Minutes of Tuesday, May 13, 2014

Welcome /Introduction
James Davis called the meeting to order.
Presentation: Daniel Bullock from the Centre for Homeownership gave a presentation of the
Orange Clearing House Network website. He discussed the current status and projected goals of
the website. The website is http:// oran�zeclearin�zhousenetwork.or�z. Daniel also gave a brief back
ground and update of the Section 8 "task force ". He said that they had three main goals
1. Rehousing people that were affected by GSC property owners no longer
accepting Section 8 vouchers.
2. Rebranding of Section 8 to remove some of the negative stigmas that have
become associated with the program and do more community outreach in the
hopes to expand the number of landlords and complexes that accept Section 8
Vouchers.
3. Talking to government officials to get support to accomplish goals one and two.
He also stated that they mailed a letter to the mayors of Carrboro and Chapel Hill and a separate
letter the Town Council of Hillsborough, Chapel Hill, Carrboro and to the alderman of Carrboro
requesting meetings and help with rebranding of Section 8.
Approval of Minutes
The minutes for April 8, 2014 were presented, however; due to the lack of a quorum no official
action could be taken.
Department Report /County Report
James Davis expressed the need of the AHAB to solicit for members and he asked that any ideas
for outreached be shared. Vanessa said that it would be helpful to fully understand what the
AHAB goals are and what effect that the board has on orange county policy. Diane mentioned
that the board should revisit the mobile /manufactured home study to determine how it can be
used to achieve the goals of the AHAB. James Davis tasked the board members with deciding
on how the study should be used. He suggested options such as compiling a list of locations,
their viability, and /or prospective consumer surveys. James Stroud mentioned the need of an
emergency action plan for those that reside in mobile /manufactured homes.
James Davis also shared that the Orange County Health Department initiative to foster familial
success is looking at different ways address child poverty in Orange County. He shared that they
have extracted information from the Housing Department, Department of Social Services, and
Health Department to determine where the highest concentration of need based persons are
living. They will be setting up a continuum of services to cater to the higher concentrated areas.
James Davis also announced that officer voting would take place at the next meeting. James
Davis also shared the 2013 Annual Report for the Partnership to End Homelessness and Home
201 -2015 Annual Action Plan allocations and stated that it is final and would be sent to HUD on
May 14, 2015. Diane asked for a copy of the allocations from the applications that the AHAB
voted on in March. James Davis informed her that on the intranet you can see the allocations of
monies that the county gave and to whom.
Other Business
James Davis tasked himself with looking over the AHAB annual report to see what the BOCC
wants the board to accomplish, what the board has accomplished and what the board has
committed itself to accomplishing this year.
The next meeting will be in Hillsborough at 300 W. Tryon Street in the Department Conference
Room.
