BOARD MEETING
Environment & Agricultural Building, Hillsborough
May 14, 2014
Board Members Present: Karen McAdams, Roger Tate, Morris Shambley and Clay
Parker.
Employees in Attendance: Brent Bogue, Gail Hughes, Todd Roberts, Kenny Ray, Lisa
Pope and Division of Soil and Water/NCDA Coordinator, Ralston James..
Vice - Chair, Karen McAdams, called the meeting to order at 7:35 p.m.
Approval of Minutes: The April 9, 2014 Board Meeting Minutes were approved as
submitted. Roger moved for approval, Clay seconded. A correction was made to the
February 12, 2014 minutes. NCACSP Application for Sammy Lankford was not
approved at this meeting, as indicated in the original minutes.
Natural Resource Conservation Service (USDA — NRCS)
District Conservationist, Brent Bogue, updated the Board on the following:
➢ EEO Audit: Brent reported that N.C. NRCS field offices have been chosen this
year for a Civil Rights /EEO Audit. The Orange SWCD/NRCS District audit will
take place on May 19'h. OSWCD Chairman, Chris Hogan, agreed to be present
for the audit.
➢ Brent will be working closely with new NRCS intern, Kayla Harris. Kayla begins
work on May 26th.
➢ EQIP Update: $16 million allocation has been received at this time.
Economically suppressed counties will be eligible to receive additional funding
(i.e.: Person County is one of these counties; Orange is not)
➢ Brent has been serving as the Acting Area II Resource Conservationist last week
and this week. He has been assisting with quality assurance in the Area.
Agriculture Cost Share Program (N.C. ACSP)
The Annual Ag Cost Share Spot Check took place this morning. Chairman, Chris Hogan,
was in attendance. Staff members reported that the Spot Check (ACSP & CCAP) went
well with one exception. NCACSP Contract 2007 -15 will require reseeding of grassed
waterways and field borders. This will be further addressed in the Spot Check Report.
NCACSP Request for Payments:
• 68- 2012 -007 Sturdivant Farms (Formerly D &L Farms): Prescribed Grazing
on 43.82 acres totaling $1,315. (Impaired /Impacted Funds and Cost Share
Funds) Clay moved to approve, Roger seconded.
• 68- 2013 -400 Sturdivant Farms: 180 linear feet of livestock exclusion with
watering troughs and waterline totaling $5,324.00. (Jordan Lake Funds) Clay
moved to approve, Roger seconded.
NCA CSP Application Approval Request:
✓ Patrick Purcell: Prescribed Grazing. Roger moved to approve, Morris
seconded.
✓ Lynn Holloway: Grassed Waterways. Clay moved to approve, Roger
seconded.
NCASCP Contracts:
✓ Tom Wilson: 32.126 acres Long Term No Till (Jordan Lake Funds) and
.62 acres waterways (Impaired /Impacted Funds) totaling $6,517.00.
Roger moved to approve, Clay seconded.
✓ Kathleen Smith of Root Down Farm: New Pond totaling $27,000.
(New Farmer /AgWrap Funds). Roger moved to approve, Clay seconded.
✓ David Walker: New Pond totaling $22,500. (AgWrap Funds) Roger
moved to approve, Clay seconded.
✓ Cedar Grove Farm (Kathy Shambley) - Discussion /Decision Item:
The Board approved this contract in April, 2014. Contract total is $8,987
for trail, water tank/heavy use area and concrete pipe repair /replacement.
Ms. Shambley has sold all the milking cattle at this time; there are 100+
bred heifers on the farm. She has provided, for the Board, a written
statement that indicates that she intends to continue to have cattle (either
dairy or beef) on the farm. She requests that the Board continue with the
contract for the BMP's that had previously been planned and approved.
After some discussion, Morris moved to approve and move forward with
Ms. Shambley's contract; Clay seconded.
Supplement
Randy Lloyd Update: At the July, 2013 Commission Meeting, an extension was
granted to Mr. Lloyd for waste closure. Due to wet weather conditions, discussion
will be forthcoming requesting possible supplement to the contract. Mr. Lloyd is
currently working on closure.
Community Conservation Assistance Program (CLAP) New Applications /Contracts
Gail submitted the following CCAP New Application:
❖ 68 -14 -502 — Orange County Schools — (Recently combined into one contract
instead of two) Orange High: Rain Garden ($924) and critical area seeding
($473). Efland Cheeks School: Critical Area Seeding ($852). Morris moved to
approve, Roger seconded.
NCDA/Division of Soil & Water Update
Division/NCDA Coordinator, Ralston James, updated the Board on the following details:
➢ Supervisor Training at the Institute of Government was rescheduled and will take
place next week.
➢ Legislative Breakfast is May 22nd. The NCASWCD Commission will meet
immediately following breakfast. Ralston encouraged Supervisors to contact local
representative and invite him /her to worthwhile event.
Education Update
Earth Walk Enviromental Field Day at Stanford Middle School is slated for May 23rd
Gail discussed the outdoor classroom at Orange High School. The group is meeting
tomorrow to determine the need for funding (Patterson account). More information is
forthcoming.
Roger moved to pay the Resource Conservation Workshop (RCW) registration for one
OHS student (Matching Grant Funds); Morris seconded.
Miscellaneous Discussion
Lisa reviewed with the Board current account balances and expenditures.
Gail discussed the Piedmont Conservation Council. She also updated and reviewed with
the Board the recent Orange County Ag Preservation Board Farm Applications for
Voluntary Ag District (VAD) and EVAD (Enhanced VAD) applications.
Gail provided the board with Soil & Water Foundation memo which requested a donation
from Soil & Water Districts statewide. She will discuss this further at next meeting.
With no further discussion, meeting was adjourned.
