BACKGROUND: At its June 27th meeting, the Board approved astaff-based Architect Selection Panel to select the. architect for the shelter over the summer. At that time, the Board. asked that a Design Committee made up of current Animal Services Board members, Shelter Volunteers, other. citizens and staff convene to develop a design plan for the new Animal Shelter. The Board has had no discussion regarding the charge, composition, or total number of members for the Committee. The Board may want to move forward with appointments as it desires acid/or provide any direction to staff on these issues. Proposed Composition ^ 2 Animal Services Advisory Board Members ^ 2 Animal Services Staff ^ 4 Shelter Volunteers ^ 4 Citizen Volunteers ^ 1 APS Board Member ^ 1 Chapel Hill Town Council member ^ 2 BOCC Total 16 Proposed Charge ^ To represent organizational and community interest that will assist and support various phases of the design process including needs assessment, programming, and schematic design (which may entail ~a charette process). ^ To provide input and assistance as needed to help formulate a design that effectively incorporates and coordinates the essential functions of the Animal Services Department-namely, animal sheltering, care and placement; animal control including direct customer contact as well as field . services; and volunteer involvement and general administration. ^ To provide input and assistance as needed to formulate a design that meets the needs of an open admission public shelter with a commitment to pursue the placement of animals that are healthy and behaviorally sound, alongside a progressive outreach. program to reduce pet overpopulation. ^ To provide input and assistance as needed to formulate a design that has a positive and attractive presence that promotes public contact and. education, contributes to the health and well being of adoptable animals, and thus strives to facilitate increased adoptions and responsible pet ownership. ^ To recommend a final plan for the animal services facility to the County Commissioners for approval prior to the bidding of the project. ^ To assist in planning an event celebrating the ground breaking and eventual opening of the County's new animal services facility.
