Minutes of October 11, 2011

Co -Chair Lynda Baker chaired the meeting due to the absence of Chair Patsy Barbee.

None
Minutes
Mark Johnson made a motion to approve the minutes of the September 13, 2011 meeting and Martha
Hoylman seconded the motion. The motion was approved unanimously.
Mobile Home Park Survey, Standards Follow -up
Fikes reported that the Orange County Mobile Home Park Standards are located on the Planning
Department website under the Unified Development Ordinance. This information is incorporated as an
attachment to the minutes. These standards are enforced when a complaint is reported in unincorporated
Orange County.
The Advisory Board agreed to compare Orange County Mobile Home Park Standards with the
information gathered by Alex Babbitt regarding other park standards. Fikes stated that she would seek
information regarding the names of the mobile home parks in the county jurisdiction.
Housing Bond Program Recommendation Follow -up
The Advisory Board briefly discussed the $143,558 remaining housing bond funds. After much
discussion, Martha Hoylman made a motion to publish a Call for Proposals to the County's non -profit
organizations to spend the remaining $143,558 in affordable housing bond funds. Jonzella Bailey -
Pridham seconded the motion. The motion was approved unanimously.
New Board Member Applications
Diane Beecham reported that she contacted four (4) potential applicants for the Advisory Board. Jonzella
Bailey- Pridham made a motion to recommend to the Board of County Commissioner (BOCC) the
appointment of Katherine Dum, Josie Edwards, Brona Kay and Arthur Sprinczeles to the Affordable
Housing Advisory Board. Martha Hoylman seconded the motion. The motion was approved unanimously.
Report of the Chair

Department Report
The following items were reported:
Fikes announced that the BOCC Annual Planning Retreat will be held January 2012. She then
shared the Orange County Boards and Commission Input and Accomplishment Form that is due
to the BOCC by November 30, 2011. This information is incorporated as an attachment to the
minutes.
Fikes gave everyone present a copy of the Affordable Housing Primer published by the North
Carolina Housing Coalition. The publication does a good job of explaining terms used when
discussing affordable housing as well as the available programs. This information is incorporated
as attachment to the minutes.
• Tara stated that she received an email from Anna MacDonald Dobbs stating that she was unable
to attend the meeting due to her schedule. Fikes stated that Anna spoke with UNC- Chapel Hill
School of Journalism regarding developing a community wide media campaign for the County,
Chapel Hill, Hillsborough and Carrboro. Unfortunately, the school has a scheduled project lined
up for the spring. Fikes stated that the fall may be an option. If the Board is interested a request
will need to be made between now and January 2012.
Fikes also reported that Anna is working with farmers across the state to salvage produce that
they are unable to sell. This produce is free to anyone who needs access to healthy food. The
produce can be delivered to senior and low - income housing complexes. If the board members
know of any agency /location that is interested, please email Anna at sosanc &endhunee r.org or
call 919.683.3011. Tara stated that she would forward Anna's email to the Advisory Board.
Other Business
Lynda Baker made a motion to adjourn the meeting and Jonzella Bailey- Pridham seconded the motion.
The motion was approved unanimously.
