I. Welcome New Employees Dr. Bridger introduced new staff members: Melissa James, Registered Dietician, and Michelle Thompson, Accounting Technician II. Approval of October 23, 2013 Agenda Motion was made by Susan Elmore to approve the agenda, seconded by Liska Lackey and carried without dissent. IV. Action Items (Consent) A. Minutes Approval of September 25, 2013 Meeting Motion was made by Michael Woods to approve the September 25, 2013 meeting minutes, seconded by Liska Lackey and carried without dissent. V. Educational Session A. Panel: “New Opportunities in Substance Abuse Treatment & Legal System” MINUTES ORANGE COUNTY BOARD OF HEALTH October 23, 2013 Page 2 Panelists:  Lamar Proctor, Jr., Senior Assistant Orange County District Attorney Mr. Proctor has been with the Orange County District 15B District Attorney’s office since 2004. Prior to coming to North Carolina, Mr. Proctor served as the Assistant District Attorney in Brooklyn New York. He has extensive experience as a prosecutor from these two roles, including work in homicides, domestic violence, and property crimes. Mr. Proctor has served on the Governor’s Crime Control Commission and as an instructor for Family Violence Prevention in Orange County. He is the past president of the Orange County Bar Association in 2011.  James E. Williams, Jr., Orange County Public Defender James Williams has been the Orange County Public Defender Attorney for 22 years. He is a graduate of Duke, both undergraduate and law school. He serves on a variety of professional boards and commissions, including the North Carolina Commission on Racial Disparity in the Justice System and the North Carolina Advocates for Justice Taskforce on Racial and Ethnic Bias in the Legal System.  Trish Hussey, Executive Director of Freedom House Recovery Center Patricia “Trish” Hussey is the Executive Director of Freedom House Recovery Center. For 40 years, Freedom House has provided services to help people with addiction, mental illness, and developmental disability. They provide residential crisis services, outpatient substance abuse and mental health services, transitional living, and extended care.  Courtney Kennedy, Orange County Drug Treatment Court Coordinator Courtney Kennedy has been the coordinator of the Orange County Drug Treatment Court since 2003. The program provides options for families who have lost custody of children due to substance abuse, and individuals who are facing jail time for substance abuse. The goal of the program is to help substance abusers get treatment and free up resources from being used in court costs and incarceration. Ms. Kennedy provides client counseling, oversees drug screening, provides summary reports to the presiding judge, and maintains community partnerships for funding and other support for the program. Summary:  The panel discussion was streamed live on twitter and can be found on the Orange County Health Department’s “YouTube” channel at the following link: http://www.youtube.com/watch?v=8aQr7D0nXf8  The discussion centered around the following main points: o Substance abuse is a family issue. o Substance abuse and crime are linked in a feedback loop that leaves people with few life options. MINUTES ORANGE COUNTY BOARD OF HEALTH October 23, 2013 Page 3 o Treating substance abuse as a criminal issue instead of a public health issue harms the individual and the community. People do not get adequate treatment, and their criminal records leave few options for jobs. o There are limited substance abuse treatment and mental health services available. There is a need for more in-patient and extended treatment as funding for these services have been cut. This is true particularly for adolescents. o Substance abusers need more access to primary health care, as well as mental health and substance abuse treatment. o Drug crimes disproportionately affect communities of color.  There was a general desire to continue the conversation between health and the justice system to coordinate services and improve access in Orange County. VI. Educational Sessions A. Orange County Health Department Staff Strategic Plan-Meredith Stewart Meredith Steward gave an update on the Staff Strategic Plan recapping completion of the Culture Survey analysis. Priorities areas are the same as last year’s Staff Strategic Plan priorities. We will focus on the four pillars from the visioning exercise as we progress through this year’s Staff Strategic plan. B. 1st Quarter Financial Dashboard-Susan Wagoner & Dr. Colleen Bridger Dr. Bridger explained the Revenue Dashboards. For the first quarter, our total actual Health Department revenue is below the budget projection; however this is largely due to issues with the new state Medicaid payment system, NC Tracks. We anticipate this being a temporary issue and expect to see revenue go up once the state resolves those issues. Personal Health’s actual revenue is higher in the current fiscal year’s 1st quarter than last fiscal year’s 1st quarter. Dental revenue is down due to a Medicaid Provider Credentialing issue. This is also temporary and we expect to see an increase in Dental Medicaid receipts in the 2nd quarter. Overall total revenue is trending in the right direction. Susan Wagoner reviewed the Billing Accuracy dashboards. Due to issues with NC Tracks our Medicaid Billing accuracy is lower, but our percentage of claims with payment is higher than the accuracy goal for the 1st quarter. Overall billing accuracy has improved. C. BOH Quarterly Budget Report– Christy Bradsher Christy Bradsher reviewed the 1st Quarter Profit & Loss statement. While total revenue is down for the quarter at 17% total expenses are down as well at 21%. As a result, county funding for the quarter is slightly below budget at 23%. Once issues with NC Tracks and Dental Medicaid provider credentialing have been resolved we expect to see an increase in total revenue in the 2nd quarter. No action was taken. VIII. Closed Session to Discuss Health Director’s Annual Review Motion was made to go into closed session to discuss Dr. Bridger’s Annual Evaluation by Alex White, (ref. NCGS 143-318.11(a)6), was seconded by Susan Elmore, and carried without dissent. Motion was made to exit the closed session, seconded and carried without dissent. The Board of Health took the following action in closed session: designating Dr. Bridger’s WPPR rating as Exceptional. IX. Board Comments None X. Adjournment A motion was made to adjourn the meeting at 9:40 p.m., was seconded and carried without dissent.
