Solid Waste Enterprise Fund Financial Planning Final Report -Bob Dick, Project Manager and Ryan Duckett, Staff
Engineer- SCS Engineers
• Donaldson states that report will be updated with recent revisions
• SCS Engineers present that the current financial structure is unsustainable
• Orange County has a premier, model program and SCS Engineers were unable to identify any
obvious inefficiencies that would not correlate to a reduction in services.
o Jacobs requests analyzing services provided from Solid Waste Fees in Durham and Chatham
counties, also, counties that have a similar waste reduction rate
o Lavelle asks when final report, with revisions, will be finished. Bob Dick suggests two weeks
o Jacobs asks if Solid Waste Capital could be included in current Impact Fee Authority
County Mattress Disposal Program — Gayle Wilson
• Wilson provided a summary of recent mattress disposal program improvement options
• Jacobs suggests using a collection lock -box for collecting the mattress drop -off fee
• Jacobs suggests investigating the use of Orange Correctional inmates to handle mattress collection
at Waste and Recycling Centers, insuring that they were paid a living wage

• SWAG Priorities Update
• Wilson suggests assigning Town Public Works and Solid Waste Directors with establishing a plan
for development of Local Waste Disposal Facility
■ Staff notes that $100,000 has been budgeted in FY 2016/17 for transfer station planning
• Jacobs requests that costs are assigned to Priorities List and Agenda Items added in the future
• Rich requests adding Alternative Waste Disposal Methods as Priority XIV
• County Waste Reduction Goal Setting
0 61% Waste Reduction has been achieved, new goal is needed
o Jacobs requests the staff discuss what goal would be reasonable, both overall and incrementally,
before AOG
Updates /Status Reports
• Fourth Quarter FY 2015/16 Solid Waste Program Data Report
o Data collection will be refined. RFID tags and readers efficiency will be improved
• Status of Rural Curbside Expansion
o Cart delivery was completed in August
o Collection schedule for approximately 700 residents in Urban area have changed
• Status of Eubanks Road Waste & Recycling Facilities Improvements
o Bids are due next month
o $3.17 million is the budget, including moving the scales
• Update on Carrboro Farmers Market Food Waste Collection
o Lavelle requests statistics emailed to Carrboro staff
• UNC /County Solid Waste Collaboration Report
o Report is going through internal review, some potential for future collaboration is
possible
• Update on Storm Debris Management Site Search
o The possible site on Mincey Road currently has constraining conservation easement. Request
had been made for agreement to be formally amended so that in a declared emergency, area
can be used as a temporary emergency storm debris site
• Waste Composition Study Update
o Waste sorts scheduled for October 2016 and April 2017
