PURPOSE: To consider authorizing a contract for professional services with Reece, Noland &
McElrath, Inc. for design work for replacement of restroom fixtures, water and wastewater lines,
and all surface treatments (floors, walls, ceilings), including identification of water conserving
measures and fixtures.
BACKGROUND: The existing restrooms (including fixtures, water and wastewater lines, and
surfaces) for the Central Recreation Center at the Richard E. Whitted Human Services Center in
Hillsborough are believed to be largely origins) to the building (circa 1957). The existing
configuration does not meet the Americans with Disabilities Act (ADA) code requirements. In
addition, water and wastewater plumbing lines (which are approximately 50 years old) are
subject to leaks and failures. These could result in lost water resources, increased cost to the
County, and inconvenience to customers.
Design services for restroom improvements will reflect the County's commitment to
greenbuilding principles, and will include specification of appropriate water conserving fixtures
(e:g. waterless urinals), locating fixtures to meet ADA requirements, re-routing and replacement
of water and wastewater lines, and replacement of surface treatments and stall dividers.
Staff proposes retaining the services of Reese, Noland & McElrath to design upfits of the four
restrooms in the building, including identification of minimal water consuming fixtures, rainwater
collection, etc.
FINANCIAL IMPACT: Reece Noland & McElrath would perform design services at a cost of
$17,800. Funding for this work (from Two-Thirds Net, Debt Reduction Bonds) has already been
appropriated by the Board in a capital project ordinance covering repairs to Central Recreation.
RECOMMENDATION(S): The Manager recommends that the Board exempt this project from
the qualification-based selection process for architect services as allowed by GG 143-64.32 and
approve a contract with Reece Noland McElrath in the amount of $17,800 for design services for
the upfit of the four existing restrooms located in the Central Recreation building; and authorize
the Purchasing Director to execute paperwork as may be required.

Reece, Noland, R, McElrath Engineers propose to provide Professional Services for design of Toilet Room
Renovations for this facility.
PROJECT DESCRIP~'ION: Design of the renovation of the four toilet rooms which are currently located
in the facility. Design would include evaluation of required fixture counts to comply ~vitli current code,
revising layouts to comply with ADA requirements, as well as replacing all plumbing fixtures, toilet
partitions, and toilet room accessories. We would implement the usage of water conserving measures in
the design of these toilet facilities. Also included would be design of new floor, wall, and ceiling finishes.
PEG: Our lump sum fee for this project is $17,800.00 (Seventeen Thousand Eight Hundred Dollars]
BASIC SERVICES: The lump Burn iee proposed above includes the following basic services:
1. Perform a code evaluation of minimum facilities for the facility and ADA requirements for the
toilet rooms, including review of the proposed designs with the Orange County Inspections
Department.
2. Prepare project drawings and specifications in sufficient detail to obtain regulatory approval and to
receive bids.
3. Solicit bidders, receive informal bids, and negotiate as required, providing required documentation
to allow the County to award a contract to the selected bidder.
4. Review shop drawings and submittals for items of work that are part of our design.
S. Conduct site visits during construction to observe the work and assist with coordination or
problem resolution. Frequency of visits is estimated at hvo per week.
6. Conduct Pre-Bid, Pre-Construction, and Monthly Construction Conferences.
7. Conduct pre-final and final inspections.
8. Review Owner's Manuals and as-built drawings submitted by the Contractor.
9. Prepare Electronic Record Drawings from contractor-furnished as-built marked prints.
10: Support Owner during the Contractors' one-year warranty period to resolve any problems with
finishes, equipment manufacturers, suppliers, system operation, etc.
ADDITIONAL SERVICES: The lump sum fee proposed above does not include services such as those
listed below. We will propose additional ices for such services upon request:
I . Design of additional elements not related to the renovation of the four toilet rooms which may be
generated by the Orange County Inspections Department. Examples would be additional fire
alarm; fire sprinkler systems. iire rating oi'existing construction, etc.

2. Construction administration services which extend beyond the established Contract Completion
Date, through no fault of the Designer, including default of any Contractor.
3. Modifying drawings and specifications as a result of Contractors' equipment substitutions. failure
to coordinate or sequence the work, or other fault of the Contractor(s).

Payments will be due on a net 30-day basis. Financing charges on balance beyond 30 days will be 1-I/2°%°
per month (18% APR). If we should have to seek legal action to effect collection, and +ve prevail in
litigation, then all costs associated +vith collecting overdue accounts +vill be recoverable. If payments arc
withheld or disputed, then +ve retain the right to suspend further services wail the account is current.
