PURPOSE: To conduct a public hearing on the North Carolina Community Transportation
Program (CTP) grant application by Orange Public Transportation for FY 2007/2008 and
approve the grant application, including the adoption of a resolution authorizing the applicant to
enter into an agreement with North Carolina Department of Transportation for all necessary
assurances.
BACKGROUND: Each year, the North Carolina Department of Transportation (NGDOT), Public
Transportation Division accepts requests for administrative and capital needs for county
operated community transportation programs. Orange Public Transportation (OPT) is eligible to
make application for both administrative and capital funding. The current year, FY 2006/2007,
approved application includes administrative funding in the amount of $180,615 and capital
funding in the amount of $215,641.
The total requested for FY 2007/2008 is $184,781 for administrative funding ($157,063 State;
$27,718 Local Match) and for capital funds $244,650 ($220,185 State; $24,465 Local Match).
The capital request is for vehicles that have met the NCDOT criteria for replacement. The new
vehicles consist of three lift-equipped Light Transit Vehicles (buses). These vehicles are being
ordered with alternative fuel (CNG) and larger passenger capacities. There will be no
expansion vehicles with this request. Replaced vehicles will be removed from the fleet and sold.
Administrative funds will continue to be used to support overall transit system management and
continue to promote general ridership.
A public hearing is required with opportunities for public discussion and comments before the
Board takes action on the resolution.
FINANCIAL IMPACT: The NCDOT Community Transportation Program Grant requires a 15%
local match for administrative funding of $27,718 and a 10% local match for capital funding of
$24,465. The total county match is $52,183.
RECOMMENDATION(S): The Manager recommends that the Board
1. Conduct a public hearing to receive public comments on the proposed grant application;
2. Approve the Community Transportation Program Grant application for 2007/2008 in the
total amount of $429,431 with local match of $52,183;
3. Authorize the Chair to sign the Community Transportation Program Resolution and
Annual certified Statements of Participation.

FY 2007-2008 RESOLUTION
Applicant Seeking Permission to Apply for Communi Transportation Program Funding,
Enter Into Agreement with The North Carolina Department Of Transportation
And to Provide the Necessary Assurances.
A motion was made by and seconded by for the adoption of the following resolution,
and upon being put to a vote was duly adopted.
WHEREAS, Article 2B of Chapter 136 of the North Carolina General Statutes and the Governor of North Carolina
have designated the North Carolina Department of Transportation (NCDOT) as the agency responsible for
administering federal and state public transportation funds; and
WHEREAS, the North Carolina Department of Transportation will apply for a grant from the US Department of
Transportation, Federal Transit Administration and receives funds from the North Carolina General Assembly to
provide assistance for rural public transportation projects; and
WHEREAS, the purpose of these transportation funds is to provide grant monies to local agencies for the provision
of rural public transportation services consistent with the policy requirements for planning, community and agency
involvement, service design, service alternatives, training and conference participation, reporting and other
requirements (drug and alcohol testing policy and program, disadvantaged business enterprise program, and fully
allocated costs analysis);
WHEREAS, County of Orange hereby assures and certifies that it will comply with the federal and state Statutes,
regulations, executive orders, Section 5333 (b) Warranty, and all administrative requirements which relates to the
applications made to and grants received from the Federal Transit Administration, as well as the provisions of
Section 1001 of Title 18, U. S. C.
NOW, THEREFORE, be it resolved that the Chair of Oran eg County Board of Commissioners is hereby authorized
to submit a grant application for federal and state funding, make the necessary assurances. and certifications and be
empowered to enter into an agreement with the NCDOT to provide rural public transportation services.

ORANGE PUBLIC TRANSPORTATION
PUBLIC HEARING NOTICE
This is to inform the public of the opportunity to attend a public hearing on the proposed
FY 2007/2008 Community Transportation Program Application to be submitted to the
North Carolina Department of Transportation no later than November 16, 2006. Those
interested in attending a public hearing on this application should contact Mr. Jerry
Passmore at 919-245-2009 on or before November 14, 2006. The public hearing will be
held on November 14, 2006 at the Southern Human Services Center, 2501 Homestead
Road, Chapel Hill, NC 27514 at 7:30 p.m. before the Board of County Commissioners.
The Community Transportation Program provides assistance to coordinate existing
transportation programs operating in rural Orange County as well as provides
transportation options and services for the communities within the service area. These
services are currently provided using fixed route, fixed deviated routes, demand response
routes, subscription routes, and contractual agreements with local Human Service
agencies. Services are rendered by Orange Public Transportation utilizing lift equipped
small transit busses and lift equipped vans.
The total estimated amount requested for the period July 2007 through June 2008 is as
follows:
