Carrboro City Schools. Findings available at http://www.chccs.k12.nc.us/groups/health-services-and- programs VI. Educational Sessions A. Panel: “Diverse Perspectives on the Need and Success of Integrative Healthcare” The 2011 Community Health Assessment identified Mental Health & Substance Abuse as priority health areas to address. Accordingly, the Board of Health included goals and action steps related to these priorities in their 2012-2014 Strategic Plan. One goal was to explore how mental health and primary care services can be integrated to increase access to mental health services. This panel (listed below) began this exploration, and included a panel of experts from across the state on integration. The main points from the panel included: 1. There is a lack of access to mental health services in our county, especially for the under and uninsured 2. The current mental health system is confusing for patients and family members to navigate – delaying or denying access to needed services 3. There exist a variety of models for integrating mental health and primary care services, with true integration involving co-location of services 4. There may be significant resistance to integration from many facets, including mental health care providers themselves Panelists: Dr. Drew Bridges, MD, DFAPA Dr. Bridges represented two organizations, AccessCare of CCNC, where he serves as a Network Psychiatrist, and the North Carolina Psychiatric Association where he has been involved in an initiative to write guidelines for psychiatrists’ involvement in Accountable Care Organizations, one of the structures that represent the future of integrated care. Dr. Bridges has been involved in public systems of care for 35 years, 25 of them as a psychiatrist in the Vance-Granville-Warren-Franklin Counties Area Program, and most of those years as the Medical Director of that program. Dr. Keith McCoy, MD Dr. McCoy is an American Board of Psychiatry and Neurology certified psychiatrist. He serves as Cardinal Innovations Healthcare Solutions Associate Medical Director and MINUTES ORANGE COUNTY BOARD OF HEALTH November 20, 2013 S:\Managers Working Files\BOH\Agenda & Abstracts\2014 Agenda & Abstracts/Jan Page 3 has worked there since February of 2012. He also works as a consult psychiatrist at Rex Hospital. Prior to working at Cardinal Innovations, Dr. McCoy served as the Interim Medical Director for the Wake County LME (local management entity). His medical school and residency training were both at UNC-Chapel Hill. Gary Rosson, PhD Gary Rosson has been a cancer researcher at UNC Lineberger Cancer Center for the last 13 years. Currently, he is the Lab Manager for a research project that uses next generation sequencing to screen cancer patients for genetic mutations. This information can then be passed to a patient’s oncologist for person alized treatment decisions. Maria Dover, MS, LMFT Maria Dover is a Licensed Marriage & Family Therapist. During her training, Maria worked as an integrated behavioral health clinician on a palliative care team at Vidant Hospital. She also was the integrated behavioral health clinician in a community health center in Eastern Carolina. Maria is currently the Pediatric Program Manager for the CHIPRA grant at the North Carolina Center of Excellence for Integrated Care. She works with pediatric providers across the state to improve the preventative care they provide in addition to building a more integrated model in their practice. VII. Reports and Discussion with Possible Action A. Communicable Disease Annual Report Sue Rankin reviewed highlights from the 2012-2013 Communicable Disease Annual Report noting Pertussis as being the largest outbreak for that time period. The volume did not meet requirements for CDC involvement, however the number of cases were up for the reporting period. Ms. Rankin also noted a slight increase in the number of rabies cases as well as an increase in Norovirus. B. 2014 Board of Health Schedule Motion was made by Michael Wood to approve the 2014 Board of Health Schedule, seconded by Paul Chelminski and carried without dissent. C. Board of Health Policies and Procedures Motion was made by Paul Chelminski to approve the Board of Health Policy and Procedure changes, seconded by Matt Carstens and carried without dissent. D. Elections (Chair and Vice-Chair) MINUTES ORANGE COUNTY BOARD OF HEALTH November 20, 2013 S:\Managers Working Files\BOH\Agenda & Abstracts\2014 Agenda & Abstracts/Jan Page 4 Corey Davis was nominated by Michael Wood to serve as Chair of the board beginning January 1, 2014. Corey Davis accepted the nomination. Vote was unanimous. Susan Elmore was nominated by Tony Whitaker to serve as Vice-Chair of the board beginning January 1, 2014. Susan Elmore was not present at the meeting; however Dr. Bridger expressed Ms. Elmore’s desire and consent to serve as Vice- Chair if nominated. Vote was unanimous. E. Health Director’s Report There were no questions from the board regarding the Health Director’s Report included in the packet. Dr. Bridger gave a brief update on a meeting she attended earlier that day hosted by State Medicaid in which they expressed the need to reform, become “whole person” centered, and integrate primary care with current services. The Board of Health is actively seeking to fill (1) Dentist representative position, and (1) At-Large representative position. Dr. Bridger emphasized the need to incorporate more diversity on the board. VIII. Board Comments None X. Adjournment A motion was made by Tony Whitaker to adjourn the meeting at 8:50 p.m., was seconded by Mike Carstens and carried without dissent.
