HomeMy WebLinkAboutOC Soil & Water minutes 081215BOARD MINUTES ORANGE SOIL & WATER CONSERVATION DISTRICT Environment & Agricultural Building, Hillsborough AUGUST 12, 2015 Supervisors Present: Staff Members Present: Chris Hogan, Chairman Brent Bogue, NRCS Karen McAdams, Vice -Chair Gail Hughes Roger Tate, Supervisor Lisa Pope Clay Parker, Supervisor Todd Roberts Guests: Resource Conservation Workshop (RCW) Students — Hope Gattis, Charles Merritt and families. Chairman, C. Hogan, called the meeting to order at 7:35 p.m. At this time, Hogan welcomed all guests, including RCW students and parents. Introductions were made accordingly. 2015 RCW Students, Hope Gattis and Charles Merritt, presented a slide presentation highlighting their week at the RCW. Both of these outstanding students expressed their gratitude to the Board for the opportunity to attend. Closed Session: The Board entered into a closed session from 8:15 -8:55 p.m. Meeting reconvened at 8:55 p.m. May 27, 2015 Minutes were reviewed and approved as submitted. K. McAdams moved for approval, C. Parker seconded. Natural Resource Conservation Service (NRCS) B. Bogue discussed a recent NRCS staff meeting that he attended regarding the newest plans and county responsibilities based on the NC Service Delivery Model. Bogue recently learned that he will be responsible to oversee the NRCS Programs in the following counties: Alamance, Caswell, Guilford, Orange, Person and Rockingham. Brent requested the Board check their calendars; a Local Working Group Meeting is needing to be scheduled. Time slated for meeting will be Wednesday, September 9 at 7:00 prior to board meeting. Cost Share Program (N.C. ACSP) T. Roberts submitted the following ACSP REQUEST FOR PAYMENTS: ❖ William Rogers - 68- 2015 -008: Long Term No Till; 100 acres. $9,000 (CS) and $6,000 (JL) totaling $15,000. Tate moved to approve, Parker seconded. ❖ Chad Gentry — 68- 2015 -005: Long Term No Till; 68.25 acres totaling $10,238. (CS Funds) McAdams moved to approve, Parker responded. ❖ 68- 2014 -010 — Cedar Grove Farm: G. Hughes stated that all work has been completed on stock trail, seeding, fencing and water tanks. Original contract amount was $8,987. Contract modified to eliminate majority of concrete. Request for payment (RFP) based on final measurements /cost. RFP approximately $8,500; will have final number available at next board meeting. Parker moved to approve $8,500; McAdams seconded. Certified letters for non - compliance issues were mailed to two landowners; Contract 68- 2017-15-09 and 68- 2006- 24 -09. These landowners have 30 days to refund program funds. Community Conservation Assistance Program (CLAP) G. Hughes discussed the following request for payment: ➢ 2015 — 504 Stanley Hughes: Well Closure totaling $750. McAdams moved to approve; Parker seconded. Educational Update Conservation Education Training: Due to conflicts, staff members were unable to attend this year's workshop in Hickory. Hughes and Pope presented educational programs (age K -12) for approximately 100 local Girl Scouts at summer camp held at the O.C.Blackwood Farm on July 9th. Hughes and Pope presented educational programs for 25+ 4 -H Summer Sizzle students at A.L. Stanback Middle School on July 22' Food, Land & People Teacher's Workshop: Lisa served as co- facilitator at FLP Teacher's Workshop in Cabarrus County on August 6th. Fifteen local teachers attended. Pope will receive teaching credit hours towards her NCEE certification. She expressed her gratitude to the Board for this opportunity. Hughes expressed her gratitude to the Board for the opportunity to attend national Soil & Water Society Meeting in Greensboro on August 9 -12. Hughes stated that it was a great week of learning experiences. Budget Lisa provided the Board with current account balances. Hughes discussed the Matching Grant Fund Account. Funds that will be rolled over is $2,890.78. These funds will be a budget adjustment made in September or October by the Finance Department. With no further discussion, meeting adjourned. By: W.
