To review and provide comments to staff regarding a draft BOCC District Elections educational brochure and the materials for BOCC District Elections newspaper advertisements that will be circulated to increase public awareness of the November 7, 2006 BOCC District Elections Referendum. BACKGROUND: The Orange County Board of Commissioners, with input from the public, has put forward a referendum for November 2006 to modify the number of Commissioners who serve on the Orange County Board from five to seven members and to establish residential districts for the election of some Board members. As part of the process leading up to the November 7t" referendum, the Board has discussed a public awareness/education campaigri to improve public knowledge of the referendum. At the September 19, 2006 regular meeting, the Board approved a proposed charge fora B000- appointed District Elections Education Committee (The BOCC was scheduled to make appointments to that Committee earlier in tonight's meeting.). In addition, it was requested at the September 19, 2006 meeting that staff develop a draft BOCC District Elections educational brochure and provide a preliminary draft of the brochure to Board members for initial review and comment prior to tonight's meeting. The first draft was provided to Board members as well as the County Attorney early last week. A second draft brochure representing a compilation of the revisions/comments received is attached along with a one-page summary of the revisions made to the first draft brochure. The Board may wish to make additional comments and revisions regarding the brochure. 2 Another set of documents provided for Board review and comment are the materials for BOCC District Elections newspaper advertisements that would be published during October and early November in four newspapers that serve the County. The map portions of these advertisements are expected to predominantly appear in color format unless unforeseen circumstances dictate otherwise. The Board may wish to make comments and revisions regarding the materials. The fourth attachment to this abstract, which was also provided with the September 19th agenda abstract and is provided again here for reference purposes, is a Sampling of Potential Advertising Opportunities and Costs through various media in the County. This information may be helpful as the Board reviews the draft brochure and draft advertisement. FINANCIAL IMPACT: At the September 19, 2006 regular meeting, the Board allocated $15,000 from the BOCC Contingency account for the District Elections Education Process for the November 2006 referendum. The Sampling of Potential Advertising Opportunities and Costs attachment details. how a substantial portion of the $15,000 is proposed to be expended. The $15,000 is in addition to the $1,385.48 expended as part of required official legal notice of the district election referendum which the County provided as part of the referendum process. That notice, provided as the last attachment to this abstract, appeared in a black and white format during July 2006 in The Chapel Hill News, The Chapel Hill Herald, the News of Orange, and the News of Orange Extra. Minor punctuation changes, capitalization, and format changes are not listed below. Barry Jacobs - Under the heading of "Election by District Explained", paragraph 2 was changed. Changed from - On November 7, 2006, the people of Orange County will decide if there will be changes in the way Commissioners are elected. Changed to- On November 7, 2006, the people of Orange County will decide if there will be changes in the way in which the Board of Commissioners is constituted and elected. In paragraph 3, the first sentence (below) was deleted. A referendum will appear on the ballot to possibly alter the number of Commissioners and how they are elected. Alice Gordon - Under Questions and Answers the first answer was modified by adding the % of variation after the District 1 and 2 populations. V Information on the District Election Referendum for the Orange County Board of Commissioners In 1954 the Orange County Board of Commissioners was expanded from three members to five members. Prior to and since that time, Commissioners have been elected "at large," which means ali registered Orange County voters could select from all candidates. On November 7, 2006, the people of Orange County will decide if there will be changes in the way in which the Board of Commissioners is constituted and elected. A referendum proposes to increase the Board from five to seven members. This same referendum splits Orange County into two voting districts. District 1 would consist of the southern two-thirds of Chapel Hill Township. The divider line generally runs along I-40 east of Hwy 86 and the Chapel Hill - Carrboro School District boundary west of Hwy 86. (A detailed description of the boundary is contained in the wording of the referendum.) District 2 would be the remainder of Orange County. Three Board members would reside in District 1, two members would reside in District 2, and two members would be elected At-Large and may live anywhere in,Orange County. In the Primary Election, only residents of a District may vote for the Commissioner candidate or candidates of their political party who reside in that District and seek to. represent that District. All eligible voters in Orange County may vote in the Primary for At-Large candidates of their political party. For the General Election, all Orange County voters can vote for the candidate(s) to represent District 1, District 2, and At-Large. Commissioners would continue to serve four-year terms staggered with approximately one-half of the Board members elected every two years.
