PURPOSE: To provide final review and comment on the Justice Facilities Project, including
River Park and the Farmer's Market, prior to' solicitation of bids.
BACKGROUND: For the past two years, three separate groups have been involved in the
design planning of the Justice Facilities Expansion project: the architect selection committee,
the interior planning committee and the exterior planning committee, which included the
Farmer's Market and' improvements to River Park.
The County Commissioners reviewed the project in June, 2006, prior to its submittal to the Town
of Hillsborough. Following three work sessions with the Hillsborough Historic District
Commission (HDC) beginning in June, 2006, the project received the certificate of
appropriateness on November 1, 2006. Changes requested by the HDC maintained the
architectural integrity of the design proffered by the Exterior Planning Committee. The project
architect, Corley Redfoot Zack, will be at the meeting to present the HDC approved design to
the Commissioners.
On November 8, 2006, the project was approved by the Hillsborough Board of Adjustment,
conditioned upon the following:
1. The eastern terminus of the Riverwalk Trail aligns with the continuation planned by
Classical American Homes Preservation Trust; and
2. The building elevations dated October 18, 2006 are the final version; and
3. The remote toilet addition is handicap accessible; and
4. The stormwater plans are approved by the Town's consulting engineer; and
5. A written plan for the remote (off-site) parking facility and its operation is provided to
the Town staff before the Zoning Permit is issued for the project to demonstrate
limitations provided for employee parking on the campus.
With the Town approvals in place, the project is now ready for final review and approval by the
Board of Commissioners in order that construction drawings/specifications may be completed in
preparation for bidding by the end of the calendar year.
Bids will be released by the end of December and are tentatively scheduled for receipt on
January 23, 2007.
FINANCIAL IMPACT: Consultants are currently updating cost estimates of the project, as
approved by the HDC and Hillsborough Board of Adjustment. Although results are not
complete, preliminary estimates are consistent with the earlier project estimates. The entire
project budget, including all hard and soft costs, was set by the Board at $10.2 million.
RECOMMENDATION(S): The Manager recommends that the Board approve the design of the
Justice Facilities Expansion Project elements as presented.
