Minutes of September 11, 2012

Welcome /Introduction
Arthur Sprinczeles chaired the meeting due to the absence of the Chair Patsy Barbee. He
welcomed everyone to the meeting and asked for brief introductions for the benefit of the guests.

Approval of Minutes — May 8, 2012 and August 14, 2012
Arthur Sprinczeles made a motion to approve the minutes of May 8, 2012 meeting and James
Stroud seconded the motion. The motion was approved unanimously. James Stroud made a

motion. The motion was approved unanimously.
Habitat for Humanity — Rusch Hollow Bond Proiect
Fikes discussed and provided members with a Proposal from Habitat for Humanity for the
construction of a duplex in the Rusch Hollow subdivision. Habitat proposes to build duplex that
will provide rental housing to two elderly individuals. The Proposal is incorporated as an
attachment to the minutes.
Members wanted to know if the units would serve the disabled and /or elderly and stated that
Habitat should consider design changes to make it more accessible for the elderly. Fikes briefly
discussed and distributed the 2001 Housing Bond Program Update as a status report to members
as they considered this Proposal. This information is incorporated as an attachment to the
minutes. Arthur Sprinczeles made a motion to recommend to the Board of County
Commissioners (BOCC) the award of $130,000 to Habitat for Humanity for the Rusch Hollow
Duplex. Katherine Doom seconded the motion. The motion was approved unanimously.
Current Year Action Plan
The group briefly discussed the Board's current year plan.
• Katherine Doom stated that she is still working on getting log -in information for the
Facebook Page.
• An updated Housing Bond Status Report will be provided to the BOCC at the time the
Habitat proposal is submitted.
October 9, 2012 BOCC Meeting
Given that the current board is in the midst of rebuilding its membership, the current board
decided to postpone the October 91' meeting until sometime in the Spring of 2013. Arthur
Sprinczeles made a motion for postponement that was seconded the motion by Nannie Richmond
and passed unanimously.
Urgent Repair Program
David Saconn - Housing Rehabilitation Specialist in the Department presented basic information
regarding the Orange County Urgent Repair Program in 1994. Currently, the BOCC has
budgeted $75,000 for repairs under this program which we also received $100,000 in
Community Development Block Grant funds for this program in 2010.
The Urgent Repair Program alleviates housing conditions which pose an imminent threat to the
life and safety of very low and low- income homeowners with special needs; and provides
accessibility modifications and other repairs necessary to prevent displacement of very low and
low- income homeowners with special needs such as frail elderly and persons with disabilities.
Board members were asked to help spread the word about the program particularly to those that
may qualify. Additionally, Saconn also discussed the need for qualified rehabilitation
contractors to work in the program. The application for them is available on the county's
website.
Board Membership
James Stroud made a motion to recommend to the Board of County Commissioners (BOCC) the
appointment of Teri Driscoll, Dee Jackola, Andrew Shannon and Christopher Wehrman to the
Affordable Housing Advisory Board. Katherine Doom seconded the motion. The motion was
approved unanimously.
Department Report
The 6th Annual Project Connect Orange County will be held on Thursday, October 11, 2012;
9:00 a.m. to 3:30 p.m. at the Hargraves Community Center, Chapel Hill. Project Connect is a
free event that links people who are experiencing or are at risk of homelessness to essential
services.
Other Business
Nannie Richmond inquired about the eligibility process for Eno Haven Apartments. Fikes stated
that she would have this information available at the next meeting.
Katherine Doom made a motion to adjourn the meeting and James Stroud seconded the motion.
The motion was approved unanimously.
