PURPOSE: To receive a grant from the State Emergency Management Agency to help support
the County emergency management program.
BACKGROUND: The State provides grants to local governments to help support local
emergency management programs. The grant is based on the county population and a share of
the program cost. Counties with over 200,000 population are eligible fora 100 percent
matching cost grant based on certain emergency management functions. Counties with less
than 200,000 population are eligible fora 50 percent match. The grants are awarded each year
and may vary depending on the federal funding available. This grant has been awarded to
Orange County for multiple years to offset the personnel costs of the Emergency Management
Specialist position, and a portion of the Health Department position coordinating the Community
Emergency Response Team program, as well as other operating costs.' Associated revenues
have been included in each year's budget.
Staff was notified that the County was awarded a grant in the amount of $29,887.12 on
November 17, 2006. The following chart displays the amounts of Emergency Management
Performance Grant funds awarded the County over the last several years.

FINANCIAL IMPACT: The grant requires a 50 percent local match of funds. The currently
approved Emergency Management budget includes the required matching funds. No additional
funds will be required.
RECOMMENDATION(S): The Manager recommends that the Board receive the grant and
authorize the Interim Emergency Management Director to sign the grant award and cost report.

Enciased for signature are the Emergency Management Pertormance Grant (EMPG) Annual Grant
Award agreement and the Cost Report -Fiscal Year 2006, which allocates your FY 2006 EMPG amount.
Please note_this year that there are two award amounts. The "Annual Grant Award Amount" is the award
for each county based on a specific formula applied to awarded federal monies, This "Annual Grant
Award Amount" is to be used to pay county Emergency Management Salaries and benefits., The
"Supplemental Amount" award is for additional EMPG funding the state provides above the annual grant
award amount..
This year the NG Division of Emergency Management was able to provide an additiona139 °/a
supplemental amount monies to the counties above the annual grant award amount. We
encourage you to use this supplemental-amount award to better enhance your Emergency
Management capabilities.
Upon receipt of these documents, please acquire the authorized signatures. Once all signatures are
afFixed, the originals are to be returned to your appropriate Branch Office by Friday, December 8, 2006„

The performance.period for the EMPG awards is October~l, 2005 to March 31, 2007. Pages 2 and 3

• Each county by September 30, 2006 shalt have completed the following:
Support Branch Manager and your Branch offices;
• Encarporated NIMS into existing training programs and exercises;
• Participated in an all-hazard exercise program based on NIMS that involves responders
from multiple disciplines and multiple jurisdictions;
• Incorporated corrective actions into preparedness and response plans and procedures;
• Inventoried community response assets to conform to homeland security resource typing
standards;
• Revised and updated plans and 50Ps to incorporate NIMS components, principles and
policies, to include planning, training, response, exercises, equipment, evaluation, and
corrective actions;
• ,Promoted intrastate mutual aid agreements;
• Managed all emergency incidents and preplanned (recurring/special} events in accordance
with ICS organizational structures, doctrine, and procedures, as defined in NIMS;
• Adopted NIMS at the community level for all government departments and agencies; as well
as promote and encourage NIMS adoption by associations, utilities, non-governmental
organizations (NGOs), and private sector inciden# management and response organizations;
^ Updated your Statewide Mutual Aid Agreement and provided an electronic copy to the State
Information S~ Planning Chief (gfaltinowski aG7ncem.org) by September 30, 2006:
^ At a minimum verified at least one person from each funded jurisdiction attended the Fall
Emergency Management Association Conference.. Attendance of all local EM staff at both the
Spring and Fall conferences is encouraged, but not required;
^ Each funded jurisdiction conducted a training assessment using the NCEM Needs Assessment
to determine the types of training needed to further develop and maintain a quality Emergency
Management Program in that jurisdiction..Training requirements should be coordinated
through the NC Division of Emergency Management's Branch Offices and the Information &
Planning Section., Your completed training needs assessment calendar year 2007 document
should be sent to the Division of 1mergency Management, Information & Planning, Training &
Exercising Branch to Diane Stanton by September 30, 2006;
= Each funded jurisdicfron planned for and participated in a minimum of two disa$ter exercises„
Exercises should include multiple local andlor state agencies, and may take the form of a table-
top or a functional activity., Exercise activity should be coordinated with your appropriate
Branch Office; and the Division's Information 8~ Planning Training & Exercising Branch,
including details and dates of your exercises;
= During this fiscal .year each funded jurisdiction tested the satellite telephone by contacting your
appropriate NC Division of Emergency Management's Branch Office the first and last Fridays
of each month;
• During this fiscal year each funded jurisdiction worked on the formation of a Loca{ Emergency
Planning Committee (LEPC). The LEPC should be Gounty or Regional;
• Each funded jurisdiction worked on the formation of an Unmet Needs Committee., Your
appropriate Branch Office will work with you to establish this committee;
= Each funded jurisdiction sent in ari EM-43 Emergency Event Forrn to advise the Division's
Communication Officer of events such as, Hazardous Material Spills, Property Damage,
Injuries and/or Deaths, Relocation of a minimum of 1 ~ Residents, Opening of Shelter(s), and
Terrorism related activities;
• Each funded jurisdiction developed a written plan for the implementation and operation of a
county receiving and distribution center„
^ Each funded jurisdiction developed a written summary of shelter plans to include housing
general populations of evacuatees, and special populations of evacuees, (special populations
would include residents of hospitals, nursing homes, assisted living facilities, and home health
patients..)

FUNDING ELIGIBILTY CRITERIA:
• Federal funds administrated through the State are available to local governments to assist in the
cost of developing and maintaining a "Comprehensive Emergency Management" program.
Continued EMPG funding is contingent upon completion of a1I EMPG funding requirements,. The
following eligibility criteria must be adhered to during FFY 2006 for EMPG funds:
• Every participant must be established as an Emergency Management agency by appropriate or
county reso{ution/ordinance;
• The county must have afull-time or part-time (at feast 50%) Emergency Management Program
Director;
• Employees must be covered by an approved Pay Plan.: However, the Director may
be exempt from this requirement;
• .The political subdivision must have an acceptable local travel regulation plan or
accept the state travel regulations.
Termination Date. The termination data of this Grant Award is March 31, 2007
Compliance. Failure to comply with the specified conditions will result in the retum of this grant award
to the North Carolina Division of Emergency Management,
Funding. Afl terms and conditions of this Agreement are dependent upon and subject to the allocation
of funds for the purpose set forth and the Agreement shall automatically terminate if funds cease to be
available:.
Taxes. The Grantee shall be considered to be an independent grantee and as such shaii be
responsible foi• ail taxes,:
Warran As an independent Grantee, the Grantee will hold the Grantor harmless for any liability and
personal injury that may occur from or in connection with the performance of this Agreement::
State Property.. The Grantee shall be responsible for the custody and care of any property furnished for
used in connection with the pertormance of this Agreement:.
Sites. This Agreement shaii be governed by the laws of North Carotins and any claim for breach or
enforcement shall be filed in State Courtin Wake County, North Carolina..
Antitrust Laws. This Agreement is entered into in compliance with all State and Federal antitrust laws.,
Entire Agreement. This Agreement and any exhibits and amendments annexed hereto and any
documents incorporated specifically by reference represents the entire agreement between the parties
and supersedes ail prior oral and written statements or agreements.. This Agreement may be amended
only by written amendments duty executed by the Grantor and the Grantee.,
Effective Date. This grant shall become effective upon return of this original grant agreement and cast
report, properly executed on behalf of the Grantee, to the Division of Emergency Management..

Scope of Services to be rendered., The purpose of this Grant is to provide funds to assist the Grantee
in cost of developing and maintaining a comprehensive Emergency Management Program. This Grant
is subject to the obligations as may be reasonably prescribed by the Division of Emergency
Management and consistent with the purpose of N.C.,G.S. 166A, as amended below.,
Compensation. The Grantor agrees that it will pay the Grantee as complete and total compensation
for the services to be rendered by the Grantee.. Payment to the Grantee far expenditures under this
Agreement will be reimbursed after your cost report is submitted.
The Grantee will perform ail tasks/objectives set forth in the Grant Award hereto:
• Established the community's NIMS baseline against the FY 2005 and FY 2006
implementation requirements by September 30.2006;
• Completed the (IS-800} The National Response Plan (NRP) Course by September 30, 2006
• Completed the (ICS-100) An Introduction to 1CS (online) and (ICS-200) Basic ICS Course
(classroom) by September 30, 2006;
