ORANGE COUNTY HEALTH DEPARTMENT MISSION STATEMENT: To enhance

THE ORANGE COUNTY BOARD OF HEALTH MET ON April 23, 2014, at the Orange
County Health Department, 300 West Tryon Street, Hillsborough, NC.
BOARD OF HEALTH MEMBERS PRESENT: Corey Davis, Chair; Susan Elmore, Vice

Motion was made by Susan Elmore to approve the agenda, seconded by
Bernadette Pelissier and carried without dissent.

A. Minutes Approval of March 26, 2014 Meeting
Motion was made by Liska Lackey to approve the March 26, 2014 meeting

V. Educational Session
A. 3rd Quarter Financial Reports
Christy Bradsher reported on the 3rd Quarter Financial report which was included in the
packet. For the reporting period July 1, 2013 through March 31, 2014 the department’s
total revenue received is 66.79% of total budgeted revenue. Total actual expenditures
for the department are 69.42% of total budgeted expenditures.
Overall, actuals to budgeted amounts for both revenue and expenditures are on track
and we anticipate meeting targeted budget projections for the current fiscal year.
B. 3rd Quarter Billing Dashboard Reports
Susan Wagoner gave a summary on the 3rd Quarter Billing Dashboard Reports. The
dashboard shows that we are currently billing at an average of 80% accuracy.
Compared to the past two years, our accuracy has almost doubled. Two reminders of
note: because of missing or incorrect patient information, we will never be able to bill at
100% accuracy; and 90% accuracy during flu season (October/November) is only
possible with the increased “easy” claims.
Also, the previous month will always have low accuracy because of the amount of time
it takes for payments to post to our system from payer sources.
She mentioned at this point, they have reached their billing accuracy target for this year.
They will continue Billing QI and hope to maintain or make additional, but slow gains in
their accuracy.
The BOH members had several questions that were addressed by Susan
Wagoner and Dr. Bridger.
C. Public Health Month Overview
Stacy Shelp gave a brief update on the 2014 Public Health Month (PHM) Activities.
They are recognizing staff, services and education with a daily social media posts, and
also raising awareness about what public health is and what we do. She reviewed the
“Everything Orange Ads” with the BOH members which included: Clinical Services,
SFPP, Take it to the Box). Major PHM activities included:
• Orange County Resource Expo on April 4th was a success.
• All Staff meeting distributed new OCHD t-shirts.
• WCHL interview with Dr. Bridger about Naloxone.
• National Public Health Week Twitter Chat.
• Staffs were provided with ‘I am Public Health’ buttons.

• Lunch and Learn
• Innovation Speaker, Andre Blackman.
• Health Kids Day
• Provider Luncheon
Stacy Shelp discussed the County Social Media policy and how the health department
utilizes our online communities to build our brand and partnerships, as well as share
health related information and recruit patients. Board of Health members were
encouraged to engage online with the health department and our partners.

D. FrameW orks “Handed to Them on a Plate” Training
Dr. Bridger presented Frameworks Food and Fitness from the Wide Angle Lens
Training (presentation attached to the agenda).
Dr. Bridger encouraged the BOH member’s to Google Frame Works Institute website. It
offers tool kits for a variety of different social issues; where you can see what the
simplifying models are for those issues, the talking points and examples of how the
values can be integrated. Please see link below.

E. 2012-2014 Strategic Plan Progress Report
The BOH Strategic Planning process has just kicked off at the last BOH meeting with
speed storming. Meredith Stewart reported on the preparation for the creation of the
2014-2016 Board of Health Strategic Plan, a review of accomplishments to-date and
ongoing activities from the 2012-2014 Board of Health Strategic Plan. Subcommittees of
the BOH will be meeting over the next month to determine their action steps for the
2014-2016 plans.
The three priority health topics within the 2012-2014 Board of Health Strategic Plan will
remain the same. Subcommittees will meet to decide if they will change focus areas
within their priority health topic.

VI. Reports and Discussion with Possible Action
A. Child Fatality Prevention Team
Pam McCall reported on a review of CFPT/CCPT in Orange County North Carolina. It
included a description of membership, duties, procedures and activities.
B. Joint Meeting with BOCC
Dr. Bridger reminder all BOH members the Joint Meeting with the BOCC is May 13,
2014. She requested three volunteers to give Strategic Plan update presentation with
an intro to the board’s strategic planning process and moderating questions.
Tony Whitaker, Susan Elmore and Corey Davis volunteered.
C. Health Director’s Report
There were no questions from the board regarding the Health Director’s Report
included in the packet.
D. Media Items
Media Items were in the packet which focused on Orange County’s events and
our involvement in various efforts.
VIII. Board Comments
No additional comments given.
X. Adjournment
A motion was made by Matthew Kelm to adjourn the meeting at 9:00 p.m., was
seconded by Nick Galvez and carried without dissent.
The next Board of Health Meeting will be held May 28, 2014 at the Orange County
Health Department, 300 West Tryon Street, Hillsborough, NC at 7:00 p.m.
