Approval of January 28, 2014 Agenda Motion was made by Bernadette Pelissier to approve the agenda, seconded by Liska Lackey and carried without dissent. IV. Action Items (Consent) A. Minutes Approval of November 19, 2014 Meeting Motion to approve Consent Agenda with corrections to the November, 2014 minutes as follows was made by Sam Lasris, seconded by Esther Earbin and carried without dissent. MINUTES ORANGE COUNTY BOARD OF HEALTH January 28, 2015 Page 2 Corrections: Agenda Item V. B – The minutes should reflect that $80k and $100k are monthly revenue figures. Agenda Item IV.B. – The minutes should reflect that during discussion of the BOH Fee & Eligibility Policy, the Board sought clarity on the proposed policy to apply the sliding fee scale to the deductible per Title X regulations. Staff reported to the Board that County Attorney Annette Moore found no legal reason not to comply with the Title X Regulation in this case. V. Educational Sessions A. Quarterly Financial Reports Dr. Bridger reported on the 2nd Quarter Financial report which was included in the packet. Average YTD monthly revenue in FY14-15 after the 2nd Quarter is $189,000 per month or $1.1million dollars year to date, representing 46% of our overall budgeted revenue for the year. This is an increase from an average of $174,000 per month in FY13-14. Revenue is slightly below budget projection ($207,000 per month, $2.5 million dollars per year). Some annual grant money for the year is still to be received that would raise the mid-year revenue amount if received (e.g. all of the $100,000 for Health Disparities is still to be received, but if it were split mid-year, would contribute $50,000 to the mid-year amount). Dr. Bridger gave a summary on the 2nd Quarter Billing Dashboard Reports. The dashboard shows that Medical increased its billing accuracy from 73% in FY 12-13 to 84% in FY 13-14. After surpassing our billing accuracy goal of 80% in FY 13-14, we set a new goal of reaching 90% in FY 14-15. Current, combined accuracy this quarter in Medical and Dental clinics is 80%, with each clinic very close to that combined average (Medical: 80%, Dental: 81%). The BOH members had several questions that were addressed by Dr. Bridger. B. Family Success Alliance Update Meredith Stewart provided an update on activities related to the Family Success Alliance from July 2014 – December 2014. The Family Success Alliance (FSA) recently marked six months of official implementation with the selection of the two initial pilot zones from the six zones initially identified using the Health Department’s poverty index. The FSA Advisory Council voted unanimously to select Zone 4 and Zone 6 to pilot new collective impact efforts to counter the effects of poverty on children in these zones in Orange County. Zone 4 is located between I-40 and I-85 in central Orange County, and includes A.L. Stanback Middle and New Hope Elementary. Zone 6 is a densely populated zone that encompasses from downtown Chapel Hill southwest to Highway 54. MINUTES ORANGE COUNTY BOARD OF HEALTH January 28, 2015 Page 3 From January 2015 - March 2015, staff of the Family Success Alliance and Zone partners will be working together to identify the "gaps" in the cradle to career pipe line in Zone 4 and Zone 6. This includes qualitative data collection through key informant interviews and focus groups, as well as quantitative data collection through door -to-door surveys in the zones and surveys of service providers/organizations. The BOH members had several questions that were address by Meredith Stewart. VI. Reports and Discussion with Possible Action A. Alcopop Youth Presentation Marianne Hark, Program Director and local youth from Orange Partnership for Alcohol and Drug Free Youth provided an overview of the current issues related to youth access to “Alcopops”, the general term for certain flavored alcoholic beverages. They also discussed the key concerns related to the regulation and sales of these beverages, and what implications exist for youth alcohol consumption and local and statewide efforts to address Alcopops in the retail environment. Bernadette Pelissier suggested Ms. Hark present at the next BOCC meeting and request this issue is placed on the BOCC legislative goals. The BOH members had several questions that were address by Marianne Hark and the local youth who attended. Marianne requested a letter of support from the Board. No motion needed; Board members agreed to submit a letter of support. B. WTMP Rule Change Based on Session Law 2014-120 and the results of the Osborne-Phillips case the Groundwater and Wastewater rules are subject to amendment. Annette Moore discussed the Osborne-Phillips ruling. Alan Clapp discussed the Legislative mandates. An itemized listing of all Environmental Health changes was listed in the attached Legislative Changes memo. Since Orange County has local rules for Onsite Wastewater and Groundwater these changes will need to be adopted in rule amendments subject to Chapter 130A-39. The advertisement of rule adoption will be carried out by staff. The rule changes will be available for review at the county clerk’s office, Health director’s office and Environmental Health office. Discussion for adoption of the changes will be at the February 25, 2015 Board of Health meeting. The BOH members had several questions that were address by Alan Clapp, Environmental Health Director and Annette Moore, County Attorney. Recommendation of Pharmacist for BOH Pharmacist position recommendation: Dan Dewitya has been a pharmacist for more than 15 years at Lincoln Community Health Center. He is the formulary manager at the clinic and serves on the Environment of Care Committee. During this time he has also served as an adjunct assistant professor with UNC Eshelman School of Pharmacy and a preceptor with the University Of Florida College Of Pharmacy where he had the opportunity to train future pharmacists. Motion was made by Sam Lasris to recommend to the BOCC that Dan Dewitya be appointed to the BOH, seconded by Liska Lackey and carried without dissent. D. Health Director’s Report There were no questions from the board regarding the Health Director’s Report included in the packet. Dr. Bridger gave a brief update on the Innovation Grant 2014 End of year report and 2015 Grant Awards. E. Media Items Media Items were in the packet which focused on Orange County’s events and our involvement in various efforts. VII. Board Comments Chairperson Susan Elmore shared Esther Earbin will be leaving, she accepted a fellowship to teach in Germany. VIII. Adjournment A motion was made by Tony Whitaker to adjourn the meeting at 8:30 p.m., was seconded by Esther Earbin and carried without dissent.
