Minutes of December 13, 2011

Welcome /Introduction
Patsy Barbee welcomed everyone to the meeting. She asked for brief introductions for the benefit of the
new members.
Public Comments
James Stroud stated that he spoke with Doug Dixon regarding the application process for the
Weatherization Program. Dixon stated that applicants should submit all income documents and a twelve
(12) month utility report with their application. Stroud stated that funds are still available but the process
is slow due to a shortage of staff. Fikes briefly described the Joint Orange Chatham Community Action
Weatherization Program (JOCCA) for the benefit of the new members.
Minutes
James Stroud made a motion to approve the minutes of the November 8, 2011 meeting and Martha
Hoylman seconded the motion. The motion was approved unanimously.
Annual Calendar
Tara Fikes discussed and reviewed the Draft 2012 Calendar Topics. (This information is incorporated as
an attachment to the minutes.) The calendar should be available in January 2012 for presentation to the
Board of County Commissioners. A Better Image Printing Company in Chapel Hill will design and print
the calendar.
BOCC Annual Retreat Input
The final copy of the Orange County Boards and Commission Input and Accomplishment Form was
distributed to AHAB. Fikes stated that the form was submitted on December 9, 2011. This information
is incorporated as an attachment to the minutes.
Board members discussed the following accomplishments to include in the Annual Performance
Report/Calende address to the Commissioners.
• Monitored the Affordable Housing Bond Program and provided a status report to the BOCC.
• Conducted an "on the ground" affordable housing but tour for board members. Current plans are
to make this an annual event.
• Participated in the Town of Chapel Hill Affordable Housing Strategy Outreach Sessions.
• Reviewed the Community Home Trust request to serve households earning up to 115% of median
income at the request of the BOCC and made a recommendation.
Affordable Housine Bond Proeram
Tara reported that she did not publicize the availability of housing bond funds because she was interested
in offering a proposal to use the funds to develop rental housing on Rusch Road /or perhaps assist with
another rental project. Fikes also stated that Chrysalis Foundation has now gone out of business but had
originally planned to partner with Habitat for Humanity, Inc. to construct the rental project. Fikes stated
that she would meet with Susan Levy, Director Habitat for Humanity to discuss the bond funds. This
item would be discussed at the next meeting.
Department Report
The following items were reported:
• Club Nova Apartments will transfer to Community Alternative for Supportive Abode (CASA) on
December 14, 2011. Club Nova will keep the existing management company until mid- January
2012.
• Fikes stated that there are no updates regarding Whitted Forest Apartments. Fikes is still trying to
contact the attorney regarding the bankruptcy. The Section 8 clients are being shifted to other
units in the complex because they are unable to pass their Section 8 Housing Inspection.
• Fikes reported that one (1) Section 8 client is still residing at Colony Apartments. All of the other
voucher holders have been relocated to other units.
• Presently, the Section 8 Waiting List remains closed. There are approximately 1,800 applicants
on the list.
Other Business
Anna McDonald Dobbs reported that the UNC- Chapel Hill School of Journalism is interested in
providing assistance regarding the community wide media campaign for Orange County in the fall of
2012. The next step would be to develop the overall goals /deliverables in the summer.
Martha Hoylman made a motion to adjourn the meeting and James Stroud seconded the motion. The
motion was approved unanimously.
