ORANGE COUNTY HEALTH DEPARTMENT MISSION STATEMENT: To enhance the
quality of life, promote the health, and preserve the environment for all people in the
Orange County community.
THE ORANGE COUNTY BOARD OF HEALTH MET ON February 5, 2014, at the
Orange County Health Department, 300 West Tryon Street, Hillsborough, NC.
BOARD OF HEALTH MEMBERS PRESENT: Corey Davis, Chair; Susan Elmore, Vice
Chair; Tony Whitaker, Michael Wood, Michael Carstens, Paul Chelminski, Matthew
Kelm and Commissioner Bernadette Pelissier.

GUESTS PRESENT: Aimee McHale, UNC Professor; Sierra Shell, UNC Student; Alec

Chairperson Corey Davis took a moment to congratulate and acknowledge Dr. Colleen
Bridger in receiving the North Carolina Health Director of the Year Award.
I. Welcome New Employees
Dr. Bridger introduced new staff members: Alan Clapp replaced retiree Tom Konsler as
the Environmental Health Director; Tersee Flores, Administrative Assistant to Colleen
Bridger; April Walker, Office Manager; Coby Austin, Senior Public Health Educator;
Matthew Dallas, Registered Dietitian and Audrey Driskill, Family Nurse Practitioner II
II. Public Comment for Items NOT on Printed Agenda: None
III. Approval of February 5, 2014 Agenda
Motion was made by Michael Carstens to approve the agenda, seconded by Tony
Whitaker and carried without dissent.

IV. Action Items (Consent)
A. Minutes Approval of November 20, 2013 Meeting
Motion was made by Michael Carstens to approve the November 20, 2013 meeting
minutes, seconded by Michael Wood and carried without dissent.
B. State of the County Health Report (SOTCH)
Dr. Bridger reminded members that the SOTCH report was published and initially
sent to the board in December 2013 and needs to be approved for accreditation
purposes by the BOH.
Motion was made by Susan Elmore to approve the State of the County Health
Report, seconded by Bernadette Pelissier and carried without dissent.
V. Action Item
A. Bilateral Tubal Ligation Program Recommendation
Pam McCall, Public Health Nursing Director presented a recommendation to
provide voluntary Bilateral Tubal ligation at no cost to the patient for uninsured
women who live in Orange County. Pam’s request is to fund this program with
$30,000 in Medicaid cost settlement money.
Uninsured women in Orange County who desire permanent contraception have
limited options. This is a costly procedure for the patient even with the self-pay
discount at UNC. OCHD can negotiate with providers to pay for these services at
a greater discount for qualifying women. They are requesting a fund be
established to pilot paying for tubal ligations for uninsured women who want
permanent contraception. Depending on the results of the pilot program, the
Health Department may request continued funding for the program in FY ’15-’16.
The BOH members had several questions that were addressed by Pam McCall
and Dr. Bridger.
Motion was made by Paul Chelminski to approve the Bilateral Tubal Ligation
Program Recommendation and allocate $30,000 dollars from the Medicaid cost
settlement fund, seconded by Susan Elmore and carried without dissent.

VI. Educational Sessions
A. Billing Dashboard Quarterly Reports
Susan Wagoner, Patient Account Rep. Supervisor, reported on the Billing
dashboard. She highlighted that Revenue and Billing accuracy are trending in the
right direction, with the exception of dental revenue which they have not yet
received (due to on-going problems with NC Tracks).
B. Children Living in Poverty
Dr. Bridger took a moment to thank guests Amy McHale, Alec Moore and Sierra
Shell for their role in creating a business plan for addressing child poverty in
Orange County.
Dr. Bridger provided an overview of the increasing problem of children living in
poverty in Orange County. She included trends in related indicators, evidence for
the importance of early childhood from the ACES study, a geospatial analysis of
the distribution of children in poverty, and a recommended plan for intervention.
The intervention plan will include the creation of a full time Program Coordinator
position at the Orange County Health Department, to be included in this year’s
budget request. The position will focus on planning for comprehensive
interventions modeled after the Harlem Children’s Zone project to reduce child
poverty.
C. Access to Care Dashboard
Mike Fliss, Health Informatics Manager presented and reviewed the Access to
Care Dashboards and received feedback from board members. He advised the
dashboards are on the Health Department website.
VII. Reports and Discussion with Possible Action
A. Health Director’s Report
There were no questions from the board regarding the Health Director’s Report
included in the packet.
Dr. Bridger covered the Frameworks training and how well it went. The next step
is to reconvene the group of people focused on childhood mental health issues.
She discussed having a consistent messaging campaign so they may practice
their framing skills, specific to childhood mental health communications.

B. 2014 Board of Health Roster
BOH members were asked to review Board of Health Roster so that we may
update and correct any changes.
The Signature Page for Receipt of Board of Health Policy and Procedure Manual
and the Signature Page for Receipt of NC Public Health Statutes 130A was passed
around for signatures acknowledging it was received by the BOH members.
C. Media Items
Media Items were in the packet which focused on Orange County’s events and
our involvement in various efforts.
VIII. Board Comments
The Board of Health is actively seeking to fill (1) Dentist representative position,
and (1) At-Large representative position.
Chairperson Corey Davis reported there were several candidates whom applied.
He requested a small number of volunteers to be on a selection committee to
review and go through the applications and bring recommendations to the
February BOH meeting. Michael Carstens, Tony Whitaker and Susan Elmore
volunteered.
Matthew Kelm reported a successful meeting at the Board of Pharmacy
presentation. The Board of Pharmacy voted to change their rules and allow public
health nurses to dispense naloxone under a standing order.
X. Adjournment
A motion was made by Susan Elmore to adjourn the meeting at 8:25 p.m., was
seconded by Matthew Kelm and carried without dissent.
The next Board of Health Meeting will be held February 26, 2014 at the Orange
County Health Department, 300 West Tryon Street, Hillsborough, NC at 7:00 p.m.
