PURPOSE: To receive public comment on Phase. One recommendations of the jointly
prepared Hillsborough and Orange. County Strategic Growth Plan.
BACKGROUND: Growth pressures within the Town of Hillsborough, as well as in adjacent
areas of Orange County jurisdiction where the Town provides water and sewer services, .
prompted the Town and County to enter into a joint planning process to develop a 'Small Area
Plan' (SAP). There are limitations to water resources, so the efficient and locational allocation
of these and other resources are paramount. A Town of Hillsborough and Orange County
Steering Committee has worked for the past year with the assistance of planning consultants
(Clarion) to prepare the Strategic Growth Plan. The Plan is intended to clarify the most
desirable rate, timing, and location for growth occurring over the next 20 years within and
around the Town of Hillsborough.
An executive summary is on page one of the report.
The Plan is divided into two phases and intended for presentation over two quarterly public
hearing cycles. The first phase of the Plan involves a "big picture" view and defines five key
areas as follows:
1. Town limits: No change; County has basic courtesy review of activities meeting certain
thresholds.
2. Town Extra-territorial jurisdiction (ETJ): Minor change; Hillsborough would delete
existing ETJ west of Town within Eno River critical area plus an area immediately south
for additional ETJ to the east, southeast, south, and southwest of town where services
are more viable and encouraged.
County has basic courtesy review of activities meeting certain thresholds.
3. Hillsborough Urbanizing: This is primarily areas of 10 and 20 Year Transition and EDD
in the Land Use Element of the Orange County Comprehensive Plan, includes Pathways

Elementary School, Churton Grove, and sizable areas around Waterstone and
Cornwallis Hills.
Substantial changes here; following adoption of Plan and new interlocal agreement,
Town will assume day-to-day administration of zoning and sub-division activity.
Land Use Plan amendments and/or zoning changes require joint or separate public
hearings and County approval. County has detailed courtesy review of projects in area.
4. Orange County Urbanizing: Composed primarily 10 and 20 Year Transition and EDD
on the outer edge of Hillsborough Urbanizing.
County is in charge of day-to-day administration of zoning and sub-division activity.
Plan amendments require joint public hearing and approval of Town.
Zoning is responsibility of County, but must be consistent with Plan.
Town has detailed courtesy review of projects.
Outer boundary of this area will be annexation boundary and the Water and Sewer
Management, Planning and Boundary Agreement (WSMPBA) will be amended to include
this area plus areas 1, 2, and 3 in Hillsborough Primary Service Area.
5. Central Orange Rural Buffer: Composed of areas currently identified as Agricultural
Residential and Rural Residential in the Land Use Element bordering Orange County
Urbanizing.
County is in charge of day-to-day administration of zoning and subdivision activity and
plan and zoning changes.
Area presently has a series of 'greenbelt' uses and is to remain rural low-density with no
extension of urban services and no annexation. Portions of this area will be redefined in
WSMPBA as Hillsborough Long-Term Interest Area meaning public water and sewer
service only for public health emergencies. Town, has basic courtesy review.
The areas are identified on the attached map and described in detail in the accompanying table.
If the above jurisdictional recommendations are approved, Phase Two of the Plan will involve
specific land use and density recommendations for areas 3, 4, and 5 as well as an Interlocal
Agreement and modified WSMPBA and will be considered at a future quarterly public hearing,
perhaps as early as February 26, 2007.
FINANCIAL IMPACT: No County financial impact at. this time with human resources being
from existing Planning Department staff and consultant services covered by budgeted funds.
RECOMMENDATION(S): The Administration recommends that the proposed Phase One
recommendations be referred to the Planning Board for a recommendation to be returned to the
County Board.of Commissioners no sooner than December 12, 2006.

subdivision regulations will be implemented and day-to-day land
use administration will be ceded to Town.
Zoning changes that are consistent with Plan recommendations
have to be approved by Town and County following a joint

Zoning not consistent with Plan requires consideration of a Plan
amendment at a joint public hearing or two independent public
hearings and joint approval.
If Plan amendment approved, rezoning request can be
