THE ORANGE COUNTY BOARD OF HEALTH MET ON June 25, 2014, at the Orange County Health Department, 300 West Tryon Street, Hillsborough, NC. BOARD OF HEALTH MEMBERS PRESENT: Corey Davis, Chair; Tony Whitaker, Michael Wood, Liska Lackey, Nick Galvez and Sam Lasris. BOARD OF HEALTH MEMBERS ABSENT: Susan Elmore, Vice Chair; Michael Carstens, Matthew Kelm, Commissioner Bernadette Pelissier and Paul Chelminski. STAFF PRESENT: Dr. Colleen Bridger, Health Director; Tersee Flores, Administrative Assistant II; Donna King, Public Health Education Director; Pam McCall, Public Health Nursing Director; Christy Bradsher, Financial and Administrative Services Division Director; Alan Clapp, Environmental Health Director; Stacy Shelp, Communications Manager; Meredith Stewart, Public Health Program Manager; Coby Austin, Senior Public Health Educator; Ashley Mercer, Senior Public Health Educator; Deborah Hamlin-Aggrey, Senior Public Health Educator, Sarah Hiller, Temporary Program Assistant and Anna Spier, Temporary Program Assistant. GUESTS PRESENT: None I. Welcome II. Public Comment for Items NOT on Printed Agenda: None Chairman Corey Davis thanked Michael Wood for his six years of service as a BOH Member and presented him with a plaque of recognition. III. Approval of June 25, 2014 Agenda Chairman Corey Davis asked for Item IV.B. Strategic Plan Approval to be moved from Action Items (Consent) to Item V. Action Items (Non Consent). Motion to amend the Agenda of June 25, 2014 was made by Sam Lasris, seconded by Tony Whitaker, and carried without dissent. Motion was made by Nick Galvez to approve the agenda, seconded by Liska Lackey and carried without dissent. Minutes Approval of April 23, 2014 Meeting Motion was made by Sam Lasris to approve the April 23, 2014 meeting minutes, seconded by Michael Wood and carried without dissent. B. Appointment of Representative to Orange County Child Poverty Council Tony Whitaker reported; The OCHD proposes to lead a collective impact model, adapted from the Harlem Children’s Zone and similar interventions. The oversight body, the Orange County Child Poverty Council will bring together collaborative partners to define a common agenda and goals. The BOCC has asked the BOH to appoint a representative. Motion from the Access to Care subcommittee that Liska Lackey be appointed as the Board of Health representative to the Orange County Child Poverty Council (OCCPC), no second needed, and carried without dissent. V. Action Items (non consent) A. Strategic Plan Approval Subcommittee representatives provided their recommended focus areas and action steps for inclusion in the 2014-2016 Board of Health Strategic Plan. The recommendations were formed with guidance from the 2011 Community Health Assessment, currently available primary and secondary health data, and input from staff and Board subcommittees. The BOH members discussed each subcommittee’s focus areas and action steps and made minor comments on language, which staff will incorporate in the plan. Motion was made by Sam Lasris to approve as amended the 2014-2016 Board of Health Strategic Plan, seconded by Nick Galvez and carried without dissent. VI. Educational Sessions A. Parks & Rec Master Plan Review David Stancil, DEAPR Director of the Department of Environment, Agriculture, Parks and Recreation provided a summary on the key points of the plan and areas of interest to the Board of Health. The 2030 plan includes sections on: MINUTES ORANGE COUNTY BOARD OF HEALTH June 25, 2014 S:\Managers Working Files\BOH\Agenda & Abstracts\2014 Agenda & Abstracts/June Page 3 • Overview of existing and past plans. • Inventory and assessment of current and planned future facilities. • Existing recreation programs and activity. • Demographics. • A multi-modal Community Needs Assessment. • Linkage to the 2030 Comprehensive Plan and other County and related parks plans. The BOH members had several questions that were addressed by David Stancil. The section, titled “The Role of Parks and Recreation in Improving Public Health” is found on page 79-83 in Chapter 8 of the link below. Attachment_Parks and Rec Master Plan.pdf B. Innovation Grant Update Meredith Stewart provided updates on the progress to date of the 2014 Innovation Grant Cycle. Each year staff submitted innovative proposals to provide better care, better health, and reduce healthcare cost for Orange County residents. The 2014 cycle funded eight projects totaling $19,779.16. Highlights: Sit stand desks, oven for Sportsplex, mobile technology/tablets, garden enhancements, space design, and speaker’s series. VII. Reports and Discussion with Possible Action A. Lactation Resolution Anna Spier, Temporary Program Assistant, presented an overview on the benefits of breast-feeding and a recommendation for a comprehensive lactation program for Orange County employees including; dedicated lactation spaces, flexible time options and education resources. The Board was asked to consider a resolution expressing the Board of Health’s support of breastfeeding and for enacting a workplace lactation program and policy for Orange County employees. Note: Liska Lackey had to leave the meeting early so no action could be taken due to lack of quorum. Resolution will be voted on by email. B. Committee to Select new BOH Member Chairperson Corey Davis requested a small number of volunteers to be on a selection committee to review and go through applications and bring recommendations to the August BOH meeting. Health Director’s Report There were no questions from the board regarding the Health Director’s Report included in the packet. D. Media Items Media Items were in the packet which focused on Orange County’s events and our involvement in various efforts. VIII. Board Comments No additional comments given. X. Adjournment A motion was made by Sam Lasris to adjourn the meeting at 9:00 p.m., was seconded by Nick Galvez and carried without dissent.
