HomeMy WebLinkAboutOC Soil & Water minutes 102214ORANGE SOIL & WATER CONSERVATION DISTRICT BOARD MEETING Environment & Agriculture Center, Hillsborough, NC October 22, 2014 Board Members Present: Chris Hogan, Karen McAdams, Roger Tate, Morris Shambley and Clay Parker. Employees in Attendance: Gail Hughes, Todd Roberts, Kenny Ray, Lisa Pope and DEAPR Director, Dave Stancil.. Chairman, C. Hogan, called the meeting to order at 7:40 p.m. Closed Session Meeting was held prior to open board meeting. September 10, 2014 Board Meeting Minutes were approved as submitted. M. Shambley moved for approval, C. Parker seconded. Natural Resources Conservation Service (NRCS) NRCS District Conservationist, Brent Bogue, was unable to attend tonight's meeting. N.C. Ag Cost Share Program (NCACSP) T. Roberts and K. Ray discussed the below items with Board: ✓ Contract with NADC and the Division of Soil & Water Commission. Waiting to hear final word from county attorney on county standards for approval. D. Stancil noted that the County Attorney would not need to be involved in this process. ✓ Taylor Fish Farm: Staff updated the board on the most recent events. Materials have been ordered and moving forward with contract as discussed at last meeting. NCACSP Contract, Applications and Request for Payments: ✓ Fickle Creek Farm Application: Stream Protection System totaling $2,720. (CS). Ranking: 505. K. McAdams moved to approve; M. Shambley seconded. ✓ Fickle Creek Farm Contract: Stream Protection System totaling $2,720. R. Tate moved to approve; C. Parker seconded. ✓ Milton Durham —Request for Payment on Contract 68- 2013 -401: Stream Protection System (JL) totaling $16,028. M. Shambley moved to approve; C. Parker seconded. ✓ Milton Durham — Request for Payment on Contract 68- 2014 -402: Stream Protection System (JL) totaling $7,596. M. Shambley moved to approve; R. Tate seconded. Community Conservation Assistance Program (CLAP) G. Hughes discussed the following CCAP Contracts: 502 - Orange County Schools /Cameron Park Elementary: Rain Garden & Critical Area Seeding. Corrected contract amount $2,332. M. Shambley moved to approve; K. McAdams seconded. 503 — Sim Efland Heirs: Well Closure. Corrected contract amount of $1,500. M. Shambley moved to approve; K. McAdams seconded. 504 — Stanley Hughes: Well Closure $750. M. Shambley moved to approve; K. McAdams seconded. 505 — Hsieh Showchein: Well Closure $375. M. Shambley moved to approve, K. McAdams seconded. 506 - Town of Hillsborough: Riparian buffer /critical area. Corrected contract amount $1,636. M. Shambley moved to approve; K. McAdams seconded. CCAP Request for Payment 501 — Alethea Burt — Well Closure $650. K. McAdams moved to approve; M. Shambley seconded. G. Hughes updated the Board on new VAD applications, acreage, etc. Gail also reported that 45 VAD signs have been ordered and will hopefully be placed on VAD farms in the upcoming months. Educational Update ➢ L. Pope and G. Hughes reported on the October 2 & 3 "Farm To Table" DEAPR event held at the Blackwood Farm. Event was expanded to a two day event reaching over 400+ Orange County & Chapel Hill City Schools. "Wetlands are Wonderful!" contest presentations were made to all 4th grade students. ➢ G. Hughes and L. Pope worked two days at the Soil & Water Conservation State Fair Booth. They worked to set up the booth at Fair; a second day was spent making presentations to local adults and students visiting the fair. ➢ L. Pope updated the Board on the number of courses and hours acquired towards her NC Environmental Education Certification. Lisa requested permission to attend a free Project WILD workshop in Elkin on November 5. C. Parker move to pay the $77.97 hotel cost for a one night stay along with gas mileage reimbursement from the Travel Expenses account until exhausted, then use Matching Grant Funds; R. Tate seconded. ➢ G. Hughes and L. Pope presented "Wetlands are Wonderful!" presentations at Gravelly Hill Middle and Stanback Middle in October as 7 t grade students attended Orange SWCD's Annual Earth Walk Event. ➢ Each N.C. District has been asked to donate $100 towards Food, Land & People (FLP). These funds enable teacher's to receive the 55 FLP Lessons Book at no cost to them. K. McAdams moved to approve $100 donation from the Matching Grant Fund Account; R. Tate seconded. ➢ L. Pope remitted Contest information to Information Officer, Micheal Gilbert, of Orange County Schools, to promote and advertise this year's "Wetlands are Wonderful!" Speech, Essay and Poster Contest for Grades 3 -8. Mr. Gilbert placed this info on the county schools list serve for all teachers. Miscellaneous Discussion Lisa reminded the board that of the upcoming Area III Fall Meeting in Caswell County on November 6th.
