HomeMy WebLinkAboutOC Soil & Water minutes 080614BOARD MINUTES ORANGE SOIL & WATER CONSERVATION DISTRICT Environment & Agricultural Building, Hillsborough AUGUST 6, 2014 Supervisors Present: Chris Hogan, Chairman Karen McAdams, Vice -Chair Morris Shambley, Treasurer Clay Parker, Supervisor Guests: Natalie and Sandy Chandler Others Present: Brent Bogue, NRCS Kayla Harris, NRCS Intern Gail Hughes, Soil Con Lisa Pope, Adm. Asst. Kenny Ray, Soil Con Todd Roberts, Soil Con Chairman, C. Hogan, called the meeting to order at 7:35 p.m. At this time, he welcomed all guests, including RCW student /parent, Natalie and Sandy Chandler along with summer intern. Introductions were made accordingly. June 2, 2014 Minutes were reviewed and approved as submitted. C. Parker moved for approval, M. Shambley seconded. Natural Resource Conservation Service (NRCS) B. Bogue introduced summer intern, Kayla Harris. Kayla is a participant of the 1890 Scholars Program. As part of that program, she comes to NRCS as rising junior at A &T University. B. Bogue reported that the NRCS fiscal year ends next month. Some state wide positions /jobs vacancies have been filled. Cost Share Program (N.C. ACSP) T. Roberts and K. Ray submitted the following ACSP REQUEST FOR PAYMENTS: ❖ James Wilson (Tom) 68- 2014 -006: Long Term No Till totaling $4,819. (II Funds) K. McAdams moved to approve, M. Shambley seconded. ❖ Jerry Hawkins 68- 2012 -018: Livestock Exclusion totaling $14,441. (CS Funds) K. McAdams moved to approve, M. Shambley seconded. NCACSP Contract Extension ❖ Cedar Creek Farm - 68- 2012 -801: New Pond totaling $15,000. (AgWRAP) C. Parker moved for approval, K. McAdams seconded. M. Shambley made a motion to purchase the necessary tools needed for the no till drill from the Special Account; K. McAdams seconded. K. Ray and T. Roberts reviewed the revised 2014 -15 ACSP Priority Worksheet. M. Shambley moved to approve changes made to worksheet, as presented. C. Parker seconded proposed changes. Community Conservation Assistance Program (CLAP) G. Hughes discussed the following new application and contract approval: ➢ 68- 501 -2015 — Alethea Burt: Well Closure totaling $650. (Ranking: 95) M. Shambley moved to approve, K. McAdams seconded. G. Hughes also discussed the below applications that are pending due to approval of funding: ➢ Orange County Schools /Cameron Park Elementary: Rain garden /critical area seeding ➢ O.C. Schools /Gravelly Hill Middle: Critical Area Seeding ➢ Stanley Hughes: Well Closure ➢ Hsieh Showchein: Well Closure Educational Update 2014 Resource Conservation Workshop (RCW) student, N. Chandler, joined the board and staff this evening. N. Chandler expressed her gratitude to the Board for their approval as was chosen for this year's event. N. Chandler gave a wonderful description of her time spent at the RCW. She truly enjoyed it very much. Farm To Table: This year's educational outreach program will be held at the Blackwood Farm on October 2 -3. Lisa and Gail are involved in assisting the DEAPR Educational /Programming Team with this event as well as serving as resource presenters. N.C. State Fair: As a member of the State Fair Committee, Lisa asked the Board to volunteer for this year's event. Supervisor, K. McAdams expressed an interest and desire to help Gail and Lisa on October 21. Food, Land & People Teacher's Workshop: Lisa and Gail served as FLP Facilitators at the Area III Teacher's Workshop in Chatham County on July 15 -16. Lisa gave the board a brief update on the courses she has taken as credit hours towards her N.C. Environmental Education Certification. Budget Gail provided the Board with the new fiscal year balances and budgetary figures. Lisa provided the Board with current account balances.
