ORANGE COUNTY HEALTH DEPARTMENT MISSION STATEMENT: To enhance the quality
of life, promote the health, and preserve the environment for all people in the Orange County
community.
THE ORANGE COUNTY BOARD OF HEALTH MET ON September 23, 2015, at the Orange
County Health Department, 300 West Tryon Street, Hillsborough, NC.
BOARD OF HEALTH MEMBERS PRESENT: Liska Lackey, Vice Chair; Commissioner Mia
Burroughs, Barbara Chavious, Paul Chelminski, Dan Dewitya, Jessica Frega, Nick Galvez, Sam
Lasris, and Reena Mehta.
BOARD OF HEALTH MEMBERS ABSENT: Susan Elmore, Chair; Timothy Smith.
STAFF PRESENT: Dr. Colleen Bridger, Health Director, Alan Clapp, Environmental Health
Director; Rebecca Crawford, Finance and Administrative Services Division Director; Donna
King, Health Promotion & Education Services Director; Pam McCall, Public Health Nursing
Director; Meredith Stewart, Public Health Program Manager; and La Toya Strange,
Administrative Assistant II.
GUESTS PRESENT: None
I. Welcome
Liska Lackey introduced new Board of Health member, Barbara Chavious.
II. Public Comment for Items NOT on Printed Agenda: None.
III. Approval of the September 23, 2015 Agenda
Motion was made by Mia Burroughs to approve the agenda, seconded by Nick Galvez
and carried without dissent.
IV. Action Items (Consent)
A. Minutes Approval of August 26, 2015 Meeting
Motion to approve Consent Agenda without corrections to the August 26, 2015 minutes
was made by Sam Lasris, seconded by Dan Dewitya and carried without dissent.
V. Educational Sessions
A. BOH Member Training
Bill Browder from the North Carolina Institute for Public Health began by introducing and giving
a brief background of himself. His presentation was titled “Roles and Responsibilities of Local
Public Health Governing Boards”. Each member was given a packet that included a copy of the
presentation along with other educational materials. Learning objectives were to 1) describe

key concepts underlying the practice of public health and the role a board of health plays in
carrying out core functions and essential services, 2) identify the laws and statutes regulating
the local public health system, and 3) describe the guidelines and expectations for being an
effective board member. The covered training content was divided into five sections.
• Public Health Milestones and Current Challenges
• Public Health Functions and Essential Services
• Legal Responsibilities and Authority
• Board Members’ Work
• Effective Governance
Time was allowed for questions and the completion of registration and evaluation materials
associated with the training.
The BOH members had questions that were addressed by Mr. Browder and Dr. Bridger.
VII. Board Comments
Liska Lackey reminded all of the upcoming Community Listening Sessions for the 2015
Community Health Assessment. Ms. Lackey urged all members to sign up to attend a session.
Dr. Bridger added that there was a BOH member in attendance at every session at the last
series of Community Listening Sessions. Ms. Lackey stated that she will send an email
specifying the time and location of each session. Dr. Bridger also notified them that Ashley
Mercer, Healthy Carolinians Coordinator, will send out reminder emails to the BOH members
with the time and location of the session that they signed up for. Dr. Bridger also stated that
these sessions will assist with the selection of the focus areas for the next Strategic Plan which
should be completed by April or May 2016 and will become effective on July 1, 2016.
VIII. Adjournment
A motion was made by Mia Burroughs to adjourn the meeting at 8:29 p.m., was seconded
by Nick Galvez and carried without dissent.
The next Board of Health Meeting will be held October 28, 2015 at the Orange County
Health Department, 300 West Tryon Street, Hillsborough, NC at 7:00 p.m.
